RESOLUTION NO. R-2004- 31
A RESOLUTION OF THE CITY COMMISSION OF
THE CITY OF TAMARAC, FLORIDA,
AUTHORIZING THE APPROPRIATE CITY
OFFICIALS TO AMEND THE FISCAL YEAR 2003
ACTION PLAN FOR EXPENDITURES OF THE
CITY OF TAMARAC'S U. S. DEPARTMENT OF
HOUSING AND URBAN DEVELOPMENT (HUD)
COMMUNITY DEVELOPMENT BLOCK GRANT
(CDBG) PROGRAM FOR THE HUD FISCAL
YEAR 2003 (CASE NO. 4-MI-04); PROVIDING
FOR CONFLICTS; PROVIDING FOR
SEVERABILITY; AND PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, on July 12, 2000, by Resolution R-2000-203, the City of Tamarac
adopted the City of Tamarac Consolidated Plan, a required document which established a
Five Year Strategic Plan listing the applicable priorities for the CDBG Block Grant Program;
and
WHEREAS, each year a new Action Plan is prepared detailing the projects,
activities or programs to be funded by that year's grant fund allocation and in compliance
with the City's Consolidated Plan; and
WHEREAS, the U. S. Department of Housing and Urban Development (HUD) has
approved the City of Tamarac's Fiscal Year 2003 Action Plan for the expenditure of
$519,000.00 under the Community Development Block Grant (CDBG) Program; and

WHEREAS, allocations received for the Community Development Block Grant
(CDBG) Program must be utilized for eligible CDBG activities; and
WHEREAS, all eligible Community Development Block Grant Program activities
must meet one (1) of the two (2) "national objectives" as defined by Congress as either
benefiting low and moderate income people or helping to eliminate slum and blight; and
WHEREAS, during the City's annual budgetary process and subsequent to the
submission of the Fiscal Year 2003 Action Plan to HUD, the City identified an additional
public service project to be funded through the CDBG program which is described in the
proposed scope of activities in Exhibit I" attached hereto; and
WHEREAS, it has been determined that funding of this additional program requires
an amendment to the Fiscal Year 2003 Action Plan; and
WHEREAS, the proposed amendment to fund a part-time social worker to provide
information and referral services to residents who would otherwise be unable to access
necessary services is deemed to be an eligible activity under the public services category
and is in compliance with the Consolidated Plan; and
WHEREAS, the funding of this additional public service activity falls within the 15%
cap for public service expenditures; and
WHEREAS, the proposed amendment to the Fiscal Year 2003 Action Plan requires
a Public Hearing process by which public input is solicited; and
WHEREAS, an advertised thirty (30) day review period began on January 25, 2004
and any comments received were made a part of the document in Exhibit "2"; and

WHEREAS, the proposed amendments to the Fiscal Year 2003 Action Plan,
attached hereto as Exhibit "2", are being submitted for City Commission consideration and
approval; and
WHEREAS, the Director of Community Development recommends approval; and
WHEREAS, the City Commission of the City of Tamarac, Florida deems it to be in
the best interests of the citizens and residents of the City of Tamarac to authorize the
appropriate City Officials to amend the Fiscal Year 2003 Action Plan for expenditures of the
City of Tamarac's U. S. Department of Housing and Urban Development (HUD) Community
Development Block Grant (CDBG) Program for the HUD Fiscal Year (FY 2003).
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF TAMARAC, FLORIDA:
SECTION 1: The foregoing "WHEREAS" clauses are hereby ratified and
confirmed as being true and correct and are hereby made a specific part of this Resolution.
SECTION 2: That the City Commission authorize the appropriate City
Officials to amend the Fiscal Year 2003 Action Plan for the City of Tamarac's U. S.
Department of Housing and Urban Development (HUD) Community Development Block
Grant (CDBG) Program and to amend the budget to reflect the transfer of funds to be used
according to the amended Fiscal Year 2003 Action Plan.
SECTION 3: That the appropriate City Officials are hereby authorized to
transfer said funds in accordance with proper accounting standards.

SECTION 4: All resolutions or parts of resolutions in conflict herewith are
hereby repealed to the extent of such conflict.
SECTION 5: If any clause, section, other part or application of this Resolution
is held by any court of competent jurisdiction to be unconstitutional or invalid, in part or
application, it shall not affect the validity of the remaining portions or applications of this
Resolution.
SECTION 6: This Resolution shall become effective immediately upon its
passage and adoption.

PROPOSED SCOPE OF ACTIVITIES
The Office of Social Services provides information and referral services to residents who would otherwise be
unable to access necessary services. This procedure often involves an in depth, personalized assessment of
multiple needs impacting the life and functioning of the individual, in addition to determining current and
available resources. This process can take several hours and span a period of days or months. Historically, the
function and duties of the assessment and referral process has primarily been the responsibility of the Information
and Referral Specialist. As the City has continued to grow, the opening of the Community Center, and with the
increase in our residents' age, use of this service has increased exponentially, with calls currently averaging
around 50 per month and an open caseload averaging 32 per week.
In order to provide ongoing case management to our residents in need, the Department hired a Temp Social
Worker utilizing Year two (2) Community Development Block Grant (CDBG) funds. As assessment and referral
needs continue to increase and time'requirements expand, it is necessary to maintain this position whose sole
focus and purview is to provide these services.

This project is scheduled to provide minor home repairs to low- and moderate -income homeowners who
are experiencing conditions in and around the home that pose a threat to the health, safety, and welfare
of the household occupants. This project will be carried out on a city wide basis. This activity is eligible
under 24 CFR section 570.202(a), and will benefit low- and moderate -income persons on an area -wide
basis.
Economic Development Program $50,000
The Small Business Recruitment Incentive Program will provide grants to building owners who have a
signed lease for a new tenant and who need to make repairs or renovations to accommodate the tenant.
The size of the grant will be based on the square footage, type of business and number of jobs to be
created. There will be a job creation requirement to be eligible. The grant will be structured as a five-
year forgiveness loan. This activity is eligible under 24 CFR section 570.203, and will benefit low and
moderate -income persons as qualified under 570.208(a)(4) Job Creation Activities.
Public Service $69,500 -1§4AN
This project is scheduled to provide Life Safety Education, Community Awareness, purchase a 12-
passenger minivan for the senior transportation program, aad a Senior Hearts N' Parks Program and
provide a_part-time social worker for, information and referral. services. These activities are eligible under
24 CFR section 570.201(e), and will benefit low- and moderate -income persons as qualified under
570.208(a)(2), limited clientele.
Public Facility Improvement_ $4,000
This project is scheduled to provide the Community Center with installation of automatic doors to improve
the mobility and accessibility of the elderly and handicapped individuals. This activity is eligible under 24
CFR section 570.201(c), and will benefit low -and moderate -income persons as qualified under
570.208(a)(2), limited clientele.
Program Administration $103 800
This activity will provide general management, oversight, and coordination of the programs. Also, this
activity will provide an annual grant audit, and provide provision of fair housing services designed to
further the fair housing objectives of the Fair Housing Act (42 U.C. C. 3601-20). These activities are
assumed to benefit low- and moderate -income persons and are eligible under 24 CFR section
570.206(a).
