RESOLUTION NO. R-2004 - bc)
A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF TAMARAC, FLORIDA, AUTHORIZING THE
APPROPRIATE CITY OFFICIALS TO SEEK GRANT
FUNDING FROM US DEPARTMENT OF HOMELAND
SECURITY ASSISTANCE TO FIREFIGHTERS GRANT
PROGRAM FOR RAPID INTERVENTION TEAM
EQUIPMENT WITH TOTAL PROJECT COSTS NOT TO
EXCEED $95,000; PROVIDING FOR A CITY MATCH OF
PROJECT COST OF 30% IN CASH UPON APPROVAL
OF THE APPLICATION; PROVIDING FOR CONFLICTS;
PROVIDING FOR SEVERABILITY; AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, the City Commission of the City of Tamarac wishes protect the
health and safety of its firefighters; and
WHEREAS, industry standards provide for the stationing of a two man team
outside of the building when firefighters are on the scene conducting search and
rescue operations; and
WHEREAS, the City of Tamarac procedures provide for the use of a Rapid
Intervention Team (RIT) approach to meet this requirement thus safeguarding City's
firefighters; and
WHEREAS, the City uses thermal imaging cameras to assist with location of
victims on the fire scene; and
WHEREAS, the City wishes to equip each of its three rapid intervention teams
with thermal imaging cameras, SCBA and other equipment as required to ensure the
safety of its firefighters; and
WHEREAS, the US Department of Homeland Security provides grants to

municipalities through the Assistance to Firefighters Grant Program for operations
and firefighter safety equipment and programs; and
WHEREAS, the City Manager and the Fire Chief recommend the submission
of the grant application; and
WHEREAS, the City Commission of the City of Tamarac deems it to be in the
best interests of the citizens and residents of the City of Tamarac to seek grant
funding through the Department of Homeland Security Assistance to Firefighters
Grant Program for Rapid Intervention Team equipment, the total project cost for
which shall not exceed $95,000.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF TAMARAC, FLORIDA THAT:
SECTION 1: The foregoing "WHEREAS" clauses are HEREBY ratified
and confirmed as being true and correct and are HEREBY made a specific part of
this Resolution.
SECTION 2: The appropriate City officials are HEREBY authorized to seek
grant funding from the Department of Homeland Security Assistance to Firefighters
Grant Program for Rapid Intervention Team equipment the total project cost for which
shall not exceed $95,000.
SECTION 3: In the event of approval of the application, a City match in the
amount of 30% in cash is hereby authorized.
SECTION 4: All resolutions or parts of resolutions in conflict herewith are
HEREBY repealed to the extent of such conflict.
SECTION 5: If any clause, section, other part or application of this Resolution

is held by any court of competent jurisdiction to be unconstitutional or invalid, in part
or application, it shall not affect the validity of the remaining portions or applications
of this Resolution.
SECTION 6: This Resolution shall become effective immediately upon adoption.
PASSED, ADOPTED AND APPROVED this 24th day of March, 2004.
