A RESOLUTION OF THE CITY COMMISSION OF
THE CITY OF TAMARAC, FLORIDA AUTHORIZING
THE APPROPRIATE CITY OFFICIALS TO ACCEPT A
GRANT AWARD FROM THE FEDERAL
EMERGENCY MANAGEMENT AGENCY IN THE
AMOUNT OF $195,230, WITH A CITY MATCH OF
$83,670, FOR A TOTAL PROJECT COST OF
$278,900 FOR NEW FIRE RESCUE PERSONAL
PROTECTIVE EQUIPMENT AND GEAR;
AUTHORIZING THE APPROPRIATE CITY OFFICIALS
TO AMEND THE GRANTS FUND BUDGET IN THE
AMOUNT OF $195,230 IN ACCORDANCE WITH
PROPER ACCOUNTING PROCEDURES;
PROVIDING FOR CONFLICTS; PROVIDING FOR
SEVERABILITY; AND PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the City of Tamarac Fire Rescue Department has doubled in size
over the last six years; and
WHEREAS, the City provides its fire rescue personnel with self-contained
breathing apparatus (SCBA); and
WHEREAS, the City wishes to update its SCBA units and ensure that the most
current equipment is available to all fire rescue personnel; and
WHEREAS, the Fire Rescue Department is responding to increasing numbers of
non-structural emergency calls; and

WHEREAS, the City's fire rescue personnel currently respond to non-structural
emergency calls in structural turnout gear; and
WHEREAS, light -weight personal protective clothing, also known as wildland
firefighting gear, will provide appropriate protection for technical rescue operations,
such as extrications, while providing the optimal comfort and mobility for fire rescue
personnel; and
WHEREAS, the City Commission of the City of Tamarac is committed to
enhancing fire rescue personnel safety through the acquisition of lightweight personal
protective clothing for all fire rescue personnel; and
WHEREAS, the City of Tamarac's grant application to the Federal Emergency
Management Agency for personal protective equipment and gear consisting of SCBA
units and lightweight personal protective clothing (hereto attached as Exhibit "A") was
approved for $195,230, with a City match of $83,670, for a total project cost of
$278,900; and
WHEREAS, the City Manager and the Fire Chief, recommend approval; and
WHEREAS, the City Commission of the City of Tamarac deems it to be in the
best interest of the citizens and residents of the City of Tamarac to accept grant
funding in the amount of $195,230, with a City match of $83,670, for a total project
cost of $278,900 to purchase fire rescue personal protective equipment and gear to
serve the needs of our residents.

NOW THEREFORE BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY
OF TAMARAC, FLORIDA:
Section 1: The foregoing "WHEREAS" clauses are hereby ratified and confirmed
as being true and correct and are hereby made a specific part of this resolution.
Section 2: The appropriate City Officials are hereby authorized to accept the
grant award in the amount of $195,230 from the Federal Emergency Management
Agency for the purchase of fire rescue personal protective equipment and gear, a copy
of said award is hereto attached as Exhibit "B."
Section 3: The appropriate City Officials are hereby authorized to amend the
grants fund budget in the amount of $195,230 and appropriate said funds including
any and all subsequent budgetary transfers in accordance with proper accounting
procedures.
Section 4: All resolutions in conflict herewith are hereby repealed to the extent of
such conflict.
Section 5: If any clause, section, other part or application of this Resolution is
held by any court of competent jurisdiction to be unconstitutional or invalid, in part or in
application, it shall not affect the validity of the remaining portion or applications of this
Resolution.

DESCRIPTION OF PROJECT FUNDING IS BEING REQUESTED FOR
With a currrent population of 56,047 (4/01 University of Florida Bureau of Economic and Business Research)
Tamarac has realized tremendous growth over the past 5 years. Located in western Broward County, Tamarac
is the 10th largest municipality in Broward and the 36th largest municipality in Florida. This rapid growth has
been accompanied by the addition of 48 firefighters between 1996 and 2001 resulting in the present-day staff of
88 firefighters. The proposal would provide for enhancement of firefighter safety in Tamarac through the
provision of lightweight bunker gear for use in responding to non-structural calls and Self Contained Breathing
Apparatus (SCBA's) for each firefighter.
Tamarac Fire Rescue has historically responded to a large number of vehicular accidents involving extrication
and other technical rescue calls. Additionally, Tamarac is bordered on the west by the Everglades and the South
Florida Water Management District Conservation Area 2a. In times of drought like those experienced the past
two years, our firefighters are called on to respond to wildland fires. Tamarac Fire Rescue also provides mutual
aid assistance to other parts of the state during wildfire incidents. While the number of technical rescue and
wildfire related responses have continued to increase, Tamarac Fire Rescue currently has no lightweight bunker
gear. As a result, our firefighters respond to these incidents in structural turnout gear. For extended operations,
this gear is too heavy and bulky, creating a dangerous situation for responders in South Florida in particular,
where temperatures are frequently in excess of 90 degrees. The propsed project will provide lightweight, flame
resistant clothing for each responder. This clothing will provide greater mobility and less bulk while still affording
limited thermal, chemical barrier, and physical protection.
The proposed project will also provide 50 SCBA units to be deployed to 18 response units used by personnel
during emergency incidents. While the department does currently have some SCBA, it does not have ample
equipment for all personnel. The equipment on hand is up to 15 years old making it exceedingly difficult for the
department to support because more and more frequently parts are simply unavailable. Moreover, much of the
existing equipment is no longer available, thus making in impossible to equip the personnel lacking equipment
with like equipment. Equipping the units with different SCBA is considered highly dangerous as the firefighters
would not be sure which type of equipment they would be using in an emergency.
Tamarac Fire Rescue utilizes a Rapid Intervention Team (R.I.T) approach when responding to structural
incidents. The proposal, should it be funded, will ensure that 100% of the firefighters who respond to an alarm,
including those with R.I.T. responsibilities, are equipped with SCBA and the appropriate protective clothing
100% of the time.
DETAILED DESCRIPTION OF PLANNED USES OF GRANT FUNDS
If grant funds are awarded, they will be utilized for purchase of 50 SCBA units (NFPA compliant), 50 spare
cylinders (30 minute capacity), and individual SCBA masks for each firefighter (88). Additionally, the City will
purchase a minimal amount of spare parts and testing equipment in order to ensure comprehensive in-house
maintenance and administration of the SCBA. Before selecting equipment, Tamarac Fire Rescue will conduct an
evaluation of all appropriate and available 30 minute 4500 PSI SCBA's.
Grant funds will also be utilized to purchase one set of two-piece, light weight protective clothing for each
firefighter (88) for use during technical rescue calls and wildland firefighting. Prior to selecting the appropriate
protective clothing, the department will evaluate various two piece protective garments to ensure that they afford
the appropriate protection and features for it's technical rescue operations and wildland firefighting most notably
- physical hazard protection; design comfort/mobility; limited flame, heat chemical flash and electrical exposure
protection; and minimal chemical and biological fluid protection.

Pending the results of department's evaluations, the best available equipment and gear will be secured utilizing
the City's procurement process. All equipment and gear will be NFPA compliant. All devices will be fully
Personal Accountability Safety System (PASS) integrated and all firefighters will be trained on the proper use
and maintenance of the equipment prior to deployment. Additionally, the City will provide an administrative
program designed to ensure that all equipment is properly maintained and tested on a routine basis.
EXPLANATION OF PROPOSED PROJECTS BENEFIT TO THE COMMUNITY AND THE DEPARTMENT
Tamarac Fire and Rescue has established a response time objective of arrival within 6 minutes, 90% of the time,
from the time of dispatch. As the population of Tamarac has increased, so too has the service demand. In order
to meet the response time objective, it is essential that a sufficient number of fully and appropriately equipped
firefighters are able to respond in order to suppress the fire and/or perform rescue operations. The proposed
project will further serve to support Tamarac's efforts to comply with NFPA 1710 as it relates to firefighter safety.
As previously mentioned, much of the existing SCBA is 15 years old and difficult to maintain due to the scarcity
of replacement parts. While the department has implemented an equipment testing/repair program and policy, it
has become increasingly difficult to maintain the current SCBA due to the shortage of parts and compatable
replacement units. Similarly, the number of technical rescue calls in Tamarac has continued to increase.
Because the department does not currently possess appropriate lightweight, protective clothing, responders are
forced to utilize structural turnout gear. This clothing is too heavy, particularly in South Florida, causing
responders to tire quickly and contributing to heat stress.
This grant would provide SCBA for each unit and appropriate protective clothing for each firefighter. This would
ensure that 100% of the Tamarac firefighters will be equipped and ready to enter the scene immediately upon
arrival, permitting quicker fire suppression and rescue activities thus benefiting the community. Having all
firefighters equipped with the correct protective clothing will help to improve stamina and reduce heat stress.
Having all firefighters equipped with the same SCBA will enhance on scene accountability and eliminate the
dangers associated with mixing different types of equipment, which would improve firefighter safety.
WHY PROJECT CANNOT BE FUNDED SOLELY THROUGH LOCAL FUNDING
In addition to essentially more than doubling the number of firefighters, and providing them with the appropriate
training, structural gear and other required equipment, the City of Tamarac has recently funded improvements to
firefighter facilities, replacement gear, and provided a new rescue vehicle and wellness equipment. These
improvements were fully funded through the annual budget process. Moreover, due to the increase in population
and corresponding increase in firefighters, the City Commission has resolved to build a third fire station within
the next two years, which will be funded by the City. The proposed program represents a substantial outlay of
funds, which the City is unable to absorb the total cost for, given the above expenditures all of which were
needed to ensure the safety of our firefighters and the public. If the proposal is funded, the City is prepared to
provide 30% of the cost of the proposed project.
ADDITIONAL INFORMATION
Tamarac Fire Rescue has implemented a wellness and fitness program with the objectives of decreasing injuries
and disability claims and improving the overall health of our firefighters. The proposed project serves to further
support these objectives. Inhalation of the by-products of combustion has the potential to cause immediate
debilitation of the firefighter and also poses cumulative, long-term health risks. Similarly, not having the
appropriate protective clothing and resorting to the use of structural turnout gear in technical rescue situations
limits the responder's mobility and contributes to heat stress. The proposed project will help to ensure that our
firefighters have the ability to aggressively attack hostile fires and perform lifesaving, technical rescues, while
providing for the health and safety of the firefighters involved.

4. Will initiate and complete the work within the applicable time frame after receipt of approval
of the awarding agency.
5. Will comply with the Intergovernmental Personnel Act of 1970 (42 U.S.C. Section 4728-4763)

financing of housing; (i) any other nondiscrimination provisions in the specific statute under
which application for Federal assistance being made; and (j) the requirements of any other
nondiscrimination statute(s) which may apply to application.
7. Will comply, or has already complied, with the requirements of Titles II and III of the Uniform
Relocation Assistance and Real Property Acquisition Policies Act of 1970 (P.L. 91-646)
which provide fair and equitable treatment of persons displaced whose property is acquired
as a result of Federal federally assisted programs. These requirements apply to all interests
in real property acquired for project purposes regardless of Federal participation in

Rehabilitation Act of 1973, as amended; or
(2) Requiring such employee to participate satisfactorily in a drug abuse
assistance or rehabilitation program approved for such purposes by a
Federal, State, or local health, law enforcement or other appropriate
agency.
(g) Making a good faith effort to continue to maintain a drug free workplace through
implementation of paragraphs (a), (b), (c), (d), (e), and (f).

The grantee shall perform the work described in the approved grant application's Program Narrative. That
narrative is made a part of these grant agreement articles by reference. The purpose of the Assistance to
Firefighters Grant Program is to protect the health and safety of the public and firefighting personnel against fire
and fire -related hazards. After careful consideration, FEMA has determined that the grantee's project, as
detailed in submitted project narrative and budget information, submitted as part of the grantee's application
(and considered part of this agreement by reference), was consistent with the program's purpose and worthy of
award. As such, any deviation from the approved program narrative must have prior written approval from
FEMA.
Article 11 - Grantee Concurrence
By requesting and receiving Federal grant funds provided by this grant program, the grantee accepts and agrees
to abide by the terms and conditions of the grant as set forth in this document and the documents identified

The period of performance shall be from 01-DEC-02 to 30-NOV-03.
The grant funds are available to the grantee for obligation only during the period of performance of the grant
award. The grantee is not authorized to incur new obligations after the expiration date unless the grantee has
requested, and FEMA has approved, a new expiration date. The grantee has 90 days after period of
performance to incur costs associated with closeout or to pay for obligations incurred during period of
performance. Award expenditures are for the purposes detailed in the approved grant application only. The

Grant payments under the Assistance to Firefighter Grant Program are made on an advance or reimbursable
basis for immediate cash needs. When the grantee needs grant funds, the grantee fills out the on-line Request
for Advance or Reimbursement.
Payments under this grant program are made via direct deposit, therefore before a payment is made, grantees
must confirm their on-line Direct Deposit information, print a copy, sign it and mail (with an original signature) the

Article VI - Budget Changes
Generally, changes in the budget -line items are permitted, as long as the original program narrative is
accomplished. The only exception to this provision is for grants where the Federal share is in excess of
$100,000.00. In grants where the Federal share exceeds $100,000.00, the budgeted line items can be changed,
but if the cumulative changes exceed ten (10) percent of the total budget, FEMA must approve those changes.
Article VII - Financial Reporting
The Request for Advance or Reimbursement mentioned above, will also be used for interim financial reporting
purposes. At the end of the performance period, or upon completion of the grantee's program narrative, the
grantee must complete, on-line, a final financial report that is required to close out the grant. The Financial

Article Vlll - Performance Reports
The grantee must submit a semi-annual and a final performance report to FEMA. The final performance report
should provide a short narrative on what the grantee accomplished with the grant funds and any benefits derived
there from. The semi-annual report is due six months after the award date.
Article IX - FEMA Officials

program. The Program Officer is responsible for the technical monitoring of the stages of work and technical
performance of the activities described in the approved grant application.

Article X - Other Terms and Conditions

or greater than the average of their operating expenditures in the two fiscal years preceding the fiscal year in
which assistance is awarded.
