CITY OF TAMARAC, FLORIDA
RESOLUTION NO. R- 2003-
A RESOLUTION OF THE CITY COMMISSION OF
THE CITY OF TAMARAC, FLORIDA AUTHORIZING
THE APPROPRIATE CITY OFFICIALS TO SEEK
GRANT FUNDS THROUGH THE BROWARD
BEAUTIFUL COMMUNITY GRANT PROGRAM IN
THE AMOUNT OF $10,000 WITH A LOCAL MATCH
IN THE AMOUNT OF $30,000 FOR A TOTAL
PROJECT COST OF $40,000 FOR BEAUTIFICATION,
LANDSCAPING AND IRRIGATION OF TAMARAC
COURTYARD LOCATED BETWEEN THE TAMARAC
COMMUNITY CENTER AND THE NEW TAMARAC
BRANCH LIBRARY ON COMMERCIAL BOULEVARD;
PROVIDING FOR CONFLICTS; PROVIDING FOR
SEVERABILITY; AND PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the City Commission of the City of Tamarac desires to enhance the
area known at this time as Tamarac Courtyard between the Tamarac Community
Center and the new Tamarac Branch Library on Commercial Boulevard; and
WHEREAS, the City owns the Tamarac Courtyard property which is in need of
beautification, landscaping and irrigation improvements; and
WHEREAS, funds are available through the 2003 Broward Beautiful Grant
Program for purposes of improving, enhancing and preserving the natural beauty and
environment in Broward County; and
WHEREAS, the City desires to provide for beautification, landscaping, and
irrigation at Tamarac Courtyard; and

WHEREAS, the City is willing to match the 2003 Broward Beautiful Grant
Program request of $10,000 with the cost of acquisition and installation of a fountain
estimated to cost $30,000; and
WHEREAS, the City Manager, the Director of Community Development, and the
Director of Parks & Recreation, recommend approval; and
WHEREAS, the City Commission of the City of Tamarac deems it to be in the
best interest of the citizens and residents of the City of Tamarac to submit an
application for a Broward Beautiful Community Grant, a copy of which is attached
hereto as Exhibit A, for beautification, landscaping and irrigation of Tamarac Courtyard
in the amount of $10,000 providing for a $30,000 match and a total project cost of
$40,000.
NOW THEREFORE BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF TAMARAC, FLORIDA:
Section 1: The foregoing "WHEREAS" clauses are hereby ratified and confirmed
as being true and correct and are hereby made a specific part of this resolution.
Section 2: The appropriate City Officials are hereby authorized to seek Broward
Beautiful Community Grant funds through the Broward Beautiful organization for the
beautification, landscaping and irrigation of Tamarac Courtyard located between the
Tamarac Community Center and the new Tamarac Branch Library on Commercial
Boulevard in the amount of $10,000 with a local match of $30,000 for a project cost of
$40,000.
Section 3: All resolutions in conflict herewith are hereby repealed to the extent of
such conflict.

Section 4: If any clause, section, other part or application of this Resolution is
held by any court of competent jurisdiction to be unconstitutional or invalid, in part or in
application, it shall not affect the validity of the remaining portion or applications of this
Resolution.
Section 5: This Resolution shall become effective immediately upon its adoption.

Choice of plant materials and irri ation methods
a. Utilization of mature, appropriate plant material
The city will purchase Florida Grade #1 plant materials including mature, native
trees. The majority of plants are native species and will be planted using
xeriscape principals.
b. Predominately yellow, orange and red flowering material
C. Utilization of xeriscape principles
All of the plantings will use xeriscape principals including drought tolerant
species that are well adapted to the area, improving soil conditions by using
mulch to moderate temperatures and to conserve moisture, using sod to
control erosion, and installing an efficient irrigation system.
d. Use and availability of water supply
The new irrigation system will expand the existing system which utilizes a City
water supply.
e. Composition of at least 50% native species, with special consideration given to diversity and a
broad use of a variety of native species.
The landscaping includes over XX% native species with non -natives being
selected for their suitability for this environment.
f. Maintenance practices, including maintenance commitment in perpetuity
The City is committed to maintaining the scenic beauty of Tamarac. The Public
Works Department and the Parks & Recreation Department both have extensive
experience maintaining parks, greenspaces, medians, and other open spaces.
Environmental Value
g. Enhancement of tree canopy
XX new trees will be planted as part of this project providing significant
improvement to the tree canopy in this area.
h. Understory planting,
Landscaping will include XX square feet of shrubbery.
Butterfly and bird attracting plant materials
Flowering and fruiting trees and plants are included in the plan and are likely
to attract birds and butterflies. The area is already frequented by wading birds
such as egrets and herons. The inclusion of large shade trees will provide
sheltering and nesting opportunities for many varieties of wildlife.
j. Screen undesirable views or buffer for traffic noise
Tamarac Courtyard will provide a park -like atmosphere in an area that is rapidly
developing. Commercial Boulevard is an extremely busy 6-lane thoroughfare.
This project will provide significant screening from traffic noise for visitors to
Community Center and Library.
Community Value
Community partnerships
This efforts compliments those being undertaken by the homeowner's and
community associations in Tamarac. The City is partnering with Broward
County on the installation of the fountain.
Public Support
The City Commission passed a resolution supporting this grant application
and the implementation of this project. Also attached are letters of support
from nearby homeowner's associations.

Thousands of cars pass this location on the busy 6-lane Commercial Boulevard.
This is also a high -density location with many commercial properties and
single-family homes in the area.

As the duly authorized representative of the applicant, I certify that all parts of the application
package have been read and understood by me, and that all application requirements have been
met.
I further certify that all information submitted herein is true and correct, and demonstrates the
intent of the applicant to install and maintain the proposed project according to the plans,
specifications, and costs attached herein. I certify that this is a new project, and that work has
not begun. I understand that this is a matching grant and that funds will be distributed only
after completion and satisfactorily approved inspection of the project. I acknowledge that
neither I nor my agents are acting as an employee or agent of Broward County.
If successful in obtaining a grant, I further agree to provide Broward Beautiful with 3 copies of a
close-out report, including the following:
1. Color photographs (no color photocopies) of area after completion of the installed project,
which includes all plantings and the surrounding areas, including the Broward Beautiful
sign. (Both before and after pictures should be taken from the approximate similar view
to assist comparison).
2. Receipts for items purchased and detail of time and number of people involved, if using
labor as match. An additional line about in -kind matching fees related to landscape
architect, delivery service, front-end skid loader, supplemental watering and labor that
were specifically requested for funding through the grant will be eligible for
reimbursement.
3. Brief summary of the project, number of people involved and request for inspection.
Recipient organizations are responsible for all permitting requirements and compliance with all
municipal codes and must demonstrate the right to access and/or use of the property.
Grant recipients must enter into an agreement with Broward County to insure all terms and conditions
imposed by Broward Beautiful are met.
