R-2003- c A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA, AUTHORIZING THE AMENDMENT OF THE CITY'S CLASSIFICATION AND PAY PLAN FOR EXECUTIVE, MANAGERIAL/PROFESSIONAL AND ADMINISTRATIVE NON -BARGAINING EMPLOYEES EFFECTIVE JULY 1, 2003; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, in March 1996, the City Commission approved the implementation of the City's Classification and Pay Plan, which included up-to-date job descriptions and a pay plan in which compensation is based upon a specific ranking system; and WHEREAS, the City implemented a performance evaluation system to guide, direct, and provide feedback to employees effective October 1, 1997; and WHEREAS, in May 1998, the City Commission approved the implementation of a performance -based pay system for Executive, Managerial/Professional and Administrative non -bargaining employees designed to attract and retain a competent well -trained workforce to provide excellent services to the citizens of Tamarac; and WHEREAS, the City's Classification and Pay Plan for Executive, Managerial/Professional and Administrative non -bargaining employees was last amended and revised effective January 1, 2002, and effective July 1, 2000 prior to that; and WHEREAS, the City's Pay Plan must be updated regularly in order to allow the City Temp Reso. #101 i1 Page 2 June 16, 2003 to remain competitive in the geographic region; and WHEREAS, senior -level, command managerial positions in Fire Rescue are proposed to remain in the Managerial/Professional Category with other management positions throughout the City, but are proposed to be established in their own pay ranges within our overall Classification and Pay System as reflected on Exhibit I; and WHEREAS, adjustments in the pay plan affect the minimum and the maximum of the non -bargaining pay ranges and do not affect individual employee's salary, except one new employee's salary will increase to the minimum of the new pay range; and WHEREAS, the Human Resources Director and the City Manager recommend approval of the adjustments to the Classification and Pay Plan for Executive, Managerial/Professional and Administrative non -bargaining employees, and WHEREAS, the City Commission deems it to be in the best interest of the citizens of Tamarac, Florida to implement the attached amendments to the Pay Plan for Executive, Managerial/Professional and Administrative non -bargaining employees. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA: SECTION 1: The foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this Resolution. SECTION 2: The City Manager is hereby authorized to implement the amendments outlined on the attached Exhibit I for Executive, Managerial/Professional and Administrative non -bargaining employees effective July 1, 2003. SECTION 3: All resolutions or parts of resolutions in conflict herewith are 1 1 �l Temp Reso. #10171 Page 3 June 16, 2003 hereby repealed to the extent of such conflict. SECTION 4: If any clause, section, other part or application of this Resolution is held by an court of competent jurisdiction to be unconstitutional or invalid, in part or application, it shall not affect the validity of the remaining portions or applications of this Resolution. SECTION 5: This Resolution shall become effective immediately upon its passage and adoption. PASSED, ADOPTED AND APPROVED this 25th day of June, 2003.
