CITY OF TAMARAC, FLORIDA
RESOLUTION NO. R-2003 -
A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF TAMARAC, FLORIDA, AUTHORIZING THE
BROWARD COUNTY SHERIFF'S OFFICE DISTRICT
VII (BSO) TO USE LAW ENFORCEMENT TRUST FUND
(LETF) MONIES TO PURCHASE THROUGH ITS
PURCHASING DIVISION VARIOUS CAPITAL
EQUIPMENT AND SUPPLIES IN THE AMOUNT OF
$33,302.00; PROVIDING FOR CONFLICTS;
PROVIDING FOR SEVERABILITY; AND PROVIDING
FOR AN EFFECTIVE DATE.
WHEREAS, the City of Tamarac and Broward Sheriff's Office District VII
(BSO) desires to maintain the high level of safety within the community; and
WHEREAS, BSO desires to purchase various capital equipment and
supplies to maintain this level of safety; and
WHEREAS, BSO Chief has requested the use of Law Enforcement Trust
Fund (LETF) monies to purchase various capital equipment and supplies; and
WHEREAS, LETF funds are available for the purchase of various capital
equipment and supplies; and
WHEREAS, appropriate uses of LETF monies are outlined in Florida
Statute 932.7055 (Disposition and Liens of Forfeited Property) and Article 13 of
the contract for law enforcement services between BSO and the City of Tamarac;
and
WHEREAS, BSO will use LETF monies to purchase various capital
equipment and supplies, and the purchase of the equipment and supplies falls
within these guidelines; and

WHEREAS, approval of this Resolution will grant BSO the authority to
utilize said LETF funds to purchase the capital equipment and supplies through
it's Purchasing Division; and
WHEREAS, any and all assets purchased through the LETF will remain
the property of the City of Tamarac used by BSO District VII and maintained by
BSO District VII; and
WHEREAS, it is the recommendation of the Tamarac District VII Chief and
the Director of Finance that this specific use of LETF monies be allowed in order
to purchase various capital equipment and supplies at a cost of $33,302.00; and
WHEREAS, the City Commission of the City of Tamarac, Florida, deems it
to be in the best interest of the citizens and residents of the City of Tamarac for
BSO to purchase the various capital equipment and supplies through its
Purchasing Division utilizing LETF monies at a total cost of $33,302.00.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF TAMARAC, FLORIDA:
SECTION 1: The foregoing "WHEREAS" clauses are hereby
ratified and confirmed as being true and correct and are hereby made a specific
part of this Resolution.
SECTION 2: BSO is hereby authorized to purchase through its
Purchasing Division, various capital equipment and supplies, utilizing LETF
monies at a cost of $33,302 (attached hereto as Exhibit A), for assignment to
BSO District VII.

SECTION 3: All resolutions or parts of resolutions in conflict
herewith are hereby repealed to the extent of such conflict.
SECTION 4: If any clause, section, other part or application of this
Resolution is held by any court of competent jurisdiction to be unconstitutional or
invalid, in part or application, it shall not affect the validity of the remaining
portions or applications of this Resolution.
SECTION 5: This Resolution shall become effective immediately
upon its passage and adoption.

This memo is a request for approval to purchase the listed below items from the Law
Enforcement Trust Fund in accordance with Article 13 of the Contractual Agreement for
Services Between the Broward Sheriffs Office and the City of Tamarac.
CRI M E PREVEN TI O N/CO M M U N I TY PROJECTS:
The Broward Sheriffs Office believes that crime can and shall be prevented. To be truly
effective, prevention strategies require addressing causes of crime and reducing the
opportunities for it to occur. The Broward Sheriffs Office participated in numerous
community events and activities and uses these events to educate people to show how they
don't have to be victims of crime. Through McGruff the Crime Dog, animated robots and
othertools, deputiesshow adultsand children how to change attitudes and behavior and spurs
them to take action in this community.
Currently, the Tamarac District does not have a McGruff Crime Dog suit, any animated robots
or other singular equipment to conduct community programs or education seminars. The
district currently must borrow these costumes or animated robots from other districts or
divisionswhen they are available. Approval of the below iternswould allow the district to
develop and present the most and present the most comprehensive programs avai I able without
borrowing items from other sources.

McGruff has taught Americans many important messages and is celebrating his 20 years of
crime fighting. Independence evaluations consistently document the popularity and power of
the McGruff Campaign. In a 1999 survey, "Are We Safe", 82% of respondents recalled
McGruff the Crime Dog in public service announcements. This justification is to purchase the
costume for use in further crime prevention education.

These are radio controlled robots who are dressed in police uniforms riding a motorcycle or
bicycle. These robots are used as a crime prevention/teaching tool for children of all ages.
They are a great draw at events and not only entertain but used to programs involving drug
awareness, bike safety and truancy prevention.

This camera is intended for use in crime prevention efforts and safe neighborhood projects.
The camera will be used to present crime prevention recommendations to both business and
homeowners in demonstrating (via photograph) of areas that can use security improvements.
Using the digital camera will allow photographs to be included in crime prevention reports,
and to highlight conditions in the neighborhood that may foster crime.

An integral part of crime prevention and neighborhood safety include traffic enforcement
activities. As such, the Sheriff's Office conducts numerous traffic safety, DUI checkpoints, and
other traffic enforcement initiatives throughout the city. A major focus in keeping our
neighborhood safe is to address traffic issues that are hazardous to both pedestrian and
motoring traffic. Anew hometown initiative is an aggressive driving enforcement program to
reduce traffic accidents. The radar units above are requested to add additional enforcement
capabilities so that each zone deputy maybe able to enforce speeding, aggressive driving and
other driving enforcement initiatives relating to traffic fatalities and accidents. Based on a
study conducted by the FHP, the Stalker Radar is the best radar for these types of activities.
The Stalker Radar has a "fastest mode feature", which allows deputies to measure the speed of
smaller vehicles traveling congested roadways with larger vehicles. The Stalker Radar is also
waterproof and will be used by motorcycle deputies, which have exposure to elements.
Radars currently used by motor deputies would be added to zone deputies patrol units,
increasing enforcement capabilities for this initiative.
The traffic safety cones would be used in this initiative to conduct aggressive driving
enforcement and traffic safety checkpoints. These cones provide for safe traffic movement, in
addition to providing safety for personnel. At accident scenes they would be used for re-
routing of traffic for other emergencies could be made safer by deploying traffic safety cones,
especially on scenes, such as hazardous material spills, where the use of lighted roadway
flares would be impractical or unsafe. Currently the district does not have adequate roadway
cones for use in such operations and must borrow these items from City of Tamarac Public
Works. When borrowing cones from Public Works, this reduces their supply and limits their
capabilities. These cones would enhance the district's enforcement capabilities in our
enforcement initiatives and reduce the need to borrow traffic cones from other departments.
As this newly created aggressive driving enforcement program was not part of our normal
budgetary capitol expenditures, and is part of a new effort we are requesting approval to
purchase one (1) computer and one (1) printer to maintain records of traffic accidents, conduct
analysis, and compile statistics of locations that require traffic enforcement and develop
training programs for public presentations. This computer will allow for the tracking and
prevention of aggressive or otherwise aggressive driving behaviors. No funds were originally
budgeted for this equipment to be used in this manner. These computers would allow for
more efficient use of time, and allow the district to conduct traffic safety, crash prevention
programs and crash analysis to enhance neighborhood safety.

Drug enforcement and prevention is an important function for law enforcement. In order to
conduct undercover operations and successful prosecutions, certain audio and video
equipment is a necessity. The Broward County State Attorney's Office requests that audio and
video recordings be made in order to properly document criminal acts for evidence purposes.
In addition, in the interest of officer safety, communications is essential between an
undercover deputy and back-up officers. Currently the district must borrow the above
equipment to conduct operations. If the equipment is being used or unavailable, district
personnel must wait or not conduct such operations. The communications equipment
requested will allow the district to conduct operations at any time, in an effortto reduce illegal
drug sales and maintain officer safety.

As part of drug enforcement, deputies are required to conduct search warrants on residences
or other premises as necessary to obtain evidence and make arrests. During the execution of
these search warrants, it is vitally important that deputies be identified as law enforcement
officers and still be able to maintain tactical safe and response. During search warrant
operations deputies wear "Raid Clothing" that is specifically identifies the deputies as Deputy
Sheriffs. The above raid vests will allow deputies to insert ballistic panels into the covers,
which identified them as Deputy Sheriffs and still affords the officer tactical response.
At times, forced entry through the use of Battering Rams or other entry devices are required.
Currently the district does not have a Battering Ram for use in search warrant executions and
the equipment must be borrowed to effect entry. The approval of the above items will allow
district deputies to conduct drug enforcement and other search warrant executions without the
necessity of borrowing such items.

In conducting criminal investigations for crimes and to ensure crime prevention efforts are
successful in making the neighborhood safer for the residents, the Broward County State
Attorney's Office requests that audio and video recordings be made in order to properly
document criminal interviews and confessional for evidence purposes. Such video and audio
documentation reduces legal challenges to cases where a suspect confesses or identifies his or
her role in a crime under investigation. In addition, the video taping and audio recording of
an interview session is in the interest of suspect and officer safety. Currently the district has
no audio and visual equipment installed in the interview rooms during suspect debriefings.
The equipment above has been recommended by the Technical Support Unit of the Broward
Sheriff's Office as the equipment best suited for this purpose. The Technical Support Unit will
be responsible for maintaining the equipment and this recommendation standardizes the
equipment installed in other district stations. The installation of such equipment will
significantly improve prosecutions as jury members will both be able to hear and see the
suspect's response to the investigators questions.
The total request for Law Enforcement Trust Fund Expenditures is $33,302.
