R-2003 -_aia A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA AUTHORIZING THE APPROPRIATE CITY OFFICIALS TO SEEK GRANT FUNDING IN THE AMOUNT OF $200,000 FROM THE DEPARTMENT OF ENVIRONMENTAL PROTECTION THROUGH THE FLORIDA RECREATION DEVELOPMENT ASSISTANCE PROGRAM FOR THE DEVELOPMENT OF SOUTHGATE LINEAR PARK; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City Commission of the City of Tamarac desires to provide its residents and visitors a higher level of service by enhancing and improving its outdoor recreation facilities and environment; and WHEREAS, the City desires to develop a linear park along Southgate Boulevard between Nob Hill Road and the Sawgrass Expressway; and WHEREAS, the Florida Department of Environmental Protection, through the Florida Recreation Development Assistance Program, provides grant funding to local governments to acquire and develop land for public outdoor recreation; and WHEREAS, the City of Tamarac has a ongoing program of public participation through the activities of the Tamarac Parks & Recreation Board; and WHEREAS, the Tamarac Parks & Recreation Board recommends the improvements that will be accomplished if the grant were awarded; and WHEREAS, it is a requirement of the grant program that a public meeting be held regarding the proposed park development; and F1 Temp. Reso. # 10228 Page 2 September 10, 2003 WHEREAS, a public meeting regarding the proposed development of a linear park along Southgate Boulevard between Nob Hill Road and the Sawgrass Expressway was held on September 10, 2003; and WHEREAS, the City Commission of the City of Tamarac, Florida upon award and acceptance of the grant is willing to match the grant request of $200,000 with a $200,000 cash match for a total project costs of $400,000; and WHEREAS, the proposed improvements to the linear park are described in the grant application hereto attached as "Exhibit A"; and WHEREAS, in the event the proposed project receives funds from the Florida Department of Environmental Protection through the Florida Recreation Development Assistance Program the City Commission of the City of Tamarac, Florida is willing to include improvements to the linear park along Southgate Boulevard as described in "Exhibit A" in the amount of $400,000 in its Five -Year Capital Improvement Plan and the Capital Improvement Schedule included in the City of Tamarac Comprehensive Plan; and WHEREAS, it is a requirement of the grant program that this Resolution be adopted and become an official part of the application; and WHEREAS, the City Manager and the Director of Parks & Recreation recommend filing of the application (attached hereto as "Exhibit A"); and 1 1 Temp. Reso. # 10228 Page 3 September 10, 2003 WHEREAS, the City Commission of the City of Tamarac deems it to be in the best interest of the citizens and residents of the City of Tamarac to submit a grant application to the Florida Department of Environmental Protection through the Florida Recreation Development Assistance Program for the development of a linear park along Southgate Boulevard between Nob Hill Road and the Sawgrass Expressway. NOW THEREFORE BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA: Section 1: The foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this resolution. Section 2: The appropriate City officials are hereby authorized to submit the Florida Recreation and Development Assistance Program grant application (attached hereto as "Exhibit A") and made a part hereof requesting $200,000 providing for a cash match of $200,000, for a total project cost of $400,000, Section 3: Upon award of Florida Recreation Development Assistance Program grant, the City Commission hereby agrees to include improvements to the linear park along Southgate Boulevard as described in "Exhibit A" in the amount of $400,000 in its Five -Year Capital Improvement Plan and the Capital Improvement Schedule included in the City of Tamarac Comprehensive Plan. Section 4: All resolutions in conflict herewith are hereby repealed to the extent of such conflict. Temp. Include land resources, vegetation, fish and wildlife, historical, archaeological resources, previous land usage and transportation access as well as other pertinent information. The area is located along the north side of Southgate Boulevard between Nob Hill Road and the Sawgrass Expressway. The South Florida Water Management District's C-14 Canal borders the property on the north. The area was cleared many years ago and has been re - vegetated with exotics such as Australian Pines and Brazilian Pepper. The site is approximately 0.85 miles long and covers 30 acres. To the south of the proposed park and across the canal to the north are large residential. areas. To the west is the Everglades Conservation Area 2a. Florida Power & Light maintains power lines that transect the parcel. This area is also considered a trailhead for a large County -designated greenway that extends east from this point to the Atlantic Ocean. Currently, Southgate Boulevard has two westbound and two eastbound lanes separated by a median. Traffic studies have concluded that the westbound lanes are under utilized and not necessary to support existing or future traffic loads. A future phase of the project removes the two westbound lanes to provide additional open space (4 acres) for the park. Page 4 of 23 FPS-A033 3. FINANCIAL INFORMATION The Total Project Cost (Line F) must equal the grant request (Line A) plus the total local funds available (Line E). A project facility not listed in the priority ranked indexes will receive a score of a similar facility included in the indexes, as determined by the Department staff.)
