A RESOLUTION OF THE CITY COMMISSION OF
THE CITY OF TAMARAC, FLORIDA,
APPOINTING FIVE (5) MEMBERS TO THE
ECONOMIC DEVELOPMENT ADVISORY
COMMITTEE, ONE (1) MEMBER EACH
APPOINTED BY THE COMMISSIONER FROM
EACH DISTRICT AND ONE (1) AT -LARGE
MEMBER APPOINTED BY THE MAYOR AND
SERVING A TERM CONCURRENT WITH THE
APPOINTING COMMISSIONER; AND TWO
ALTERNATE MEMBERS, ONE (1) BEING A
PERMANENT SEAT FOR THE CHAIR OR
DESIGNEE OF THE GREATER TAMARAC
CHAMBER OF COMMERCE AND THE OTHER
APPOINTED BY MAJORITY VOTE AND
SERVING A ONE-YEAR TERM (CASE NO. 18-
MI-03); PROVIDING FOR CONFLICTS;
PROVIDING FOR SEVERABILITY; AND
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, Community Development staff, at the request of the City Commission
and by direction of the City Manager, completed research on the existence of public/private
partnerships for economic development in Broward County; and
WHEREAS, upon review of this information the City Commission is desirous of
creating an Economic Development Advisory Committee; and
WHEREAS, the City Commission of the City of Tamarac has adopted Ordinance
No. 0-2003-20 (attached hereto as Exhibit "1 ") creating the Economic Development

Advisory Committee at the regular City Commission meeting on September 10, 2003; and
WHEREAS, Ordinance No. 0-2003-20 outlines the criteria for appointment to
the Committee and recommends qualifications and experience for appointment; and
WHEREAS, each member of the Economic Development Advisory Committee shall
be a resident of the City, or own and/or operate a business within the City, or conduct a
large portion of their business within the City and possess experience in economic and
business development issues; and
WHEREAS, it is further recommended that the membership be representative of
each of the following areas of experience:
1. Officer of property management company/real estate firm;
2. Owner of private development company/general contractor/architect;
3. Manager, assistant manager, officer or owner of financial institution;
4. Executive of advertising/marketing firm;
5. Resident at large with senior executive experience/director or manager of
educational institution; and
WHEREAS, it is the recommendation of the City Manager and the Director of
Community Development that the City Commission make appointments to the Economic
Development Advisory Committee; and
WHEREAS, the City Commission of the City of Tamarac, Florida deems it to be in
the best interests of the citizens and residents of the City of Tamarac to appoint five (5)

members to the Economic Development Advisory Committee; one (1) member each
appointed by the Commissioner from each district and one (1) at -large member appointed
by the Mayor and serving a term concurrent with the appointing Commissioner; and two
alternate members, one (1) being a permanent seat for the chair or designee of the
Greater Tamarac Chamber of Commerce and the other appointed by majority vote and
serving a one-year term.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF TAMARAC, FLORIDA:
SECTION 1: The foregoing "WHEREAS" clauses are hereby ratified and
confirmed as being true and correct and are hereby made a specific part of this Resolution.
SECTION 2: The membership of the Economic Development Advisory
Committee is hereby established as follows:
That the Economic Development Advisory Committee member
appointed by District 1 Commissioner Edward C. Portner shall be Harry Dressler. Said
member will serve a term concurrent with the appointing Commissioner.
That the Economic Development Advisory Committee member
appointed by District 2 Commissioner Beth Flansbaum-Talabisco shall be Anthony Mijares.
Said member will serve a term concurrent with the appointing Commissioner.

That the Economic Development Advisory Committee member
appointed by District 3 Commissioner Marc L. Sultanof shall be Malcolm Butters. Said
member will serve a term concurrent with the appointing Commissioner.
That the Economic Development Advisory Committee member
appointed by Vice -Mayor Karen L. Roberts shall be Nate Caplan. Said member will serve
a term concurrent with the appointing Commissioner.
That the Economic Development Advisory Committee member
appointed by Mayor Joe Schreiber shall be Keith Koenig. Said member will serve a term
concurrent with the appointing Mayor.
SECTION 3: The following two (2) alternate members are hereby appointed
to the Economic Development Advisory Committee:
Chairperson or designee of the Greater Tamarac Chamber of Commerce,
Inc. shall be Ron Hawthorne. Said agency shall have a permanent seat.
At -large member selected by majority vote of the City Commission shall be
Andy Berns. Said member shall serve a one-year term.
SECTION 4: All resolutions or parts of resolutions in conflict herewith are
hereby repealed to the extent of such conflict.

SECTION 5: If any clause, section, other part or application of this Resolution is
held by any court of competent jurisdiction to be unconstitutional or invalid, in part or
application, it shall not affect the validity of the remaining portions or applications of this
Resolution.
SECTION 6: This Resolution shall become effective immediately upon its
passage and adoption.

AN ORDINANCE OF THE CITY COMMISSION
OF THE CITY OF TAMARAC, FLORIDA,
AMENDING CHAPTER 2 OF THE CITY OF
TAMARAC CODE OF ORDINANCES ENTITLED,
"ADMINISTRATION", ARTICLE III "BOARDS,
COMMITTEES, COMMISSIONS", CREATING
DIVISION 14 ENTITLED, "ECONOMIC
DEVELOPMENT ADVISORY COMMITTEE",
SECTIONS 2-234.37 THROUGH 2-234.42 AS
PROVIDED HEREIN TO SERVE IN AN
ADVISORY CAPACITY IN MATTERS RELATING
TO ECONOMIC DEVELOPMENT WITHIN THE
CITY OF TAMARAC; PROVIDING FOR THE
APPOINTMENT OF NEW BOARD MEMBERS
AND PROVIDING FOR SPECIFIED DUTIES
(CASE NO. 32-Z-03); PROVIDING FOR
CODIFICATION; PROVIDING FOR CONFLICTS;
PROVIDING FOR SEVERABILITY; AND
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City Commission of the City of Tamarac adopted on February 28,
2001 the Goals and Objectives of the City of Tamarac Economic Development Strategy
Five Year Plan 2000-2005 (via Resolution No. R-2001-42); and
WHEREAS, the Economic Development strategy is being successfully implemented
by City staff; and
WHEREAS, the City's Economic Development strategy focuses on redevelopment,
infill and business retention and expansion, as well as business attraction; and
WHEREAS, the City Commission is desirous of input from the community and

business leaders in implementing the plan and advising on future actions relating to
economic development; and
WHEREAS, the City Commission has determined upon review of the staffs report
and recommendation that the creation of an Economic Development Advisory Committee
will provide a formal avenue for participation in economic development; and
WHEREAS, the City Commission has determined that the Economic Development
Advisory Committee shall have five (5) members and two (2) alternates, with each member
of the Commission appointing one (1) member to such committee, one (1) alternate being
the chairman or designee of the Greater Tamarac Chamber of Commerce and the other
alternate appointed by majority vote; and
WHEREAS, the City Commission has determined that the terms of all board
members shall run concurrent with the term of the appointing City Commission; and
WHEREAS, the City Manager and the Director of Community Development
recommend approval of the creation of an Economic Development Advisory Committee;
and
WHEREAS, the City Commission of the City of Tamarac has deemed it to be in the
best interest of the citizens and residents of the City of Tamarac to amend Chapter 2 of the
City of Tamarac Code of Ordinances entitled, "Administration", Article III, 'Boards,
Committees, Commissions", creating Division 14 entitled, "Economic Development
Advisory Committee", Sections 2-234.37 through 2-234.42 as provided herein to serve in

an advisory capacity in matters relating to economic development within the City of
Tamarac; providing for the appointment of new board members and providing for specified
duties.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE
CITY OF TAMARAC, FLORIDA:
SECTION 1: That the foregoing "WHEREAS" clauses are hereby ratified and
confirmed as being true and correct and are hereby made a specific part of the Ordinance
upon adoption hereof.
SECTION 2: That Chapter 2, " Administration", Article III, "Boards,
Committees, Commissions" of the City of Tamarac Code of Ordinances is hereby amended
by creating Division 14, "Economic Development Advisory Committee" as follows:
DIVISION 14, ECONOMIC DEVELOPMENT ADVISORY COMMITTEE
Sec.2-234.37. Creation.
There is created and established an economic development advisory_committee
which shall be a permanent agency of the city and which shall consist of five (5) members
servinq a term consistent with the term of the mayor or commissioner making the
appointment.

a Each member of the economic development adviso committee shall be a
resident -of the city, or own and/or operate a. business within the city, or conduct a

and business development issues. Any interested -person _meetina the above
qualifications may be appointed to -the committee, and it is further recommended
that the membership be representative of each of the following areas of ex erience:

3. Manager, assistant_ manager, officer or owner of financial institution.
4. Executive of advertising/marketing firm.
5. Resident at large with senior executive experience/director or manager of

advisory committee to serve, then such alternate shall thereupon serve in the place
of the regular member(sAwith all the powers and „duties as are vested in the regular
member(s). -
Sec. 2-234.38. Memberships compensation; chairman.
The members of the economic development advisory committee shall be appointed
by the city commission on an annual basis as needed based on term limits as set forth
above and sere_ a at the pleasure of the city commission without compensation. The
chairman of the committee shall be selected by maiority vote „of the committee for a one (1)
year term.
Sec. 2-234.39. Powers and duties.
The economic development advisory committee shall serve in an advisory capacity
to consider and endorse, when appropriate, staff recommendations prior to bringing them
to the city commission for consideration. related to:

(a) Ways and means of pursuing the enhancement of economic development in
the city.
(b) Programs that educate the government and the citizenry as to the need for
economic revitalization and the benefits to be derived by the communes from
such revitalization. -
(cS ecific steps and projects that the city can undertake to enhance economic
opportunities for business within the cites
(d) Methods to encourage the location and expansion of sound, economically
based business and industries within the city.
The economic development advisory committee may erform such other duties as
ma be grescribed by resolution of the city commission.
Sec.2-234.40. Meetin s.
a) The economic development. advisory committee shall conduct its meetings
pursuant to Robert',s, Rules of Order, Newly Revised, and all applicable laws.�um
shall consist of a maiority of the membership.
( JThe committee shall meet at least Quarterly at a regularly scheduled time which
is to be approved by the city clerk.
Sec.2-234.41. Liaisons.
(a) Commission liaison. The economic development advisory committee may have
a commission liaison pursuant to the provisions of section 2-33.
b) Staff liaison. The economic development advisory committee may have a staff_
person assigned to it by the city manager„to serve in an„advisory capacity. Any reguests
on the part of the committee for information of services from the administration shall be
made by the chairperson of the committee to the -city -manager or through the staff liaison,
if one is assigned.
Sec.2-234.42. Vacancies.
(a) Removal of members. An economic development advisory committee member
appointed by
_the city commission serves at the pleasure of the city commission and shall

be removed at any time by majority vote, of the city commission.
b Resi nation of members. A resignation by a committee member made either
orally or in writing will be deemed accepted by the city commission when the committee
member announces his resignation, to the committee, city manager or city_ commission
The city commission need not take any formal action to accept the resignation. Failure to
attend three (31 consecutive meetings without being excused by the chairman shall be
deemed_a resignation.
SECTION 3: It is the intention of the City Commission and it is hereby
ordained that the provisions of this Ordinance shall become and be made a part of the
Code of Ordinances of the City of Tamarac, Florida, and that Sections of this Ordinance
may be renumbered or relettered and the word "Ordinance" may be changed to "Section",
"Article" or such other word or phrase in order to accomplish such intention.
SECTION 4: All Ordinances or parts of Ordinances, and all Resolutions or
parts of Resolutions in conflict herewith are hereby repealed to the extent of such conflict.
SECTION 5: If any provision of this Ordinance or the application thereof to
any person or circumstance is held invalid, such invalidity shall not affect other provisions
or applications of this Ordinance that can be given affect without the invalid provision or
application, and to this end the provisions of this Ordinance are declared to be severable.

SECTION 6: This Ordinance shall become effective immediately upon its
passage and adoption.
