A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA AUTHORIZING THE PURCHASE OF FIVE ADVANCED LIFE SUPPORT RESCUE VEHICLES WITH EQUIPMENT UTILIZING BID AWARD ANNOUNCEMENT 03-04- 0828 SPECIFICATION #02 OF THE FLORIDA FIRE CHIEFS' ASSOCIATION, FLORIDA SHERIFF'S ASSOCIATION AND FLORIDA ASSOCIATION OF COUNTIES, FROM AMERICAN LAFRANCE MEDICMASTER FOR RESCUE VEHICLES AND EQUIPMENT AT A TOTAL COST OF $918,480; AUTHORIZING THE TRADE OF THREE RESCUE VEHICLES; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Tamarac has indicated a desire to improve emergency medical services transportation; and WHEREAS, the purchase of five new advanced life support rescue vehicles with equipment will assist the Tamarac Fire Rescue Department in maintaining response times and meeting the desired level of service; and FTiTI WHEREAS, the current rescue vehicle design has proven to be very functional; WHEREAS, American LaFrance MedicMaster has given the City of Tamarac a quotation attached hereto as "Exhibit 1" based on the Florida Fire Chiefs' Association, Temporary Resolution 10244 Revision October 14, 2003 Page 2 Florida Sheriff's Association and the Florida Association of Counties Bid Award Announcement 03-04-0828 Specification #02 attached hereto as "Exhibit 2;" and WHEREAS, funding for one of the rescue vehicles and equipment is being provided through a grant from the Florida Department of Health through the Emergency Medical Services Matching Grant Program; and WHEREAS, funding for the other four rescue vehicles and equipment was approved in the FY03 budget; and WHEREAS, American LaFrance MedicMaster has offered the trade-in value of $30,000.00 each or a total of $90,000 to be applied toward the purchase of the new rescue vehicles; and WHEREAS, City Code §6-155 allows the Purchasing Officer the authority to utilize contract prices from other governmental agencies; and WHEREAS, the City Manager, the Fire Chief and the Purchasing and Contracts Manager recommend that this purchase be awarded to American LaFrance MedicMaster; and WHEREAS, the City Commission of the City of Tamarac deems it to be in the best interest of the citizens and residents of the City of Tamarac to purchase five advanced life support rescue vehicles with equipment from American LaFrance MedicMaster to serve the needs of our residents in an amount of $918,480. Temporary Resolution 10244 Revision October 14, 2003 Page 3 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA: Section 1: The foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this resolution. Section 2: The appropriate City Officials are hereby authorized to purchase five advanced life support rescue vehicles and equipment utilizing the Florida Fire Chiefs' Association, Florida Sheriff's Association and the Florida Association of Counties Bid Award Announcement 03-04-0828 Specification #02 for a total cost of $918,480. Section 3: Authorization is granted, in accordance with Section 2-316(2) of the City Code, to trade three existing rescue vehicles with a value of $90,000 toward the purchase of the five new rescue vehicles Section 4 All resolutions in conflict herewith are hereby repealed to the extent of such conflict. Section 5: If any clause, section, other part or application of this Resolution is held by any court of competent jurisdiction to be unconstitutional or invalid, in part or in application, it shall not affect the validity of the remaining portion or applications of this Resolution. 1 Temporary Resolution 10244 Revision October 14, 2003 Page 4 Section 6: This Resolution shall become effective immediately upon its adoption. The bid for a 2004 Freightliner 11M2" shall be utilized. The price of a vehicle that meets the requirements of the Tamarac Fire Rescue is $ 183,008.00. American LaFrance will provide a multi -unit discount for purchasing five units of $13,812.00 per unit. In addition to the multi -unit discount American LaFrance will pay $30,000.00 for each of your three 1997 American LaFrance/MedicMaster units as a trade-in towards the new units. If the multi -unit discounts and the trade-in is acceptable the cost of each unit will be $151,196.00. Accompanying this letter is a detailed description of the emergency vehicle required. This program is designed to provide participating agencies with the most economically priced fire & rescue vehicles and other fleet equipment tailored to their specific needs, in a prompt and timely manner. Counties realize that Sheriffs' Offices, Police Agencies and other units of local governments differ from the state in that they must provide economically based maintenance and stocked parts for their fleets. They must consider overall operational cost of their vehicles instead of just considering "Low Bid" on the purchase of the vehicle. This program's bid award system not only provides the purchaser with the means to make sound decisions on dedicated fleet needs, but also offers the convenience of shopping and purchasing from a single contract.
