A RESOLUTION OF THE CITY COMMISSION
OF THE CITY OF TAMARAC, FLORIDA,
SUPPORTING PLANTATION'S REQUEST
FOR THE INSTALLATION OF A NOISE
BUFFER WALL, PROVISION OF AN
EASEMENT, USE OF RIGHT-OF-WAY, AND
CERTAIN OTHER IMPROVEMENTS;
AUTHORIZING THE CITY CLERK TO
PROVIDE A COPY OF THIS RESOLUTION
TO EACH MEMBER OF THE FLORIDA
DEPARTMENT OF TRANSPORTATION'S
FLORIDA TURNPIKE ENTERPRISE, THE
BROWARD COUNTY METROPOLITAN
PLANNING ORGANIZATION, THE CITY OF
PLANTATION, AND ANY OTHER
INTERESTED PARTIES; PROVIDING FOR
CONFLICTS; PROVIDING FOR
SEVERABILITY; AND PROVIDING FOR AN
EFFECTIVE
DATE.
WHEREAS, the State of Florida Department of Transportation is studying the
possibility of widening the Florida Turnpike from six (6) lanes to ten (10) lanes by adding a
general lane and auxiliary lane in each direction, and it is reasonable to expect that the
traffic noise level will continue to escalate; and
WHEREAS, the original noise buffer of pine trees was removed several years ago,
and the City of Plantation continues to be seriously concerned about the projected
increased noise levels and the associated negative impact on property values and
residents' quality of life as a result of the proposed Florida Turnpike expansion; and
WHEREAS, the City of Plantation has requested that the Florida Department of

Transportation address the concerns of the residents of Plantation; and
WHEREAS, the City Commission of the City of Tamarac deems it to be in the best
interest of the citizens and residents of the City of Tamarac to support the City of
Plantation's request for the installation of a noise buffer wall, provision of an easement, use
of right-of-way, and certain other improvements as detailed in Sections 2, 3, 4 and 5 of
Exhibit A.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF TAMARAC, FLORIDA:
SECTION 1: That the foregoing "WHEREAS" clauses are hereby ratified and
confirmed as being true and correct and are hereby made a specific part of this Resolution.
SECTION 2: That the City of Tamarac supports the City of Plantation's request to
the Florida Department of Transportation for the installation of a noise buffer wall, provision
of an easement, use of right-of-way, and certain other improvements as detailed in Sections
2, 3, 4 and 5 of Exhibit A.
SECTION 3: That the City Clerk of the City of Tamarac is hereby directed to provide
a certified copy of this Resolution to each member of the Florida Department of
Transportation's Florida Turnpike Enterprise, the Broward County Metropolitan Planning
Organization, the City of Plantation, and any other interested parties.
SECTION 4: All resolutions or parts of resolutions in conflict herewith are hereby
repealed to the extent of such conflict.
SECTION 5: If any clause, section, other part or application of this Resolution is
held by any court of competent jurisdiction to be unconstitutional or invalid, in part or

application, it shall not affect the validity of the remaining portions or applications of this
Resolution.
SECTION 6: This Resolution shall become effective immediately upon its passage
and adoption.

A RESOLUTION EXPRESSING SUPPORT FOR A NOISE
BUFFER WALL BEING PROPOSED FOR THE TURNPIKE
EXPANSION WITHIN THE CITY OF PLANTATION;
REQUESTING THAT THE FLORIDA DEPARTMENT OF
TRANSPORTATION'S FLORIDA TURNPIKE ENTERPRISE
INCLUDE WITHIN SUCH WALL PROJECT AN EXTENSION
THERETO TO BUFFER THE PLANTATION HARBOR
COMMUNITY OF PLANTATION; REQUESTING THE
FLORIDA DEPARTMENT OF TRANSPORTATION'S
FLORIDA TURNPIKE ENTERPRISE TO STUDY AND
EVALUATE INCREASING THE HEIGHT OF THE BUFFER
WALL SYSTEM; REQUESTING THAT THE FLORIDA
TURNPIKE COOPERATE WITH THE CITY OF PLANTATION
BY PROVIDING A TWENTY FOOT EASEMENT AND BY

CONSTRUCT, OPERATE, AND MAINTAIN DRAINAGE
IMPROVEMENTS WITHIN THE FLORIDA TURNPIKE
DRAINAGE CANAL RIGHT-OF-WAY SUBJECT TO
COORDINATION WITH THE FLORIDA TURNPIKE
ENTERPRISE'S WIDENING PROJECT DESIGN; PROVIDING
OTHER PROVISIONS APPROPRIATE TO THIS RESOLU-
TION; DIRECTING THE CITY CLERK TO DISTRIBUTE A
CERTIFIED COPY OF THIS RESOLUTION TO THE FLORIDA
DEPARTMENT OF TRANSPORTATION'S FLORIDA
TURNPIKE ENTERPRISE AND THE BROWARD COUNTY
METROPOLITAN PLANNING ORGANIZATION; AND
PROVIDING AN EFFECTIVE DATE THEREFOR.
WHEREAS, the State of Florida Department of Transportation is studying the

continue to escalate, causing an intolerable disruption of a peaceful environment for Plantation's
citizens whose homes border or are in proximity of the Florida Turnpike; and
WHEREAS, the original noise buffer of pine trees was removed several years
ago, and the City of Plantation continues to be seriously concerned about the projected increased
noise levels and the associated negative impact on property values and residents' quality of life
as a result of the proposed Florida Turnpike expansion; and
WHEREAS, the City of Plantation supports for the Florida Department of
Transportation's proposed installation of a noise buffer wall as part of the Florida Turnpike
expansion within the City of Plantation, and further requests that the Florida Department of
Transportation's Florida Turnpike Enterprise study and evaluate increasing the height of its
buffer wall system; and
WHEREAS, the City of Plantation desires to provide a continuous greenway trail
system along the east side of the Florida Turnpike from Sunrise Boulevard, south to the City of
Plantation's boundary, _that will help form a link to Broward County's Greenways Trail system;
and
WHEREAS, the area from Broward Boulevard to just south of the Fort
Lauderdale Country Club is void of any accessible property, the City of Plantation is seeking the
cooperation of the Florida Turnpike to provide a twenty foot (20') easement and to construct the
trail along this area to complete this link of the system; and
WHEREAS, the City of Plantation has a need for additional flood protection in
the Breezeswept Park community located on the east side of the Florida Turnpike between
Broward Boulevard and Sunrise Boulevard.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PLANTATION, FLORIDA, THAT:
SECTION 1: The City of Plantation hereby expresses its support for the installation of a noise
buffer wall as currently proposed for the Florida Turnpike expansion within the City of
Plantation.
SECTION 2: The City requests that the Florida Department of Transportation's Florida
Turnpike Enterprise include within such noise buffer wall project an extension thereto so as to
also buffer the Plantation Harbor Community of Plantation.
SECTION 3: The City requests that the Florida Department of Transportation's Florida
Turnpike Enterprise study and evaluate increasing the height of its buffer wall system.
SECTION 4: The City requests that the Florida Turnpike cooperate with the City of Plantation
by providing a twenty foot (20') easement and by constructing a trail to complete a link to the
Broward County Greenway Trail System along the east side of the Florida Turnpike from
Sunrise Boulevard, south to the City of Plantation's boundary.
SECTION 5: The City of Plantation requests that the Florida Department of Transportation's
Florida Turnpike Enterprise cooperate with the City of Plantation by providing additional use of
the drainage canal right-of-way running parallel to and along the east side of the Florida
Turnpike and by authorizing the City of Plantation to construct, operate, and maintain drainage
improvements within the Florida Turnpike drainage canal right-of-way subject to coordination
with the Florida Turnpike Enterprise's widening project design.
SECTION 6: The City Clerk of the City of Plantation is hereby directed to provide a certified
copy of this Resolution to each member of the Florida Department of Transportation's Florida
Turnpike Enterprise, the Broward County Metropolitan Planning Organization, and any other
interested parties.
SECTION 7: This Resolution shall take effect immediately upon passage by the City Council
and signature by the Mayor.
