CITY OF TAMARAC, FLORIDA
RESOLUTION NO. R-2003-
A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF TAMARAC, FLORIDA, REQUESTING THAT
BROWARD COUNTY CONTINUE TO SERVE AS THE
COMMUNITY TRANSPORTATION COORDINATOR
(CTC) FOR BROWARD COUNTY, AND CONTINUE TO
PROVIDE NON -EMERGENCY MEDICAID
TRANSPORTATION SERVICE TO ELIGIBLE
BROWARD COUNTY RESIDENTS AND FUND SUCH
SERVICES FROM THE COUNTY BUDGET, IF
NECESSARY; DIRECTING THE CITY CLERK TO
PROVIDE A COPY OF THIS RESOLUTION TO THE
MEMBERS OF THE BROWARD COUNTY
COMMISSION; PROVIDING FOR CONFLICTS;
PROVIDING FOR SEVERABILITY; AND PROVIDING
FOR AN EFFECTIVE DATE.
WHEREAS, Broward County's Mass Transit Division's Paratransit service has
provided non -emergency Medicaid transportation to eligible Broward County residents
and the Broward County Board of County Commissioners has been serving as the
Community Transportation Coordinator (CTC) since December 29, 2001; and
WHEREAS, the non -emergency Medicaid transportation service generally
transports those Medicaid patients needing special consideration to the doctor, kidney
dialysis, chemotherapy and other medical visits; and
WHEREAS, in fiscal years 2002 and 2003 the City of Tamarac's Social Services
Division has referred a total of two hundred twenty (220) residents to Broward County's
non -emergency Medicaid transportation service; and
WHEREAS, currently one hundred ninety-two (192) Tamarac residents are
registered with Broward County Transit under Medicaid qualification; and
WHEREAS, this year's state legislature imposed a statewide $11.1 million
reduction in Medicaid -funded non -emergency transportation resulting in the transfer of

the administration of Medicaid transportation from the Agency for Health Care
Administration (Florida Medicaid) to the Community Transportation Coordinator
(Broward County); and
WHEREAS, Broward County has the system in place to continue to provide
transportation to Medicaid patients and should continue to serve as Community
Transportation Coordinator (CTC) funding such service from the County budget, if
necessary; and
WHEREAS, Broward County ceasing to serve as Community Transportation
Coordinator may result in the elimination of a very critical service for Broward County
residents on Medicaid; and
WHEREAS, the City Commission of the City of Tamarac, Florida, deems it to be
in the best interest of the citizens and residents of the City of Tamarac to request that
Broward County continue to serve as the Community Transportation Coordinator (CTC)
for Broward County, and continue to provide non -emergency Medicaid Transportation
service to eligible Broward County residents and fund such services from the County
budget, if necessary.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY
OF TAMARAC, FLORIDA:
SECTION 1: That the foregoing "WHEREAS" clauses are hereby ratified and
confirmed as being true and correct and are hereby made a specific part of this
Resolution.
SECTION 2: The City of Tamarac requests that Broward County continue to
serve as the Community Transportation Coordinator (CTC) for Broward County, and
continue to provide non -emergency Medicaid Transportation service to eligible Broward

County residents and fund such services from the County budget, if necessary.
SECTION 3: The City Clerk is hereby directed to provide a copy of this resolution
to the members of the Broward County Commission.
SECTION 4: All resolutions or parts of resolutions in conflict herewith are hereby
repealed to the extent of such conflict.
SECTION 5: If any clause, section, other part or application of this Resolution is
held by any court of competent jurisdiction to be unconstitutional or invalid, in part or
application, it shall not affect the validity of the remaining portions or applications of this
Resolution.
SECTION 6: This Resolution shall become effective immediately upon adoption.
