RESOLUTION NO. R-2003- Y6
A RESOLUTION OF THE CITY COMMISSION OF
THE CITY OF TAMARAC, FLORIDA,
AUTHORIZING THE APPROPRIATE CITY
OFFICIALS TO AMEND THE STATE OF
FLORIDA'S STATE HOUSING INITIATIVES
PARTNERSHIP (SHIP) PROGRAM BUDGETS
OF ESTIMATED REVENUES AND
EXPENDITURES BY ACCEPTING THE
ESTIMATED AMOUNT OF $27,992.00 FOR THE
CURRENT FISCAL YEAR 2002/2003 TO
REFLECT THE AMOUNT BASED UPON THE
REDISTRIBUTION OF FUNDS FOR A TOTAL
ALLOCATION OF $559,857.00 AS PER THE
STATE OF FLORIDA, TO BE UTILIZED
ACCORDING TO THE CITY OF TAMARAC'S
LOCAL HOUSING ASSISTANCE PLAN AND
HOUSING DELIVERY GOALS CHART IN FISCAL
YEAR 2002/2003; APPROPRIATING SAID
FUNDS INCLUDING ANY AND ALL
SUBSEQUENT BUDGETARY TRANSFERS
(CASE NO. 3-MI-03); PROVIDING FOR
CONFLICTS; PROVIDING FOR SEVERABILITY;
AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the State's Florida Housing Finance Corporation, the administrators of
the State Housing Initiatives Partnership (SHIP) Program, notified the City of Tamarac that
the estimated funding amount for the current Fiscal Year 2002/2003 was increased to
$559,857.00 (attached hereto as Exhibit "A"); and
WHEREAS, based upon this new estimated amount, the Local Housing Assistance
Plan and Housing Delivery Goals Chart are proposed to be amended as attached (Exhibit
Temp Reso #10039 — February 10, 2003,

"B" ); and
WHEREAS, according to this Plan, ten (10%) percent of the budget is to be set
aside for administration and the remainder is to be used for eligible program activities; and
WHEREAS, budgetary adjustments over $10,000.00 per event must be approved by
the City Commission for each budgetary adjustment; and
WHEREAS, the Director of Community Development recommends approval of the
additional allocation of excess funds; and
WHEREAS, the City Commission of the City of Tamarac, Florida deems it to be in
the best interests of the citizens and residents of the City of Tamarac to authorize the
appropriate City Officials to amend the State of Florida's State Housing Initiatives
Partnership (SHIP) Program budgets of estimated revenues and expenditures by accepting
the estimated amount of $27,992.00 for the current Fiscal Year 2002/2003 to reflect the
amount based upon the redistribution of funds for a total allocation. of $559,857.00 as per
the State of Florida, to be utilized according to the City of Tamarac's Local Housing
Assistance Plan and Housing Delivery Goals Chart in Fiscal Year 2002/2003; appropriating
said funds including any and all subsequent budgetary transfers.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF TAMARAC, FLORIDA:

SECTION 1: The foregoing "WHEREAS" clauses are hereby ratified and
confirmed as being true and correct and are hereby made a specific part of this Resolution.
SECTION 2: That the City Commission authorizes the appropriate City
Officials to accept the additional estimated allocation of $27,992.00 for Fiscal Year
2002/2003 and to amend the budget to reflect the additional amount to be used according
to the City of Tamarac's Local Housing Assistance Plan and Housing Delivery Goals Chart.
SECTION 3: That the appropriate City Officials are hereby authorized to
appropriate said funds, including any and all subsequent budgetary transfers to be in
accordance with proper accounting standards.
SECTION 4: All resolutions or parts of resolutions in conflict herewith are
hereby repealed to the extent of such conflict.
SECTION 5: If any clause, section, other part or application of this Resolution
is held by any court of competent jurisdiction to be unconstitutional or invalid, in part or in
application, it shall not affect the validity of the remaining portions or applications of this
Resolution.

SUBJECT: Local Government Housing Trust Fund
It has come to our attention that the calculations made in determining the SHIP
Program Allocation for the current 2002-2003 fiscal year were made incorrectly.
On June 11, 2002, we sent you a memorandum outlining the approved Budget
($163,570,000) less the Housing Data Clearinghouse Cost ($126,455) less the
Disaster Relief Funding ($5,000,000) for an estimated distribution to Local
Government Trust Funds of $158,443,545.
Local housing distribution calculations are outlined in Section 420.9073, Florida
Statutes. Simply, we calculate each county's percentage of the total state population
taking into account the county's that receive the minimum allocation. In county's
that have entitlement cities, the share is re -calculated again by the city's population
as a percentage of the county.
When the calculations were made, the county's share was calculated using the
updated population numbers from the state but the city's share was calculated with
incorrect population numbers. Unfortunately, the results of these calculations change
the allocations for many counties and each entitlement city within that county.
As the population changes within a county or city, the allocation changes as well. If
a city population went up and the county population went down, the allocation will
follow in a like manner. Likewise, if a city population went down and the county
population went up, the allocation mirrors that change.
Each local government has been recalculated and the attached allocation table
reflects the changes to this year's anticipated SHIP distribution.

In addition, we have attached the distribution worksheet identifying the distribution
to date and the balance owed. Through six months (50% of the year) we have
collected and funded over $121 million dollars (76% of dollars).
Because of this change, each local government will be affected in a number of ways
beyond just having a new financial allocation.
Section 420.9072(22), F.S. defines "Plan Amendment" which further clarifies
technical or clarifying revisions that must be transmitted to the Corporation for
purposes of notification. Because the allocation has changed, you should address
your Notice of Fund Availability, your Administrative Budget and your Housing
Delivery Goals Chart for the 2002-2003 fiscal year.
Please recalculate your financial budgets for the proposed housing strategies you
intend to serve and the administrative expenses related to your budget.
If changes are significant, you should re -advertise your Notice Of Fund Availability
(NOFA) and provide the Corporation a copy of your new Administrative Budget and
Housing Delivery Goals Chart (HDGC) reflecting the appropriate changes.
If changes are not significant, please make the appropriate adjustments internally and
proceed under the direction you have established in your current Local Housing
Assistance Plan.
