RESOLUTION NO. R-2003-89
A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF TAMARAC, FLORIDA AUTHORIZING THE
APPROPRIATE CITY OFFICIALS TO SEEK GRANT
FUNDING IN THE AMOUNT OF $200,000 FROM THE
DEPARTMENT OF ENVIRONMENTAL PROTECTION
THROUGH THE LAND AND WATER CONSERVATION
FUND FOR THE DEVELOPMENT OF SOUTHGATE
LINEAR PARK PROVIDING FOR A $200,000 CASH
MATCH AND A TOTAL PROJECT COST OF $400,000;
PROVIDING FOR CONFLICTS; PROVIDING FOR
SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE
DATE.
WHEREAS, the City Commission of the City of Tamarac desires to provide its
residents and visitors a higher level of service by enhancing and improving its outdoor
recreation facilities and environment; and
WHEREAS, the City desires to develop a linear park along Southgate
Boulevard between Nob Hill Road and the Sawgrass Expressway; and
WHEREAS, the Florida Department of Environmental Protection, through the
federal Land and Water Conservation Fund program, provides grant funding to local
governments to acquire and develop land for public outdoor recreation; and
WHEREAS, the City of Tamarac has a ongoing program of public participation
through the activities of the Tamarac Parks & Recreation Board; and
WHEREAS, the Tamarac Parks & Recreation Board recommends the
improvements that will be accomplished if the grant were awarded; and

WHEREAS, it is a requirement of the grant program that a public meeting be
held regarding the proposed park development; and
WHEREAS, a public meeting regarding the proposed development of a linear
park along Southgate Boulevard between Nob Hill Road and the Sawgrass Expressway
was held on April 8, 2003; and
WHEREAS, the City Commission of the City of Tamarac, Florida upon award
and acceptance of the grant is willing to match the grant request of $200,000 with a
$200,000 cash match for a total project costs of $400,000; and
WHEREAS, the proposed improvements to the linear park are described in the grant
application hereto attached as "Exhibit A"; and
WHEREAS, in the event the proposed project receives Land and Water Conservation
Funds the City Commission of the City of Tamarac, Florida is willing to include
improvements to the linear park along Southgate Boulevard as described in "Exhibit A" in
the amount of $400,000 in its Five -Year Capital Improvement Plan and the Capital
Improvement Schedule included in the City of Tamarac Comprehensive Plan; and
WHEREAS, it is a requirement of the grant program that this Resolution be adopted
and become an official part of the application; and
WHEREAS, the City Manager and the Director of Parks & Recreation recommend
filing of the application (attached hereto as "Exhibit A"); and

WHEREAS, the City Commission of the City of Tamarac deems it to be in the best
interest of the citizens and residents of the City of Tamarac to submit a grant application to
the Florida Department of Environmental Protection through the Land and Water
Conservation Fund program for the development of a linear park along Southgate
Boulevard between Nab Hill Road and the Sawgrass Expressway.
NOW THEREFORE BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY
OF TAMARAC, FLORIDA:
Section 1: The foregoing "WHEREAS" clauses are hereby ratified and confirmed as
being true and correct and are hereby made a specific part of this resolution.
Section 2: The appropriate City officials are hereby authorized to submit the Land and
Water Conservation Fund Grant Application (attached hereto as "Exhibit A") and made a
part hereof requesting $200,000 providing for a cash match of $200,000, for a total project
cost of $400,000.
Section 3: Upon award of Land and Water Conservation Funds, the City Commission
hereby agrees to include improvements to the linear park along Southgate Boulevard as
described in "Exhibit A" in the amount of $400,000 in its Five -Year Capital Improvement Plan
and the Capital Improvement Schedule included in the City of Tamarac Comprehensive Plan.
Section 4: All resolutions in conflict herewith are hereby repealed to the extent of such
conflict.
Section 5: If any clause, section, other part or application of this Resolution is held by
any court of competent jurisdiction to be unconstitutional or invalid, in part or in application,
it shall not affect the validity of the remaining portion or applications of this Resolution.

6. Briefly describe the physical characteristics of the project site: Include land resources, water resources,
vegetation, fish and wildlife, historical/archaeological resources, previous land usage, transportation
access, as well as other pertinent information.
The area is located along the north side of Southgate Boulevard between Nob Hill
Road and the Sawgrass Expressway. The South Florida Water Management District's
C-14 Canal borders the property on the north. The area was cleared many years ago
and has been re -vegetated with exotics such as Australian Pines and Brazilian
Pepper. The site is approximately 0.85 miles long and covers 30 acres. To the south
of the proposed park and across the canal to the north are large residential areas. To
the west is the Everglades Conservation Area 2a. Florida Power & Light maintains
power lines that transect the parcel. This area is also considered a trailhead for a
large County -designated greenway that extends east from this point to the Atlantic
Ocean.
Currently, Southgate Boulevard has two westbound and two eastbound lanes
separated by a median. Traffic studies have concluded that the westbound lanes are
under utilized and not necessary to support existing or future traffic loads. A future
phase of the project removes the two westbound lanes to provide additional open
space (4 acres) for the park.

7. INFRASTRUCTURE ASSESSMENT OF LOCAL GOVERNMENT RECREATION AND PARK
DEPARTMENT FACILITY NEEDS IN THE STATE OF FLORIDA
A. List the facilities provided by the project which are identified in the priority ranked index
clusters of outdoor facilities needs for renovation and/or new construction identified within
the applicant's population density as set forth in the Department's study. The study entitled
"Infrastructure Assessment of Local Government Recreation and Park Department
Facility Needs in the State of Florida" has an effective date of December 1995. (See
attached pages 14-18 for Priority Ranked Index Clusters. (12 points)
The project includes picnic facilities (Cluster ll), a playground area (Cluster l)),
support facilities (parking) (Cluster ll), restrooms (Cluster Ill), and a fishing pier
(Cluster V).

The level of service for public recreation sites per the City of Tamarac Comprehensive Plan is 3, 0
acres/1000 population which would equate to 168 acres under local control for a population of 56, 000.
The City is currently providing 1.2 acres/1000 population of developed park acreage and has 47 acres
developed, 8 acres under development, and 85 acres undeveloped, The addition of Southgate Linear
Park will increase the level of service to 1.4 acres/1000 population of developed park and increase the
total developed park acreage to 77 acres.
B. Describe how the project provides for needed distribution of park acreage pursuant to the applicant's
adopted local comprehensive plan. (S points)
The development of Southgate Linear Park will increase park acreage in Tamarac by 42% and provide
passive park opportunities to residents in the northwestern corner of the City, Per Objective 2 (page 48)
of the Recreation and Open Space Element of the City's Comprehensive Plan, "The City will meet the
open space needs of the citizens by providing for passive recreation." Southgate Linear Park is designed
for passive recreation. Policy 6,2 (page 58) also states that, "The City's site plan review and platting
processes will continue to be utilized to identify ways to improve public access to public waterways and
canal maintenance areas.' Southgate Linear Park will provide residents with an opportunity to access
the C-14 Canal via a fishing pier and will also provide support facilities such as restrooms and water
fountains to increase the usability of the area.
