R- 2002-158 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA AUTHORIZING THE APPROPRIATE CITY OFFICIALS TO SEEK GRANT FUNDS THROUGH THE BROWARD BEAUTIFUL COMMUNITY GRANT PROGRAM IN THE AMOUNT OF $10,000 WITH A LOCAL MATCH. IN THE AMOUNT OF $10,000 FOR A TOTAL PROJECT COST OF $20,000 FOR BEAUTIFICATION AND LANDSCAPING OF THE ENTRANCE AND PARKING AREA OF MCNAB PARK; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City Commission of the City of Tamarac desires to enhance the entrance to McNab Park on McNab Road; and WHEREAS, the City has purchased the property for McNab Park which is in need of landscaping and irrigation improvements; and WHEREAS, funds are available through the 2002 Broward Beautiful Grant Program for purposes of improving, enhancing and preserving the natural beauty and environment in Broward County; and WHEREAS, the City desires to provide for landscaping at the entrance and parking area of McNab Park; and 1 Temporary Reso. 9807 β€” June 12, 2002 Page 2 WHEREAS, the City is willing to match the 2002 Broward Beautiful Grant Program request of $10,000 with City funds in the amount of $10,000; and WHEREAS, the City Manager and the Director of Parks & Recreation, recommend approval; and WHEREAS, the City Commission of the City of Tamarac deems it to be in the best interest of the citizens and residents of the City of Tamarac to submit an application for a Broward Beautiful Community Grant Award, a copy of which is attached hereto as Exhibit A. NOW THEREFORE BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA: Section 1: The foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this resolution. Section 2: The appropriate City Officials are hereby authorized to seek Broward Beautiful Community Grant funds through the Broward Beautiful Organization in the amount of $10,000 with a local match in cash of $10,000 for a project cost of $20,000. Section 3: All resolutions in conflict herewith are hereby repealed to the extent of I such conflict. Utilization of mature, appropriate plant material The Qy will Qurchase Florida Grade #1 plant materials including mature native trees and understory plantings. The maigdty of the plants are nativespecies and will be planted using xedsca a pdncipals. Attachment 2 provides a detailed descrition of all of the plants. b. Predominately yellow, orange and red flowering material Six yellow flowering Tabebuia trees will be planted along with 330 Redtip Cocoplums. C. Utilization of xeriscape principles All of the lantin s will use xeriscal2e pdncipals including using drought resistantspecies that are well adapted to the area, improvi ng the soil conditions by using mulch to moderate temperatures and ,.., an -efficient irrigation system. to conserve moisture using sod to control erosion_,.and installing an_e._._.._ d. Use and availability of water supply Irrigation for this proiect will be tied into the larger irri ation s stem for the entire McNab Park. The park's irritation system will utilize City Water. C. Composition of at least 50% native species, with special consideration given to diversity and a broad use of a variety of native species. The landscaping lans include using 75% native trees and 100% native bushes. Non-nativespecies were selected based on their suitabili for this environment. The groiect includes 4 different varieties of trees, _including palms and hardwoods that vary in size and color. f. Maintenance practices, including maintenance commitment in perpetuity The Cily of Tamarac is committed to maintaining the scenic beauly of the Cily. The Parks and Recreation Department has extensive ex edence maintaining arks and currently maintains three Parks two communily centers as well as several greenspaces and wetlands. This -project will be art of the Ci 's newest park, McNab Park. Landscape maintenance will be contracted out and will be performed at least twice per month including mowing, weeding, and trimming as necessary. The plantings will be maintained with an ini ation system used only when necessa . Environmental Value g. Enhancement of tree canopy Fourt_v-four new trees will be planted as part of this project providing significant improvement to the tree canopy in this area. Large live oaks flowering tabebuia and a varie of tall palms will be planted. Understory planting The landsca a 121ans for the entrance to McNab Park include 330 flowedng shrubs. These understoplants will enhance the aesthetic gualities of the project. i. Butterfly and bird attracting plant materials Flowering trees and 121ants will be included in the ro ect and are likely to attract butterflies. The inclusion of lar_g_e trees will provide, sheltering and nesting opportunities for many species of birds._ j. Screen undesirable views or buffer for traffic noise The proposed project will serve to enhance the roadside view of the new McNab park and will provide a buffer from traffic noises. while enjoying the parks many amenities. Community Value k. Community partnerships This effort complements those being undertaken by the community associations in the area.. High visibility or high -density location The proposed prowect will take place on McNab Road near the entrance to the Tamarac Commerce Park and several large residential developments as shown in Attachment 6. _ n. Serve an economically challenged area Although not an urban or low-income area, the proposed project will take place in a moderate - income area of Tamarac that has no existing passive park facilities and is adjacent to a large commercial development area. Recreational facilities are greatly needed in this area. Project Efficiency o. Cost -Benefit relationship The plants will be low maintenance, drought resistant varieties to provide years of beauty to the area. The landscaping will improve the overall aesthetics of the park and encourage people to visit. p. Recipient organizations are responsible for all permitting requirements and compliance with all municipal codes and must demonstrate the right to access and/or use of the property.
