RESOLUTION NO. R-2002-243
A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF TAMARAC, FLORIDA AUTHORIZING THE APPROPRIATE
CITY OFFICIALS TO SEEK UP TO $50,000 IN GRANT
FUNDING FROM THE BROWARD BOATING IMPROVEMENT
GRANT PROGRAM TO PROVIDE ADDITIONAL PARKING
AND IMPROVED LIGHTING AT VETERAN'S PARK;
PROVIDING FOR CONFLICTS; PROVIDING FOR
SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE
DATE.
WHEREAS, the City Commission of the City of Tamarac desires to provide its
residents and visitors a higher level of service by enhancing and improving its outdoor
recreation facilities; and
WHEREAS, there is a need for additional parking and increased lighting at
Veteran's Park; and
WHEREAS, the Broward Boating Improvement Program Grant provides funding to
local governments who desire to improve recreational boating facilities; and
WHEREAS, should the grant be approved and the award accepted, the City agrees
to maintain the new parking and lighting which are the subject of this application on an
ongoing basis; and

WHEREAS, should the grant be approved and the award accepted, the City agrees
to enter into a Project Agreement with Broward County Parks and Recreation Division
which sets forth the responsibilities and duties of each party regarding the project
administration; and
WHEREAS, it is a requirement of the grant program that this Resolution be adopted
and become an official part of the application; and
WHEREAS, the City Manager and Director of Parks and Recreation recommend
approval; and
WHEREAS, the City Commission of the City of Tamarac deems it to be in the best
interest of the citizens and residents of the City of Tamarac to submit the application
(hereto attached as Exhibit A) seeking grant funding through a Broward Boating
Improvement Program Grant in an amount not to exceed $50,000.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF TAMARAC, FLORIDA:
SECTION 1: That the foregoing "WHEREAS" clauses are hereby ratified and
confirmed as being true and correct and are hereby made a specific part of this Resolution.
SECTION 2: That the appropriate City Officials are hereby authorized to submit the
application (hereto attached as Exhibit A) seeking grant funding not to exceed $50,000
from the Broward Boating Improvement Program Grant program.
SECTION 3: All resolutions or parts of resolutions in conflict herewith are hereby
repealed to the extent of such conflict.
SECTION 4: If any clause, section, other part or application of this Resolution is

held by any court of competent jurisdiction to be unconstitutional or invalid, in part or
application, it shall not affect the validity of the remaining portions or applications of this
Resolution.
SECTION 5: This Resolution shall become effective immediately upon its passage
and adoption.

Enclosed please find the City of Tamarac's grant proposal for the 2002-2003 Broward
Boating Improvement Program. The City of Tamarac and its Parks and Recreation
Department are committed to the continuous improvement of our recreation amenities.
Our proposal seeks to enhance the Tamarac Veterans Park boat ramp by doubling
vehicle and trailer parking and by adding lighting to augment visibility and safety.

Yes, the City of Tamarac received fundin from FBIP in 1990 to
install restroom facilities at Veteran's Park.

PROJECT SCORING QUESTIONS
1. Provide information to show proposed or actual use for the
project by recreational boaters.
Veterans Park is equipped with a concrete .ramp to provide
access to the South Florida Water Management District C-14
canal. Currently, Veterans Park has eleven (11) parking
spaces designated for vehicles with trailers. On holidays and
weekends the demand for additional parking has increased
significantly and forced users to park in areas not designated
for parking. This results in damage to landscaping and poses
a hazard to the vehicles and trailers. The park also lacks
lighting, which increases the security risk and makes
launching and retrieval difficult when there is low light.
The project will provide additional paved parking for vehicles
towing trailers as well as install new overhead lighting to
improve visibility and enhance safety.
2. Describe availability of navigable recreational waterways,
including the distances North, East, South and West, with
water depth at low tide and bridge clearances at high tide.
Although the City is interlaced with over 640 acres of canals,
the C-14 canal is the only navigable recreation waterway in
Tamarac. The C-14 canal is primarily used by personal
watercraft, fresh water fishing boats and ski boats due to the
limitations on low bridge clearances along the canal.
According to the SFWMD, the design depth of the C-14 canal is
12 to 14 feet. The adjacent municipalities of North
Lauderdale (to the east) and Lauderhill (to the south) do not
have public boat ramps. The City of Margate (to the east) does
have a boat ramp approximately two miles east of Veterans
Park. The City of Coral Springs (to the north) has a boat
ramp at Riverside Park which is approximately two miles to the
west. Markham Park, approximately 8 miles to the southwest in
Sunrise also has access to lakes and canals. The Everglades
Conservation Area and Sawgrass Expressway border Tamarac on
the West.

3. State how previously awarded Florida Boating Improvement
Program or Broward Boating Improvement Program funds have been
effectively spent by the applicant in the past.
In 1990, the City was successfully awarded a Florida Boating
Improvement Grant to build restroom facilities at Veterans
Park. Those facilities are still fully functional, serving
the needs of boaters and other park visitors, and provide the
only public restroom access along this section of the canal.
4. List available ancillary facilities at project site.
The park offers restroom facilities, fresh drinking water,
paved parking, routine police surveillance by Broward Sheriffs
Office, picnic facilities, a bike path and a Veterans
Memorial.

5. List the number of similar facilities in the area and their
distance from the proposed project.
The closest similar facilities are located in Margate
approximately 2 miles to the east and Coral Springs
approximately 2 miles to the west of Veterans Park. Both are
also on the C-14 canal. Markham Park, approximately 8 miles
to the southwest, also offers a similar boat ramp.
6. Describe who the intended users of the proposed facility are,
and the number of users the project is anticipated to
generate.
The City of Tamarac has a rapidly changing demographic. Once
known as a retirement destination, Tamarac now has a growing
young family population. This has resulted in greater demands
for active recreational opportunities. The project will target
freshwater fisherman, personal watercraft users, and water ski
boats. The additional parking will double the amount of
vehicle/trailer parking. The new lot will accommodate 10
additional vehicles with trailers, for a total of 21 paved
spaces. This will meet current demand and provide a few
additional spaces for future growth.

7. List all permits required to construct the project and the
status of each project.
This project will require building permits from the City of
Tamarac (all fees will be waived), Broward County's
Engineering Department, Broward County's Department of
Planning and Environmental Protection, and the South Florida
Water Management District. Applications for permits have not
been made at this time. It is expected that the permitting
process will take approximately 1 to 3 months after the design
is finalized.
8. Describe public access to the proposed project.
Veterans Park is a public park open to everyone. There are no
residency restrictions for using any of the park's amenities.
The park is open every day from 7:30 AM to dark.

9. Explain user costs, if any, for the proposed project.
Veterans Park does not require any user fees for park access,
parking, or use of the boat ramp. There are no costs for use
of any park amenities.
10. Describe the environmental and/or ecological benefits that the
proposed project would provide.
The proposed project will provide paved parking for users of
the boat ramp. This will reduce or eliminate parking in non -
designated areas, which results in damage to the landscaping
and grass in the area. Without the grass, the area becomes
susceptible to erosion and may cause silt to enter the C-14
canal. The new parking area will direct storm run-off to a
retention area to capture potential pollutants and prevent
them from directly entering the canal.
