R-2002 - 283 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA, AUTHORIZING THE APPROPRIATE CITY OFFICIALS TO APPROVE AND ACCEPT TASK AUTHORIZATION NO. 03-01L WITH GLATTING, JACKSON, KERCHER, ANGLIN, LOPEZ AND RINEHART, INC., TO PROVIDE LANDSCAPE ARCHITECTURAL SERVICES RELATED TO THE PLANNING AND DESIGN OF THE SOUTHGATE LINEAR PARK, PER THE EXISTING AGREEMENT WITH GLATTING, JACKSON, KERCHER, ANGLIN, LOPEZ AND RINEHART, INC., FOR LANDSCAPE ARCHITECTURAL CONTINUING SERVICES; AUTHORIZING AN EXPENDITURE NOT TO EXCEED $30,000.00; APPROVING ALL NECESSARY BUDGET TRANSFERS; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the City of Tamarac desires to provide its residents and visitors a higher level of service by enhancing and improving its outdoor recreation facilities and environment; and WHEREAS, the City of Tamarac was awarded a Broward County Cultural Affairs Council Design Arts Program grant of $15,000.00, with a city match of $15,000,00, for planning and design of the Southgate Linear Park and will execute an Agreement for same; and WHEREAS, certain landscape architectural services are required for the design and planning of the Southgate Linear Park; and 1 Temp. Reso. #9918 - September 6, 2002 Page 2 WHEREAS, with the passage and adoption of Resolution No. R-2001-146, the City of Tamarac entered into agreements with three (3) consulting firms to provide landscape architectural continuing services for a period of five years on an "as needed" basis; and WHEREAS, the firm of Glatting, Jackson, Kercher, Anglin, Lopez and Rinehart, Inc., was one of the firms approved for these professional services; and WHEREAS, the proposal/agreement received from Glatting, Jackson, Kercher, Anglin, Lopez and Rinehart, Inc,, for professional services in connection with the planning and design of the Southgate Linear Park project, attached hereto as "Exhibit 1" was reviewed to determine cost and responsiveness to the City's needs; and WHEREAS, it has been determined that Glatting, Jackson, Kercher, Anglin, Lopez and Rinehart, Inc., possesses the required knowledge and experience to provide the necessary services relating to the planning and design of the Southgate Linear WHEREAS, based upon fee estimates provided by Glatting, Jackson, Kercher, Anglin, Lopez and Rinehart, Inc., an expenditure not to exceed $30,000.00, for professional services is recommended; and WHEREAS, funds are available for said purpose; and WHEREAS, it is the recommendation of the Director of Parks and Recreation and the Purchasing and Contracts Manager that the City of Tamarac approve and accept Task Authorization No. 03-01 L with Glatting, Jackson, Kercher, Anglin, Lopez and Rinehart, Inc., for the provision of professional services relating to the planning and design of the Southgate Linear Park; and WHEREAS, the City Commission of the City of Tamarac, Florida, deems it to be Temp. Reso. #9918 - September 6, 2002 Page 3 in the best interest of the City of Tamarac to approve and accept Task Authorization No. 03-01 L between the City of Tamarac and Glatting, Jackson, Kercher, Anglin, Lopez and Rinehart, Inc., for the provision of professional services, for an amount not to exceed $30,000.00, related to the planning and design of the Southgate Linear Park project. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA: SECTION 1: The foregoing Whereas clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this resolution upon adoption hereof. SECTION 2: The appropriate City officials are hereby authorized to approve and accept Task Authorization No. 03-01 L for professional services by Glatting, Jackson, Kercher, Anglin, Lopez and Rinehart, Inc., in an amount not to exceed $30,000,00, a copy of which is attached hereto as "Exhibit 1 ". SECTION 3: Funding for said project is budgeted under ... SECTION 4: All necessary budget transfers are hereby approved. SECTION 5: All Resolutions or parts of Resolutions in conflict herewith are hereby repealed to the extent of such conflict. SECTION 6: If any clause, section, other part or application of this Resolution is held by any court of competent jurisdiction to be unconstitutional or invalid, in part or application, it shall not affect the validity of the remaining portions or applications of this Resolution. 'H)e Client is the owner of the property. 2.0 SCOPE 01+ SERVICES PART I — Linear Park Plan .Report. 2.1 Project Management In addition to the specific services detailed below, Glatting Jackson shall coordinate our work with the Client's representative and the Client's (flatting Jackson Kercher Anglin Lopez Rincharr, Inc. Pi,•nG 1, project team, monitor the project schedule as it relates to this scope, and provide timely invoicing and reporting ofproject progress. 2.2 Existing Data— Glatting .Jackson shall create base reaps of the project area using existing aerials and existing base data compiled previously for the development of the Linear Park_ Glatting ,lackson shall submit the base plans to the Owner for review and approval. 2.3 Site Analysis -- Chatting Jackson will visit the site one (l ) time in order to develop an understanding of the site's opportunities and constrairits. 2.4 Kickoff Meeting —Glatting Jackson shall meet with staff assigned to the project one (l ) time to kickoff the project, review t:lie existing data, a potential agenda for- the public workshops, and discuss project objectives, issues and concerns. 2.5 Public Workshop #1 Facilitation - Glatting Jackson shall facilitate a public workshop for discussion regarding the .I_,incar Park developincrlt program. The Client shall be responsible for public advertisement and notification of homeowners, as well as reservation of a meeting space:, and any relreshnlcnts i-cquired. Glatting Jackson shall provide sign -in sheets and flipcharts to record public comments. The agenda for the public meeting shall be to review acid discuss the previously presented master plan and r'celucst public input into the development of the proposed park. 2.6 Public. Workshop #2 .facilitation - Glatting Jackson shall facilitate a public workshop for discussion regarding the 'Cultural identity of' the City' and receive public input regarding a cultural development plan. The Client shall be responsible for public advertiseincrlt and notilication ofhomeowners, as well as reservation ofa meeting space and any i-cfreshmcnts required. Glatting Jackson shall prepare a Powerpoint presentation summarizing the contents of the Master Plan Report, The Client shall be responsible for public advertisement and notification ofhomcowners, as well as reservation of' a meeting space and any refreshments required. Glatting Jackson shall provide sign -in sheets and flipcharts to record public comments. 2.10 Revisions -- Glatting Jackson sliall revise the Conceptual Master- Plan Report one (1) time based on direction from the Client due to comments received at Workshop #3. 2.11 Presentation to City Commission-- Glatting Jackson shall submit and present the Draft: Conceptual Master flan Report. to the City Commission for discussion and review. Glatting ,Jackson shall present the revised Powerpoint presentation summarizing the contents ofthe Master Plan and Cultural Development Plan that was prepared for Public Workshop #3. 2.12 Final Document. Submittal — Gl.attine, Jackson shall prepare the. final. Conceptual Master flan Report based on direction from the Client due to comments received at the City Commission presentation. Representative shall be responsible for all coordination with the Owner (if a separate person or entity from the Client as shown. in Article 1) and any separate consultants. 62 Client shall provide full information to Cilatting Jackson regarding project requirements and constraints including, without limitation, a prograrn setting forth the Client's objectives, and shall provide all data, drawings, information or other resources requested by (ilatting Jackson drat are necessary for completion of the project. 6.3 Client shall comply with any schedule requirements made known to the Client by Glatting Jackson and, in any event, shall be available to meet with C3latting Jackson and provide decisions in a timely manner throughout the project. 6.4 Client shall be responsible for all other aspects of the project not specifically assigned to Glatting Jackson under this Letter of Agreement or any subsequent request (and acceptance) for Additional Service.
