R-2002-290 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA, SUPPORTING THE CONTINUATION OF THE BROWARD COUNTY FIRE RESCUE TASK FORCE, TO DEVELOP A COMPREHENSIVE PLAN TO COORDINATE FIRE RESCUE SERVICES THROUGHOUT BROWARD COUNTY AND TO PREPARE AN INTERLOCAL AGREEMENT FOR FIRE RESCUE SERVICES, PROVIDED THAT THE AGREEMENT BE FAIR AND REPRESENTATIVE OF BROWARD COUNTY; SUPPORTING THE DEVELOPMENT OF CROSS JURISDICTIONAL DISPATCH PROTOCOLS AND THE FOUR (4) PRIORITY AREAS IDENTIFIED BY THE BROWARD COUNTY FIRE RESCUE TASK FORCE; REQUESTING ADDITIONAL DETAIL PRIOR TO CONSIDERING FUNDING MECHANISMS; AUTHORIZING THE CITY CLERK TO FORWARD A COPY OF THIS RESOLUTION TO THE BROWARD COUNTY COMMISSION AND THE BROWARD COUNTY LEAGUE OF CITIES; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Broward County Commission created the Broward County Fire Rescue Task Force in February 2002 and charged that group with delivering, by April 2002, recommendations regarding communications, closest unit response, specialty teams/regional services and performance measures with quantifiable data; and WHEREAS, the Fire Rescue Task Force delivered the recommendations in April 2002 as requested; and WHEREAS, the Task Force identified the need for a long term commitment to address the coordination of communication centers to facilitate closest unit response, specialty teams/regional services and performance measures; and Temp. Reso. #9920 September 24, 2002 Page 2 of 4 WHEREAS, the Fire Rescue Task Force was able to bring together representatives of all interested parties and obtained significant cooperation from all participants; and WHEREAS, the Fire Rescue Task Force has recommended that the Broward County Commission facilitate and fund the coordinated communications system; and WHEREAS, the Fire Rescue Task Force has demonstrated the ability to gain consensus and offer positive and constructive direction to the County Commission and Municipalities regarding Fire Rescue Services; and WHEREAS, this was a major, but first, step forward in coordinating Fire Rescue Services throughout Broward County; and WHEREAS, additional discussion and cooperation is needed to continue to improve Fire Rescue Services; and WHEREAS, details of the communications solution and specific service delivery issues must be developed prior to determining the appropriate funding mechanism; and WHEREAS, the Fire Chief recommends supporting the continuation of the Fire Rescue Task Force created by the Broward County Commission in February 2002 to facilitate the development of a cooperative, comprehensive plan; and WHEREAS, the City Commission of the City of Tamarac finds it to be in the best interest of the citizens and residents of the City of Tamarac to support the continuation of the work begun by the Fire Rescue Task Force which shall work on the preparation of a comprehensive plan for the provision of Fire Rescue Services and deliver to the County Commission and Municipalities a draft Regional Fire Services Interlocal Temp. Reso. #9920 September 24, 2002 Page 3 of 4 THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA: SECTION 1: The foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this Resolution. SECTION 2: That the City Commission of the City of Tamarac hereby supports the continuation of the Broward County Task Force, to study the development of an Interiocal Agreement for Fire Rescue, provided that the agreement be fair and representative of Broward County. SECTION 3: That the City Commission of the City of Tamarac further supports the development of cross -jurisdictional dispatch protocols and the four (4) priority areas as follows: Communications, Closest unit response, Specialty teams/regional services, and Performance measurements with quantifiable data. SECTION 4: The City Commission of Tamarac requests that additional detail and study be conducted prior to determining the appropriate funding mechanism. SECTION 5: Authorizing the City Clerk to forward a copy of this Resolution to the Broward County Commission and the Broward County League of Cities. SECTION 6: All resolutions or parts of resolutions in conflict herewith are hereby repealed to the extent of such conflict. 1 Temp. Reso. #9920 September 24, 2002 Page 4 of 4 SECTION is If any clause, section, other part or application of this Resolution is held by any court of competent jurisdiction to be unconstitutional or invalid, in part or application, it shall not affect the validity of the remaining portions or applications of this Resolution. SECTION 8: This Resolution shall become effective immediately upon its passage and adoption. PASSED, ADOPTED AND APPROVED this 9t" day of October, 2002.
