R-2002 - -' A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA SUPPORTING THE TAMARAC CITIZEN CORPS COUNCIL; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the President of the United States has called upon all Americans to serve their country through community -based service and volunteer programs; and WHEREAS, the City Commission of the City of Tamarac recognizes the importance of engaging citizens in volunteer activities to support crime prevention, fire safety, and homeland security; and WHEREAS, Citizen Corps Councils are being formed across the country to serve as the vehicle for citizen involvement in crime prevention, fire safety, and homeland security; and WHEREAS, Citizen Corps Councils are made up of representatives from fire and emergency medical services, law enforcement, businesses, community -based institutions, schools, places of worship, health care organizations, public works, and the community at large; and WHEREAS, the citizens of Tamarac have expressed an interest in participating in a Citizens Corps Council, and WHEREAS, the Federal Emergency Management Agency is coordinating with states and local communities to support the establishment of Citizen Corps Councils; and Temp. Reso, #9964 Page 2 Revision 1 -- November 27, 2002 WHEREAS, the Federal Emergency Management Agency intends to make grant funding available for training, materials and certification to support Citizen Corps Councils; and WHEREAS, the Tamarac Citizen Corps Councils will become an organization dedicated to coordinating the efforts of various community volunteer groups to address issues relating to crime prevention, fire safety, and homeland security; and WHEREAS, Broward County has already established a Citizens Corps Council and is encouraging municipalities to do the same", and WHEREAS, the City Commission of the City of Tamarac will provide direction and general oversight to the Tamarac Citizen Corps Council; and WHEREAS, the City Manager, Fire Chief, and Broward Sheriff's Office District 7 Chief recommend forming a Citizens Corps Council; and WHEREAS, the City Commission of the City of Tamarac deems it to be in the best interest of the citizens and residents of the City of Tamarac to create a Citizens Corps Council. NOW THEREFORE BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA: Section 1; The foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this resolution. Section 2: The City Commission of the City of Tamarac hereby supports the creation of a Tamarac Citizen Corps Council, Section 3: All resolutions in conflict herewith are hereby repealed to the extent of such conflict. Temp. Reso. #9964 Page 3 Revision 1 — November 27, 2002 Section 4- If any clause, section, other part or, application of this Resolution is held by any court of competent jurisdiction to be unconstitutional or invalid, in park or in application, it shall not affect the validity of the remaining portion or applications of this Resolution. Section 5: This Resolution shall become effective immediately upon its adoption. PASSED, ADOPTED AND APPROVED this day of: 2002.
