R-2001-188 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA, AUTHORIZING THE APPROPRIATE CITY OFFICIALS TO EXECUTE TASK ORDER AUTHORIZATION NO. 01-02 WITH MATHEWS CONSULTING, INC. TO PROVIDE ENGINEERING SERVICES RELATED TO THE SITE EVAULATION AND DESIGN FOR AFIRE STATION, A STORAGE FACILITY AND DEVELOPMENT SERVICES FACILITY AT THE EXISTING PUBLIC SERVICES ADMINISTRATIVE COMPLEX; AUTHORIZING AN EXPENDITURE NOT TO EXCEED $40,905.00; PROVIDING FOR CONFLICTS; PROVIDING FORSEVERABILITY; AND PROVIDING FORAN EFFECTIVE DATE. WHEREAS, the City of Tamarac desires to provide essential and necessary services within our community; and WHEREAS, the City is encouraging economic development; and WHEREAS, the City population has increased in excess of 50,000 and continues to grow; and WHEREAS, the increased population has placed increasing demands for service on the City including the Building, Community Development, Public Works and Fire Rescue Departments; and Temp. Reso #9449 Page 2 7/2/01 Revision #2 — 7/5/01 WHEREAS, the City has established and desires to maintain a high quality level of service; and WHEREAS, a feasibility and site study was conducted and identified the need for an additional fire station; and and WHEREAS, an equipment storage facility is needed and is funded at this site; WHEREAS, a facility to provide development services in one location is highly desirable and will improve services provided by the City; and WHEREAS, the Public Services Administrative Complex was identified as a desirable and appropriate location for these new facilities; and WHEREAS, a site evaluation is required prior to construction of any new facility; and WHEREAS, the following proposal was received from Mathews Consulting, Inc. and reviewed to determine cost and responsiveness to the City's specifications: ;and PROPOSER COST$ Mathews Consulting, Inc. $40,905.00 WHEREAS, Mathews Consulting, Inc. possesses the required knowledge and experience to undertake the engineering study of the proposed property for the construction of the proposed facilities at the existing Public Services Administrative Complex; and Temp. Reso #9449 Page 3 7/2/01 Revision #2 — 7/5/01 WHEREAS, a project budget is recommended to be established in an amount not to exceed $40,905.00 based upon a cost estimate provided by Mathews Consulting, Inc.; and WHEREAS, funds are available for said purpose; and WHEREAS, it is the recommendation of the Director of Community Development, Fire Chief and the Purchasing/Contracts Manager that the City approve and execute Task Order Authorization No. 01-02 with Mathews Consulting, Inc. for the provision of an engineering study; and WHEREAS, the City Commission of the City of Tamarac, Florida deems it to be in the best interest of the City of Tamarac to execute Task Order Authorization No. 01- 02 between the City of Tamarac and Mathews Consulting, Inc. for the provision of an Engineering Study in an amount not to exceed $40,905.00 related to the building of additional facilities located at the current Public Services Administrative Complex. NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF TAMARAC, FLORIDA: SECTION 1: The foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this resolution. 11 Temp. Reso #9449 Page 4 7/2/01 Revision #2 — 7/5/01 SECTION 2: That the appropriate City Officials are hereby authorized to accept and execute Task Order Authorization No. 01-02 for a Preliminary Design & Engineering Study with Mathews Consulting, Inc. in an amount not to exceed $40,905.00 attached hereto as Exhibit "A". SECTION 3: That all resolutions or parts of resolutions in conflict herewith are hereby repealed to the extent of such conflict. SECTION 4: If any clause, section, other part or application of this Resolution is held by any court of competent jurisdiction to be unconstitutional or invalid, in part or application, it shall not effect the validity of the remaining portions or applications of this Resolution. PART H — ADDITIONAL SERVICES Task 3 — Additional Services l _ Additional Services —Mathews Consulting will provide Additional Services as mutually agreed upon between Mathews Consulting and the Client_ Additional Services may include any service that is requested that is not specifically outlined within the Scope of Services. COMPENSATION Mathews Consulting shall bill the City a fixed fee for each Part of the Scope of Services as listed below. Direct expenses are included in the fee, as further detailed on the Hourly Rate Schedule attached to the Continuing Services Agreement. Task 1 Preliminary Design $24,045 Task 2 Deliverables $ 4,710 Subconsultants $11,550") Reimbursable Expenses 5 600 Total $40,905 Note. (11 Includes Subconsultant Multiplier (10%) Task 3 —The fee for Task 3, Additional Services, shall be billed using the attachedHourly Rate Schedule, or as an agreed upon fixed fec. Hourly Rate Schedule / Other Direct Costs — Please refer to the attached Hourly Rate Schedule for hourly rate charges and for information concerning other direct costs_ Subconsultant Fees — Fees for subconsultants working on this project under direct contract with Mathews Consulting are included in the fees for each part of the scope of services detailed above. C&W Engineering (Electrical); $2,000. Puliee Land Surveyors (Surveying): S2,500. Nutting Engineers (Soil Tests): $6,000.
