R-2001-22 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA, AUTHORIZING THE APPROPRIATE CITY OFFICIALS TO AMEND THE CITY OF TAMARAC'S STATE HOUSING INITIATIVES PARTNERSHIP (SHIP) GRANT FUND BUDGET BY PLACING THE PROGRAM INCOME RECEIVED FOR FISCAL YEAR 1999 AND THE PROGRAM INCOME FOR FISCAL YEAR 2000 INTO THE SHIP MINOR HOME REPAIR PROGRAM ACTIVITY FOR THE APPROPRIATE PROJECT CODE AND PROGRAM YEAR; AMENDING THE CITY'S SHIP BUDGET TO PROVIDE FOR AN ANNUAL REVENUE FORECAST OF PROGRAM INCOME FOR THE CITY'S ANNUAL BUDGET; AMENDING THE CITY'S BUDGET FOR FISCAL YEAR 2001 WITH A REVENUE FORECAST OF $20,000.00 OF PROGRAM INCOME; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Tamarac is a direct entitlement city for the State Housing Initiatives Partnership (SHIP) Program which receives annual allocations to fund the City's housing programs defined in its Local Housing Assistance Programs; and WHEREAS, the SHIP grant allocations earn interest during the interim of receipt and expenditure which is considered Program Income to be utilized for eligible SHIP Program activities; and WHEREAS, Program Income can also result from pro -rated repayment of a SHIP Deferred Loan which should also be deposited into the Program Income budget line item; and WHEREAS, based on historical information, it is estimated that the City will receive 0 $20,000.00 in Program Income in Fiscal Year 2001; and January 10, 2001 - Temp. Reso. #9248 2 Revision No. 1 — January 10, 2001 Revision No. 2 — January 12, 2001 is WHEREAS, creating a budget line item for the receipt of all Program Income shall more efficiently manage the revenue received by allowing for efficient budgetary transfers of Program Income revenue into eligible SHIP Program activities, ensuring timely expenditures of grant funds and minimizing the need for individual agenda items, to accomplish such accepted accounting transactions; and WHEREAS, the Director of Community Development, the Director of Finance, and the Controller recommend approval; and WHEREAS, the City Commission of the City of Tamarac, Florida deems it to be in the best interests of the citizens and residents of the City of Tamarac to authorize the appropriate City Officials to amend the City of Tamarac's State Housing Initiatives Partnership (SHIP) Grant Fund budget by placing the Program Income received for Fiscal Year 1999 and the Program Income for Fiscal Year 2000 into the SHIP Minor Home Repair Program activity for the appropriate Project Code and Program Year; amending the City's SHIP budget to provide for an annual revenue forecast of Program Income forthe City's annual budget; amending the City's budgetfor Fiscal Year 2001 with a revenue forecast of $20,000.00 of Program Income. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA: SECTION 1: The foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this Resolution. • C� r� • January 10, 2001 - Temp. Reso. #9248 3 Revision No. 1 — January 10, 2001 Revision No. 2 — January 12, 2001 SECTION 2: That the City shall amend the City's Fiscal Year 2001 budget for the SHIP Program for Program Income received for Fiscal Year 1999 in the amount of $2,952.59 and for Fiscal Year 2000 in the amount of $17,818.16 to be reallocated into the SHIP Minor Home Repair Grant program for the appropriate Project Code and Program Year. SECTION 3: That the City's budget for the State Housing Initiatives Partnership (SHIP) Program shall be amended to include annual Projected Revenues forthe receiptof Program Income and Repayment of Deferred Loans, and shall allow for the efficient reallocation of such revenues received into approved SHIP Program activities, identified by SHIP Program activity and Project Year by accepted accounting practices. SECTION 4: That the City shall amend the budget with a $20,000.00 Revenue Forecast for Fiscal Year 2001 into which Program Income shall be received and reallocated through accepted accounting practices into eligible SHIP Program activities. SECTION 5: All resolutions or parts of resolutions in conflict herewith are hereby repealed to the extent of such conflict. SECTION 6: If any clause, section, other part or application of this Resolution is held by any court of competent jurisdiction to be unconstitutional or invalid, in part or application, it shall not affect the validity of the remaining portions or applications of this Resolution. SECTION 7: This Resolution shall become effective immediately upon its passage and adoption. January 10, 2001 - Temp.
