R-2001-254 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA, APPOINTING MICHAEL C. CERNECH AS ASSISTANT CITY MANAGER, EFFECTIVE NOVEMBER 1, 2001, OR AT SUCH EARLIER DATE AS IS MUTUALLY AGREED UPON; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City Charter, Section 5.04(a) provides that the City Manager "shall appoint and supervise the heads of all departments and Assistant City Manager... subject to the approval of the majority of the Commission...."; and WHEREAS, it is the recommendation of the City Manager that Michael C. Cernech be appointed as Assistant City Manager, effective November 1, 2001, or at such earlier date as is mutually agreed upon; and WHEREAS, the City Commission of the City of Tamarac, Florida deems it to be in the best interest of the citizens and residents of the City of Tamarac to approve the City Manager's appointment. NOW, THEREFORE, IT BE RESOLVED BY THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA: SECTION 1: That the foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this Resolution. 1 Temp. Reso. #9516 Page 2 September 4, 2001 SECTION 2: That on recommendation of the City Manager, attached hereto as Exhibit 1, Michael C. Cernech is appointed as Assistant City Manager, effective November 1, 2001, or at such earlier date as is mutually agreed upon. SECTION 3: All resolutions or parts of resolutions in conflict herewith are hereby repealed to the extent of such conflict. SECTION 4: If any clause, section, other part or application of this Resolution is held by any court of competent jurisdiction to be unconstitutional or invalid, in part or application, it shall not affect the validity of the remaining portions or applications of this Resolution. SECTION 5: This Resolution shall become effective immediately upon its passage and adoption. PASSED, ADOPTED AND APPROVED this 12t" day of September, 2001. Miller City Manager September 5, 2001 The Honorable Mayor and Members of the City Commission City of Tamarac 7525 NW 88 Avenue Tamarac, FL 33322 Mr. Mayor and Members of the Commission: Pursuant to the City Charter, I recommend that Michael C. Cernech be appointed Assistant City Manager effective November 1, 2001, or at such earlier date as is mutually agreed upon. Mr. Cernech received a Bachelor of Science Degree in Finance from the University of Detroit, and earned a Master of Public Administration at Trinity University. He also received certification in Public Management from Southwest • Texas State University. Mr. Cernech has served as City Manager at the City of Shavano Park, Texas for approximately four and a half years. In this capacity he oversees all of the day-to-day operations including Police, Fire, Public Works, Streets, Water Utility, Finance, Municipal Court and Administration, and a budget of $2.25 million dollars. Prior to that, he served as Assistant to the City Manager in the City of Belton, Texas where he was responsible for Human Resources, Civil Service, Risk Management, Americans With Disabilities Act functions, the Cable TV franchise, and Public Information. Mr. Cernech also has served as the Director of Special Projects for The Downtown Alliance in San Antonio, Texas and as the Consumer Relations Manager and Vehicle Coordinator to the General Motors Corporation in Detroit, Michigan. I am very pleased to recommend that Mr. Cernech be appointed. I believe that he will be an asset to the City organization. If you have questions, or would like to discuss this, please let me know.
