CITY OF TAMARAC, FLORIDA
RESOLUTION NO. R-2001 - 346
A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF TAMARAC, FLORIDA, AUTHORIZING THE
w" APPROPRIATE CITY OFFICIALS TO EXECUTE A
PARTNERSHIP CONTRACT BETWEEN THE CITY OF
TAMARAC AND THE NATIONAL RECREATION AND PARKS
ASSOCIATION RELATING TO THE HEARTS N' PARKS
PROGRAM; PROVIDING FOR CONFLICTS; PROVIDING
FOR SEVERABILITY; AND PROVIDING AN EFFECTIVE
DATE.
WHEREAS, the City of Tamarac and the National Recreation and Parks
Association, share a common goal to promote the health and well-being of the citizens
and residents of the City of Tamarac and Broward County through their respective
programs; and
WHEREAS, the National Recreation and Parks Association invited organizations
to express an interest to be selected as a magnet site for their Hearts N' Parks
Program, a program that is field tested and designed to emphasize healthy lifestyles
through park and recreation resources; and
WHEREAS, of the 400 agencies who expressed an interest in the Hearts N'
Parks, the City of Tamarac Parks and Recreation Department was selected to become
one of the first 50 magnet sites; and
WHEREAS, it is the recommendation of the Director of Parks and Recreation
that the City of Tamarac enter into a partnership Contract with the National Recreation
and Parks Association relating to the Hearts N' Parks Program; and

WHEREAS, the City Commission of the City of Tamarac, Florida, deems it to be
in the best interest of the citizens and residents of the City of Tamarac to execute the
partnership Contract between the National Recreation and Parks Association and the
City of Tamarac relating to the Hearts N' Parks Program.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY
OF TAMARAC, FLORIDA:
SECTION 1: That the foregoing "WHEREAS" clauses are hereby ratified and
confirmed as being true and correct and are hereby made a specific part of this
Resolution.
SECTION 2: That the City Commission of the City of Tamarac hereby authorizes
the appropriate City officials to execute a partnership Contract with the National
Recreation and Parks Association relating to the Hearts N' Parks Program, attached
hereto as "Exhibit 1 ".
SECTION 3: All resolutions or parts of resolutions in conflict herewifh are hereby

repealed to the extent of such conflict.
SECTION 4: If any clause, section, other part or application of this Resolution is
held by any court of competent jurisdiction to be unconstitutional or invalid, in part or
application, it shall not affect the validity of the remaining portions or applications of this
Resolution.

SECTION 5: This Resolution shall become effective immediately upon adoption.
PASSED, ADOPTED, AND APPROVED this 28t" day of November, 2001.

As one of the fifty magnet cities for the Hearts N' Parks program, C,7i1 of';0H4Z,4C, Ks,���rr ion
(department name) understands that our agency has the following responsibilities:
We will commit to a three-year effort to build program sustainability.
Our agency will send 5 individuals to the Hearts N' Parks training sessions in the first
year. We will select a leader to serve as the focal point or resource for questions, reports,
and additional trainings for others in the site. In the second and third years, designated
individuals will attend "summit" meetings to share program reports, plan for the
following year, and obtain training on new topics related to heart -health.
In year one, our department will target one youth and one adult program that will be
implemented for a minimum of 6 weeks as a Hearts N' Parks program. These programs
will specifically encourage heart -healthy behaviors. Pre- and post-performance/outcome
measures will be administered to participants and personnel. In each subsequent
programming cycle, each site shall add another program area to continue to expand the
program capability. By year two, there shall be a minimum of 2 youth and 2 adult
programs per site.
Our agency will be responsible for entering Hearts N' Parks performance measure data
from program participants, as well as information about personnel and facilities, into a
Web -based database. In addition, we will conduct basic analysis of data from database
queries. It will be our responsibility to designate personnel to accomplish this task. We
understand that we may seek technical assistance from NHLBI (and NRPA) as needed.
We will evaluate the program's sustainability and growth annually by tracking a
minimum of one marker related to the 5Ps of Hearts N' Parks. Examples of this activity
may include: tracking community mobilization efforts through a list of agencies that
individual sites partner with; increased internal funding of the program; the extent of
program expansion; the number of additional trainings conducted; and the extent of
media coverage efforts.
Our agency will report progress/findings on Hearts N' Parks programs on an annual basis
at a summit or national NRPA meeting. A written description of the program with photos

shall be submitted to the Hearts N' Parks coordinator for placement on the Hearts N'
Parks Website.
Our agency will utilize the Hearts N' Parks' list -serve to facilitate communication of
ideas, issues, or concerns with other sites, NHLBL and NRPA.
We agree to serve as ambassadors/trainers for other sites interested in Hearts N' Parks.
