R-2001-367 A RESOLUTION OF THE CITY OF TAMARAC, FLORIDA, AUTHORIZING THE AMENDMENT OF THE CITY'S CLASSIFICATION AND PAY PLAN FOR EXECUTIVE, MANAGERIAL/PROFESSIONAL AND ADMINISTRATIVE NON - BARGAINING EMPLOYEES EFFECTIVE JANUARY 1, 2002; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY• AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, in March 1996, the City Commission approved the implementation of the City's Classification and Pay Plan, which included up-to-date job descriptions and a pay plan in which compensation is based upon a specific ranking system; and WHEREAS, the City implemented a performance evaluation system to guide, direct, and provide feedback to employees effective October 1, 1997; and WHEREAS, in May 1998, the City Commission approved the implementation of a performance -based pay system for Executive, Managerial/Professional and Administrative non -bargaining employees designed to attract and retain a competent well -trained workforce to provide excellent services to the citizens of Tamarac; and WHEREAS, the City's Classification and Pay Plan for Executive, Managerial/Professional and Administrative non -bargaining employees was last amended and revised effective July 1, 2000; and Temp. Reso. # 9634 Page 2 December 4, 2001 WHEREAS, the City's Pay Plan must be updated regularly in order to allow the City to remain competitive in the geographic region and to provide an appropriate framework for the Performance -Based Pay System; and WHEREAS, after reviewing competitive salary survey data from cities in the surrounding area, the City Manger and Personnel Director recommend that the maximum of the pay ranges be increased by five percent (5%) effective January 1, 2002; and WHEREAS, the City Commission deems it to be in the best interest of the citizens of Tamarac, Florida to implement the attached amendments to the Pay Plan for Executive, Managerial/Professional and Administrative non -bargaining employees. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA: SECTION 1: The foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this Resolution. SECTION 2: The City Manager is hereby authorized to implement the amendments to the City's Pay Plan by increasing the maximum of the pay ranges by percent (5%) as outlined on the attached Exhibit I for Executive, Managerial/Professional and Administrative non -bargaining employees effective January 1, 2002. SECTION 3: All resolutions or parts of resolutions in conflict herewith are hereby repealed to the extent of such conflict. SECTION 4: If any clause, section, other part or application of this Resolution is held by an court of competent jurisdiction to be unconstitutional or invalid, in part or Temp. Reso. # 9634 Page 3 December 4, 2001 application, it shall not affect the validity of the remaining portions or applications of this Resolution. SECTION 5: This Resolution shall become effective immediately upon its passage and adoption. PASSED, ADOPTED, AND APPROVED this 12th day of December, 2001.
