RESOLUTION NO. R-2001-37
A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF TAMARAC, FLORIDA AUTHORIZING THE
APPROPRIATE CITY OFFICIALS TO EXECUTE AN
APPLICATION TO THE BROWARD COUNTY SWIM
CENTRAL CHALLENGE GRANT PROGRAM IN THE
AMOUNT OF $1,500,000 IN ORDER TO PROVIDE THE
RESIDENTS AND VISITORS ENHANCED PARKS AND
RECREATION PROGRAMS; PROVIDING FOR CONFLICTS;
PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the City Commission of the City of Tamarac desires to provide its
is residents and visitors a higher level of service by enhancing and improving its outdoor
recreation facilities and environment; and
WHEREAS, the Broward County Swim Central Challenge Grant Program provides
grants to local governments to develop aquatic facilities in close proximity to public
elementary schools; and
WHEREAS, the City of Tamarac is submitting an application to the Broward County
Swim Central Challenge Grant Program, attached hereto as Exhibit A; and
WHEREAS, the City Commission of the City of Tamarac has an on -going program of
public participation and input through the activities of the Tamarac Parks and Recreation
Board; and
WHEREAS, the Tamarac Parks and Recreation Board recommends the
imIS provements that will be accomplished if the grant is awarded to the City of Tamarac; and

WHEREAS, it is a requirement of the grant program that a public hearing regarding Is
the proposed improvements be held; and
WHEREAS, the proposed project has been included on the City Commission
Workshop Agenda as well as on the agenda for the Regular Commission Meeting, both of
which are publicly noticed, thus providing the general public with a forum to comment and
be heard; and
WHEREAS, it is a requirement of the grant program that this Resolution be adopted
and become an official part of the application; and
WHEREAS, the City Manager and Director of Parks and Recreation recommend
approval; and
WHEREAS, the City Commission of the City of Tamarac, Florida deems it to be in
the best interests of the citizens and residents of the City of Tamarac to enhance recreation
and park facilities.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
TAMARAC, FLORIDA:
Section 1: The foregoing "WHEREAS" clauses are hereby ratified and confirmed
as being true and correct and are hereby made a specific part of this resolution.
Section 2: The appropriate City Officials are hereby authorized to execute the
Swim Central Program Challenge Grant application for $1,500,000 to Broward County,
attached hereto as Exhibit A.
Section 3: All resolutions or parts of resolutions in conflict herewith are hereby
repealed to the extent of such conflict.
Section 4: If any clause, section, other part or application of this Resolution is
held by any court of competent jurisdiction to be unconstitutional or invalid, in part or in

0 application, it shall not affect the validity of the remaining portion or applications of this
Resolution.
Section 5: This Resolution shall become effective immediately upon its adoption.

Brief Project Description: The proposal entails construction of an aquatic facility at Tamarac Park, which is
adjacent to Tamarac Elementary School, The City proposes to construct an open-air, heated pool at the park
location. In addition to its proximity to the elementary school, placement of the facility at this location would
dovetail with a number of other amenities already at the park including; a multipurpose center with meeting/training
rooms; a gymnasium with restrooms, shower changing rooms and lockers; and a playground. The City is
currently investigating the acquisition of a number of parcels for additional park facilities. The ball fields presently
located at Tamarac Park would probably be relocated.

Fully Describe the Proposed Programming and Uses of the Proposed Facility:
The City proposes to construct an acgatic facility at Tamarac Park. Phase one of the development of this facility
would entail construction of an open-air, heated pool. Proposed programming to accompany phase one includes:
Swim lessons for school aged children - Tamarac Elementary is located adjacent to the park. in addition,
construction will begin on a new public elementary school in Tamarac next year. A public middle school is
currently under construction and scheduled to open in the fall . Both the new elementary school and middle school
are between 2 and 3 miles from the proposed site.
Adult swim lessons - The Tamarac Community Center is located on Commercial Boulevard, approximately two
miles from the proposed site. A full complement of recreational programs for all ages is coordinated, advertised
and facilitated from this location.
Open recreational swimming- The facility will be open for use by the general public for recreational purposes
during certain hours.
Summer Camp Instruction - The Tamarac Summer Camp operates for eight weeks during July and August.
Recreational and instructional time will be programmed for the campers. The summer camp presently
accomodates 250 school aged children and is anticipated to increase to 500 within the next 5 years due to the
opening of two new public schools and the increased number of families locating to Tamarac.
Certification Courses - The City intends to work with the Red Cross or another certfied provider, to offer Life
Guard and Swim Instructor training courses.
Aqua Exercise Classes - The City has had conversations with the Arthritis Foundation and University Hospital
regarding programing at the new facility The hospital had offered this programming in the past, however, due to a
shortage of facilities/space, discontinued it. The Arthritis Foundation has agreed to form a partnership with the
City to offer these classes at the aquatic center once the facility is built.
The above description represents the most salient uses for the facility. Tamarac is in the process of developing a
recreational, open space and social services master plan. The next phase of plan development includes a series of
community workshops and survey. As additional needs and uses for the facility are identified, these will be
programmed.

PROJECT SCORING QUESTIONS

Show how the proposed project will contribute to new or improved aquatic programming and
services in the area it will serve. The more amenities or project elements that are proposed,
the higher the score. Also, does the proposed project provide for new or increased use of
instructional/recreational facilities by minorities, the disadvantaged, children, elderly, persons
with disabilities and /or other under served groups? 1-25 points
There is presently no public pool within the City of Tamarac. The currently identified elements of the proposed
project are detailed in the preceeding section and include programming for all ages including children and the
elderly. A portion of the programming will take place during the Tamarac Summer Recreation Program, which
provides scholarships to disadvantaged students. Social Services staff recently met with representatives from the
Center for Independent Living, also located in Tamarac, relative to fostering a partnership to offer programming
for the disabled/hearing impaired. The Center is in the process of surveying its clients to further define their areas
of interest but seemed to concur that a public pool would help meet their already identified need for summer
programming. The City has agreed to work with this agency to provide the support services needed in order to
mainsteam this population into the classes/programs of their choice. The Arthritis Foundation and University
Hospital are also located within Tamarac and staff is pursuing discussions with both to provide additional
theraputic programming at the aquatics center.
Demonstrate how the proposed project will accommodate nationally recognized recreational
design standards for similar facilities, reflect energy efficiency in design and operation, and
use construction materials of long lasting quality? 1-25 points
This project will incorporate recognized national recreational design standards. Consulting, architectural, and
engineering firms are aware of these standards and will use them in their design. Tamarac will utilize a bid
process for construction of the proposed impvovements. Prospective contractors will be required to cite examples
of previously completed similar projects. Precautions will be taken to ensure that only the highest quality
building materials are used. Energy efficient designs will be developed and used in the construction of the project
3. Points will be given to applicants that provide public input and public hearings about the
proposed project. Provide documentation of public input and hearings as well as letters of
support and opposition. 5 points for public input, 10 points for public input and public
hearings.
Opportunities have been provided to ensure that the public is provided with both the opportunitiy to provide input
and to be heard relative to the proposed project. The project has been included on the agenda of the Parks and
Recreation Board (see minutes enclosed) and was discussed at the Tamarac parks, recreation and open space
visioning workshop held on 2/7/01. The proposed project was also included on the agendas for the City
Commission Workshop and Regular Commission Meeting, thus providing a public hearing forum (see legislation
enclosed). The proposed project has been well received by the community and no objections have been raised.

4. Is the public usage of the proposed project clearly quantified? 1-30 points
The facility will be open to the general public daily from 7:30 a.m. until 9:00 p.m. Public programming will be
provided as previously described. Pre established times will be set allowing for general recreational use as well.
The City is in the process of developing an open space, recreational and social services master plan. As part of
this process a visioning workshop was held involving 50 key community leaders representing organizations
located both inside and outside of the City. The need for a publicly accessible aquatic facility within the City of
Tamarac was identified as the number one priority during the workshop.

6. Provide information showing that the applicant is sufficiently capable and qualified to complete
the proposed project and operate the facility, have an established organization and
programming history, employ a professional staff for the construction, or aquatic
programming and services, and have the ability to operate and maintain the proposed facilities
or property? 1-30 points
While the Tamarac Parks and Recreation Department has not operated an aquatics facility, both the Parks
Superintendent and Recreation Superintendent have received their Pool Operator's Certification through the
National Swimming Pool Foundation. Should the proposal be accepted for funding, additional key staff will be
certified through the foundation, which is NRPA recognized. The City of Tamarac Parks Division of the Parks
and Recreation Department is responsible for grounds and facilities maintenance in the City's parks and
recreational complexes. The need for additional maintenance resources due to park expansion is addressed
annually, during the budget process. The Recreation Division provides recreational management of all park
facilities and continues to see substantial staffing expansion as programs and facilities multiply. Operating
expenses, including maintenance and program costs, are included in the City General Fund Budget. Capital
Improvements are handled through the Capital Improvement Project Budget. The Tamarac Parks and Recreation
Department is extremely proactive in developing strategies to provide quality, cost effective services. User fees
are implemented and contract instructors are utilized, when appropriate. As previously mentioned, Tamarac
utilizes a bid process for major construction projects and will do so if the proposal is selected for funding.
Non -Profits must be in existence for a minimum of 10 years. Non-profit applicants will
receive five points if they are in existence between 10 and 20 years. Non-profit applicants will
receive 10 points if they are in existence for more than 20 years. Non-profit applicants must
include documentation showing when founded, by-laws, and financial records for the past
three years.

8. Will the proposed project be an element in neighborhood redevelopment? 15 points
The City has been working with a consultant to identify and pursue creation of a community redevelopment area
within Tamarac. The prospective area includes University Drive, begins approximately 1/4 mile south of the
proposed project site.
What is the age of the aquatic facilities to be renovated? Older facilities will have a higher
score. 1 point for every 5 years of age of the facility to be renovated. Maximum of 5 points
There is no acuuatic facility on site.
10. Does the applicant of the project propose a partnership with another agency? If so, please
describe. 15 points
Yes, the City proposes a partnership with the Arthritis Foundation to provide aquatic exercise classes and has had
ongoing discussions with SWIM Central regarding swim lessons. The major deterrent has been the lack of a
publicly accessible pool within Tamarac. The City has already established a partnership with Tamarac Elementary
School and has entered into an agreement with the School Board for shared use of Tamarac Park. The school uses
the multi -purpose center, gym facilities, playground and other park amenities for their physical fitness program.
11. Will the public have easy access to the proposed facility? Include amount of time that the
general public will have access. 1 - 10 points
The proposed facility will be open to the general public daily from 7:30 a.m. until 9:00 p.m.
12. What is the distance of the proposed project from the nearest public elementary school?
Projects adjacent to or part of an elementary school will receive 10 points, projects within 1/2
mile will receive 7 points, projects within 1 mile will receive 5 points, projects within 2 miles
will receive 3 points. Projects over 2 miles will receive no points.
The proposed project is adjacent to Tamarac Elementary School.

13. Does the project provide a clear public instructional/recreational benefit for the funds
expended? 1-40 points
See page four for detailed information relative to proposed public programming. At present, there are no public
aquatic facilities in Tamarac. The location of the project, adjacent the elementary school, will provide convenient
access to this population which currently utilizes the park facilites for their physical education program. Tamarac
Park additionally serves as the site for the Tamarac Summer Recreation Program which draws participants from
both within and outside of Tamarac. This program utilizes the multipurpose room and school facilities for eight
weeks each summer. At present, staff arranges to utilize the public pool facilities in Coral Springs so that all
attendees are transported a minimum of one day each week. Locating an aquatic facility at Tamarac Park will
alleviate the need to transport the summer recreation students, thus freeing up time and funding for additional
programming.
14. Does the proposed project provide for enclosing existing pools or the construction of an
indoor pool? 15 points

15. What is the distance of the proposed project from the nearest public access swimming facility?
Projects within 1 mile will receive 0 points, projects between 1 mile and 2 miles will receive
3 points, projects between 2 miles and 3 miles will receive 5 points, projects between 3 miles
and 4 miles will receive 7 points. Projects over 5 miles away will receive 10 points.
The proposed project is between 2 and 3 miles from Lauderhill's municipal pool, which is the closest public access
facilitv.
