RESOLUTION NO. R2001-38
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
TAMARAC, FLORIDA, APPOINTING TWO (2) MEMBERS TO THE
INVESTMENT ADVISORY COMMITTEE TO SERVE UNTIL JUNE
26, 2001 OR UNTIL SUCH TIME AS REAPPOINTMENTS ARE
MADE; PROVIDING FOR CONFLICTS; PROVIDING FOR
SEVERABILITY; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, Ordinance No. 0-2000-32, (Attached hereto as Exhibit "1")
passed and adopted by the City Commission on November 22, 2000, increased
the Investment Advisory Committee from five (5) members to seven (7)
members; and
WHEREAS, the City Commission is desirous of appointing two (2)
members to the Investment Advisory Committee to serve until June 26, 2001 or
until such time as reappointments are made; and
WHEREAS, in accordance with Sections 2-156 and 2-158 of the Tamarac
Code (attached hereto as Exhibit "2") seven (7) members of the Investment
Advisory Committee shall be appointed by the City Commission to serve one (1)
year terms; and
and
WHEREAS, the Finance Director and City Manager recommend approval;
WHEREAS, the City Commission of the City of Tamarac deems it to be in
the best interest of the citizens and residents of the City of Tamarac to appoint

two (2) members to the Investment Advisory Committee to serve until June 26, 0
2001 or until such time as reappointments are made.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF TAMARAC, FLORIDA:
SECTION 1: That the foregoing "WHEREAS" clauses are hereby ratified
and confirmed as being true and correct and are hereby made a specific part of
this Resolution.
SECTION 2: That the following people are hereby appointed as members
of the Investment Advisory Committee to serve until June 26, 2001, or until such
time as reappointments are made:
Murray A. Levine Maurice Weinreb 0
SECTION 3: All resolutions or parts of resolutions in conflict herewith are
hereby repealed to the extent of such conflict.
SECTION 4: If any clause, section, other part or application of this
Resolution is held by any court of competent jurisdiction to be unconstitutional or
invalid, in part or application, it shall not affect the validity of the remaining
portions or applications of this Resolution.

SECTION 5: This Resolution shall become effective immediately upon
adoption.

AN ORDINANCE OF THE CITY COMMISSION OF THE CITY
OF TAMARAC, FLORIDA, AMENDING CHAPTER 2 OF THE
TAMARAC CODE ENTITLED "ADMINISTRATION", ARTICLE
Ill. "BOARDS, COMMITTEES, COMMISSIONS", DIVISION 5.
"INVESTMENT ADVISORY COMMITTEE", SECTION 2-156.
"CREATION" INCREASING THE NUMBER OF MEMBERS
FROM FIVE (5) TO SEVEN (7); PROVIDING FOR
CODIFICATION; PROVIDING FOR CONFLICTS; PROVIDING
FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE
DATE.
WHEREAS, Section 4.12 of the Charter of the City of Tamarac provides for an
Investment Advisory Committee consisting of at least five (5) members from the general
public; and
WHEREAS, Section 2-156 of the Code of the City of Tamarac creates and
establishes an investment advisory committee which shall consist of five (5) members
appointed by the City Commission; and
WHEREAS, the City Commission of the City of Tamarac has deemed it to be in the
best interest of the citizens and residents of the City of Tamarac to increase the
membership of the Investment Advisory Committee to seven (7) members.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE
CITY OF TAMARAC, FLORIDA:
SECTION 1: That the foregoing whereas clauses are hereby ratified and

confirmed as being true and correct and are hereby made a specific part of this Ordinance
upon adoption hereof.
SECTION 2: That Tamarac Code Section 2-156 is hereby amended to read
as follows:
Sec.2-156. Creation.
There is created and established an investment advisory
committee which shall consist of fave (5) seven 7 members
appointed by the city commission.
SECTION 3: It is the intention of the City Commission and it is hereby
ordained that the provisions of this Ordinance shall become and be made a part of the
Code of Ordinances of the City of Tamarac, Florida, and that the Sections of this
Ordinance may be renumbered or relettered and the word "Ordinance" may be changed to
"Section", "Article" or such other word or phrase in order to accomplish such intention.
SECTION 4: All Ordinances or parts of Ordinances, and Resolutions or parts
of Resolutions in conflict herewith are hereby repealed to the extent of such conflict.
SECTION 5: If any provision of this Ordinance or the application thereof to
any person or circumstance is held invalid, such invalidity shall not affect other provisions
or applications of this Ordinance that can be given affect without the invalid provision or
application, and to this end the provisions of this Ordinance are declared to be severable.
SECTION 6: This Ordinance shall become effective immediately upon its

(b) The board shall conduct its meetings pur-
suant to Robert's Rules of Order, Newly Revised,
and all applicable laws. A quorum shall consist of
a majority of the membership.

(a) Removal of members. Insurance advisory
board regular or alternate members are ap-
pointed by the city commission at the pleasure of
the city commission and shall be removed at any
time by majority vote of the city commission.
(b) Resignation of members. A resignation by a
regular or alternate board member made either
orally or in writing will be deemed accepted by the
city commission when the regular or alternate
board member announces his resignation to the
board, city manager or city commission. The city
commission need not take any formal action to
accept the resignation. Failure by a regular board
member to attend three (3) consecutive meetings
without being excused by the chairman shall be
deemed a resignation.

Sec. 2-141. Liaisons.
(a) Commission liaison. The insurance advi-
sory board may have a commission liaison pursu-
ant to the provisions of section 2-33.
(b) Staff liaison. The board may have a staff
person assigned to it by the city manager to serve
in an advisory capacity. Any requests on the part
of the board for information or services from the
administration shall be made by the chairman of
the board to the city manager or through the staff
liaison if one is assigned.

DIVISION 5. INVESTMENT ADVISORY
COMMITTEE*
Sec. 2.156. Creation.
There is created and established an investment
advisory committee which shall consist of seven
(7) members appointed by the city commission.

Sec. 2.157. Powers and duties.
The investment advisory committee shall be
responsible to keep abreast of current investment
trends, receive the input of administrative offic-
ers regarding investment concepts for the city,
and make recommendations thereon to the city
manager (and his designees), and file such re-
ports with the mayor and city commission. The
committee shall have no administrative authority
and shall not be directly involved in the ongoing
process of investment of city funds.

Sec. 2.158. Membership; compensation;
chairman.
The members of the investment advisory com-
mittee shall be appointed by the city commission
on an annual basis and serve at the pleasure of
the city commission without compensation. The
chairman of the committee shall be appointed by
the city commission.

Sec. 2.159. Meetings.
(a) The investment advisory committee shall
meet at least once a month at a regularly sched-
uled time which is to be approved by the city
clerk. The committee may determine its own
vacation period not to exceed more than one (1)
cancelled meeting per year.
