R-2001- q-3 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA, ENDORSING THE STATE ROAD 7/U.S. 441 PLANNING INITIATIVE IN BROWARD COUNTY, FLORIDA; ESTABLISHING AS A HIGH PRIORITY ACCESSING FUNDING; REQUESTING THE BROWARD CONGRESSIONAL DELEGATION TO PURSUE 'EARMARKING" OF APPROPRIATE FEDERAL DISCRETIONARY PROGRAMS, INCLUDING BUT NOT LIMITED TO, TRANSPORTATION AND COMMUNITY SYSTEM PRESERVATION (TCSP) PROGRAM FUNDS TO SUPPORT AND FUND THE PLANNING INITIATIVES; AUTHORIZING THE CITY CLERKTO TRANSMIT COPIES OF THIS RESOLUTION; CASE NO. 8-MI-01; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS there is a clear and resent need to more close) coordinate land use p Y and transportation planning for the entire State Road 7 corridor in Broward County; and WHEREAS, a variety of discretionary federal and state funding sources are available for the corridor planning initiative, pending visible project endorsement by the local governments involved; and WHEREAS, the Broward County Metropolitan Planning Organization (MPO) and the South Florida Regional Planning Council (SFRPC) have prepared an Interlocal Agreement to jointly assemble funding for a State Road 7/U.S. 441 Corridor Planning Project; and WHEREAS, the Broward Congressional Delegation has expressed a willingness to pursue "earmarking" of appropriate federal discretionary programs, including but not limited 0 to Transportation and Community System Preservation (TCSP) program funds if local February 6, 2001 - Temp Reso #9268 2 Revision No. 1 - February 21, 2001 project endorsement is forthcoming; and WHEREAS, Florida Senatorial Office representatives have expressed a similar willingness to pursue other funding opportunities; and WHEREAS, the purpose of the Corridor Planning Initiative is to develop and implement a Comprehensive Action Plan to improve regional mobility and enhance the quality of life for area residents; and WHEREAS, expected components of the Comprehensive Action Plan are expected to include transit service enhancements, landscaping plans, access management, intersection improvements, sidewalk continuation, zoning code revisions, redevelopment initiatives and beautification of the entire corridor; and WHEREAS, the Director of Community Development recommends approval; and HEREAS, the City Commission of the City of Tamarac, Florida deems it to be in the best interests of the citizens and residents of the City of Tamarac to endorse the State Road 7/U.S. 441 Planning Initiative in Broward County, Florida and request the Broward Congressional Delegation to pursue "earmarking" of appropriate federal discretionary programs, including but not limited to, Transportation and Community System Preservation (TCSP) program funds to support and fund the Planning Initiative. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA: • 0 • • • February 6, 2001 - Temp Reso #9268 3 Revision No. 1 - February 21, 2001 SECTION 1: The foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this Resolution. SECTION 2: That the City Commission hereby endorses the State Road 7/U.S. 441 Planning Initiative in Broward County, Florida. SECTION 3: That the City Commission establishes as a high priority for accessing available federal and state discretionary funds for the project. SECTION 4: That the City Commission requests the Broward County Congressional Delegation to pursue "earmarking" of appropriate federal discretionary programs, including but not limited to, Transportation and Community System Preservation (TCSP).Program funds to support and fund the Planning Initiative. SECTION 5: The City Clerk is hereby authorized to transmit copies of this Resolution to Congressman Alcee Hastings, Congressman Robert Wexler, Congressman Peter Deutsch, Congressman E. Clay Shaw, United States Senator Bill Nelsen, United States Senator Bob Graham, the Broward County Legislative Delegation, the Broward County Board of County Commissioners, the Broward League of Cities, the Broward Counter Metropolitan Planning.Organization (MPO), the South Florida Regional Planning Cou eH-�.SFRPC), the City of Parkland, City of Coral Springs, City of Margate, City of Coconut Treek, City of North 'Lauderdale, City of Lauderdale Lakes, City of Lauderhill, City of Plantation, Town of Davie, City of Hollywood, City of Miramar, City of Pembroke Park, City of Hallandale, and any other interested person(s). February 6, 2001 - Temp Reso #9268 4 Revision No. 1 - February 21, 2001 SECTION 6: All resolutions or parts of resolutions in conflict herewith are hereby repealed to the extent of such conflict. SECTION 7: If any clause, section, other part or application of this Resolution is held by any court of competent jurisdiction to be unconstitutional or invalid, in part or application, it shall not affect the validity of the remaining portions or applications of this Resolution. SECTION 8: This Resolution shall become effective immediately upon its passage and adoption. PASSED, ADOPTED AND APPROVED this 281" day of February, 2001.
