R-99-- / 3 A RESOLUTION OF THE CITY COMMISSION AUTHORIZING THE APPROPRIATE CITY OFFICIALS TO PURCHASE TWO (2) VIDEO GRAB/PIPELINE DATA RECORDER DISPLAY SYSTEMS FROM CUES, INC., A SINGLE SOURCE MANUFACTURER, AS APPROVED IN THE FY99 BUDGET, IN AN AMOUNT NOT TO EXCEED $21,480.00, WITH FUNDING FROM THE APPROPRIATE UTILITIES OPERATIONAL ACCOUNT; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Maintenance Division maintains 140 miles of sanitary sewer mains, which require annual inspection and indexing for rehabilitation; and WHEREAS, inspection and indexing of the sanitary sewer mains is accomplished by the City's two (2) video and sealing vans; and WHEREAS, the City's two (2) video and sealing vans are manufactured by Cues, Inc.; and WHEREAS, the City Commission approved funds in the FY99 budget to purchase two (2) Video Grab/Pipeline Data Recorder Display Systems; and WHEREAS, the Director of Utilities has chosen to utilize Cues, Inc., a single source manufacturer (quote attached hereto as "Exhibit 1 ") as provided under City Code Section 6-155; and Temp. Reso. #8495, December 21, 1998 2 WHEREAS, the Director of Utilities recommends the purchase of two (2) Video Grab/Pipeline Data Recorder Display System from Cues, Inc.; and WHEREAS, the City Commission of the City of Tamarac, Florida, deems it to be in the best interest of the citizens and residents of the City of Tamarac to purchase two (2) Vide Grab/Pipeline Data Recorder Display Systems from Cues, Inc. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA: SECTION 1: The foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this resolution. SECTION 2: That the purchase of two (2) Video Grab/Pipeline Data Recorder Display Systems at an amount not to exceed $21,480.00, to be purchased from Cues, Inc., a single source manufacturer, is hereby approved. SECTION 3: That the City Commission approved funds in the FY99 budget for the purchase of two (2) Video Grab/Pipeline Data Recorder Display Systems. SECTION 4: All resolutions or parts of resolutions in conflict herewith are hereby repealed to the extent of such conflict. SECTION 5: If any clause, section, other part or application of this Resolution is held by any court of competent jurisdiction to be unconstitutional or 1 1 Temp. The system shall be a rugged rack mounted video titting/data acquisition system which has the capability of digitizing and storing single frames of video images as well as collecting, storing and printing pipe line inspection data for display and report generation. It shall be capable of printing pipeline inspection reports with captured images of defects or other related significant visual information on a standard ink jet color printer located in the inspection truck. Image Capture Selected digitized picture images shall be file compressed and stored on the system controller's hard disk drive. The compressed picture files shall be stored in a JPEG format and transferable by floppy disk to an external personal computer utilizing standard JPEG viewers and printers. A single 3112" floppy disk shall be capable of storing an average of 48 compressed color pictures per disk. Both units can incorporate the Datacap system without major modifications. Unit 4001 with the newer interior will be a easy rack mount install. Unit 466 will require the rack mounted computer be installed on the top of the electronics bay. The operator will still have easy access to the computer.
