CITY OF TAMARAC, FLORIDA
RESOLUTION NO. R-99_-_ 90
A RESOLUTION OF THE CITY COMMISSION TO
AUTHORIZE THE APPROPRIATE CITY OFFICIALS TO
PREPARE, SIGN, AND SUBMIT THREE APPLICATIONS TO
THE SOUTH FLORIDA WATER MANAGEMENT DISTRICT
FOR EDUCATION GRANT FUNDS IN THE AGGREGATE
AMOUNT OF $39,000; PROVIDING FOR CONFLICTS;
PROVIDING FOR SEVERABILITY; AND PROVIDING FOR
AN EFFECTIVE DATE.
WHEREAS, the South Florida Water Management District (SFWMD) provides grant
funds to agencies through its Water Resources Education Partner Program; and
WHEREAS, the grant funds are for educational programs that promote awareness,
knowledge and responsible action toward the management of South Florida's Water
Resources; and
WHEREAS, the City of Tamarac has a desire to provide educational programs
regarding South Florida's Water Resources to its citizens, particularly targeted towards the
senior citizens and school -aged children, and
WHEREAS, the City of Tamarac Utilities Department has developed three proposed
educational programs that meet the eligibility requirements for these grant funds; and
WHEREAS, the SFWMD grants require a minimum match of 25%; and
WHEREAS, the total cost of the three educational programs developed by the
Utilities Department is $39,000, which if fully funded, would require a City match of $9,750;
and
WHEREAS, the deadline for applications for SFWMD educational grant funds is
May 28, 1999; and

WHEREAS, the applications for SFWMD educational grant funds requires approval
by the City Commission of the City of Tamarac; and
WHEREAS, it is the recommendation of the Director of Utilities that the City
Commission authorize the appropriate City Officials to prepare, sign, and submit three
applications to the South Florida Water Management District for education grant funds in
the aggregate amount of $39,000 (attached as "Exhibits 1, 2 and 3"); and
WHEREAS, the City Commission of the City of Tamarac, Florida, deems it to be in
the best interest of the citizens and residents of the City of Tamarac to authorize the
appropriate City Officials to prepare, sign, and submit three applications to the South
Florida Water Management District for education grant funds in the aggregate amount of
$39,000.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF TAMARAC, FLORIDA:
SECTION 1: The foregoing "WHEREAS" clauses are hereby ratified and
confirmed as being true and correct and are hereby made a specific part of this resolution.
SECTION 2: That the appropriate City Officials to hereby authorized to
prepare, sign, and submit three applications to the South Florida Water Management
District for education grant funds in the aggregate amount of $39,000 (attached as
"Exhibits 1, 2 and 3").
SECTION 3: All resolutions or parts of resolutions in conflict herewith are
hereby repealed to the extent of such conflict.
SECTION 4: If any clause, section, other part or application of this
Resolution is held by any court of competent jurisdiction to be unconstitutional or invalid,
in part or application, it shall not affect the validity of the remaining portions or applications
of this Resolution.

Construction of a Biscayne Aquifer Model
Detailed Project Description
Project Scope:
The program will focus on presentations to senior homeowner associations on the
need to protect water resources. The use of the aquifer model will emphasize to the
target audience the inter -connection between surface activities and protection of
groundwater quality. Following the presentations, airboat tours of the Everglades
will be scheduled for those interested in further study. The cost of these tours will be
partially funded by this grant.
Project Plan:
Prior to the receipt of funding:
• ■ Bids will be solicited from Architectural Model Makers for the construction of the
Aquifer Model.
■ The in-house Engineering Department of the City of Tamarac will design the
model using artist renderings of the Biscayne Aquifer. The model will incorporate
urban areas and the Everglades to demonstrate the effect both have on
groundwater quality and our environment.
■ All City procedures for the start of the project will be completed prior to the
District's funding in October.
Upon receipt of the funding:
The contract for the construction of the model will be awarded with a goal of
having the work completed by January.
While the model is being constructed, a water resource presentation will be
developed and scheduled. The first homeowner's presentation will be made to
the President's Council, a group with representatives of all homeowner
associations in the City. From there, presentation will be scheduled at various
associations throughout the City with an emphasis on the associations of the
seniors -only communities. Most of the senior communities schedule activities for
their residents and welcome visits from City representatives.
■ The City's Public Information Office will market the program to the target
audience. Articles will be published in the citywide newsletter offering the
program. It will be advertised on the City's web site and on the local cable
system's local -access channel. All advertising will stress the District's support
and funding of the program.
■ Information packets on the Florida water resources will be developed using,
whenever possible, District literature.
■ Following the oral presentations, the City will offer a day trip for seniors to view
the Everglades on airboats to emphasize its uniqueness. The cost of these tours
will be subsidized by the grant.
■ While not in use for presentations, the aquifer model will be displayed in City
Hall.
■ Although senior citizens are the focal point of this project, the aquifer model will
also be used for presentations to school groups, the Chamber of Commerce, and
for other similar functions.
Cost Effectiveness:
With a population of just over 50,000 people, this program will cost less than twenty
cents per resident. Targeting only the seniors in the community raises the cost per
resident to approximately forty cents.
Target Audiences:
In the 1990 census, 47.6% of the population of Tamarac (44,822 at that time) was
over 65. The current population is over 50,000. The current median age is 57.1.
This is the target audience. There are more than ninety homeowner associations in
the City.
Geographic Areas:
The program is intended for residents of Tamarac in Broward County.
Experience/Qualifications/References:
The Director of Utilities received the Environmental Educator Award from the EPA
Region I in 1997. He has worked in the water utility industry since 1982. The
Laboratory Manager has eight years water quality and is responsible for the wellfield
protection program for the City.

Development of Water Resource Information for Children in a Comic -Book
Style Framework
Detailed Project Description
Project Scope:
The Tamarac Utilities Department has created Hydroman, a caped costumed
superhero, and his side -kick Drop, who make appearances at City events to
promote the efficient use of water and protection of the environment. To
reinforce his message, Hydroman gives away pencils, water conservation
stickers and AWWA materials.
However, the materials that are given to the children are generic in nature. They
do not refer to the South Florida water environment, and the specific issues that
face the South Florida water environment are not
framed or discussed.
In order to specifically connect Hydroman, the
Tamarac Utilities Department and South Florida water
resources information with the lower primary -aged
children, the age group that responds most favorably
to the Hydroman image, the City of Tamarac is
proposing to develop and produce a comic book style
information booklet. The booklet would have a story
line involving water resources and the protection of
the environment, and include water related games
and puzzles. The booklet would be given to the
children by Hydroman at his appearances.
The City of Tamarac believes that the specific information given in booklet form
would lead to a better awareness of the water resource issues facing South
Florida. The presentation in a comic book style booklet would present the
material in a manner that would be attractive to the lower primary aged children,
providing enticing reading material, and enhancing the comprehension of the
information.
The information developed by this program would increase water resources
awareness by school -aged youth, and minority populations of school aged
youth, successfully addressing FY2000 Project Categories Numbers #1 and #4,
Continue Extra Curricular Educational Experiences for School Age Youth and
Increase Water Resource Awareness, Understanding and Action by Minority
Populations.
Project Plan:
Following successful award of a Water Resources Education Partner Program
Grant for this educational program, the Hydroman/ superhero story plot and the
other information would be developed and scripted by the City of Tamarac
Utilities Department staff, using water resource information available from the
SFWMD and other sources. The services of a commercial computer animator
would then be contracted to develop the illustrations and layout for the booklet.
The booklet would include appropriate acknowledgements and credit for the
SFWMD and Water Resources Education Partner Program.
Following the completion of the booklet layout and content, approximately 1000
booklets will be printed in multiple color format. The SFWMD will be sent an
appropriate number of the brochures, and the rest distributed through the
appearances of and presentations by Hydroman.
Payment for the program by the SFWMD will follow the printing of the booklet
once the actual total costs are known; the SFWMD will have a single payment to
the City of Tamarac.
Cost Effectiveness:
It has been demonstrated in numerous studies that children read and understand
what interests them. Material that is currently available, while being good
information, does not generally capture the children's attention. If the material on
water resources can be presented in a style and fashion that is attractive to them,
such as within a comic book style format and coupled with a presentation by a
superhero, the children may be enticed to read the material and retain the
information. This is the purpose of this project.
There are essentially two major costs for this proposed project: the cost of
computer illustration and the cost of printing. The cost of illustration has been
estimated at $6,000 and the cost of initial printing at $4,000, for a total cost of
$10,000. The costs of developing the information and story scripting, and the
costs of distribution by City staff and Hydroman are not included in the cost of the
project. Future printing and other costs would be the responsibility of the City of
Tamarac. The proposed cost sharing is $7,500 by the SFWMD and $2,500 by
the City of Tamarac.
Target Audience:
The target audience for this material is lower elementary school aged children. It
has been shown that material and values presented and understood at this age
level remains with the child throughout their life and can guide future
understandings and actions. An effective message regarding the need to be
aware of protecting water resources and the environment can positively affect the
children's awareness of environmental issues.
School -age children have had tremendous positive response to Hydroman.
Being able to capitalize on that popularity with direct water resource information
is the goal of this proposed program.
It is anticipated that the material developed by this program will be presented to
the children by the costumed Hydroman, heightening the children's excitement to
receive the information.
Geographic Areas:
This proposed program would affect school -aged children in Tamarac, located in
the northwestern area of Broward County. This area is located in close
proximity to the eastern edge of the Everglades.
Experience/Qualification/References:
• The City of Tamarac has never undertaken a project similar to this proposed
project. However, the City staff, particularly the Utilities Department staff, has a
wide knowledge of water resources information and recognizes the issues, and
the need to better educate the public on water supply issues. In partial response,
the staff has created Hydroman, who talks to children about protection of the
environment. The Utilities Director received the Environmental Educator Award
form the EPA Region I in 1997. The City currently creates, prints and distributes
a number of publications on a monthly, bi-monthly, quarterly and annual basis.

WATER RESOURCES EDUCATION PARTNER PROJECT

Water Conservation and Education Project
Project Scope
The goal of this demonstration project is to enhance awareness and conservation
of water resources amongst senior residents by identifying inefficient household
water usage, installation of water —saving devices, and individual education and
instruction regarding practical, daily water conservation techniques. Although
water conservation has been discussed and advocated by Utilities personnel and
regional water authorities for many years, its efficacy is often determined by a
variety of factors. Periods of drought will often dramatically capture the attention
of the consuming public. On an ongoing basis, however, strategies based upon
issues that age groups or economic status have served as effective education
tools.
The applicant, the City of Tamarac Utilities Department (CTUD) will offer
residential water audits to 400 senior households at no expense. The intent of
the project is to encourage seniors, who are often living on fixed incomes, to take
the initiative to conserve water and decrease their utility expense. If funded, the
project will address the FY2000 category #5, Increasing Water Awareness,
Understanding and Action by Senior Citizens.
Project Plan:
Upon notification of award, CTUD will begin the process of randomly identify the
households through its utility billing system, with selection based upon above
average consumption. The city's Public Information will assist in marketing the
project to senior residents throughout the city.
After identifying the households to be served, CTUD will contact potential
participants by mail and provide additional information regarding the service to be
offered. After confirmation of interest, CTUD will schedule respondents for
individual visits to conduct the audit. It is generally acknowledged that a one -to
one dialogue with customers, in particular senior citizens, is the most effective
method to enhance compliance with new techniques or protocols.
Concurrently, CTUD will initiate the procurement process required to obtain the
water -saving devices and education materials to be installed and /or distributed
fa
. in the households. Lastly, CTUD will review its customer database to identify
potential participants, and begin mailings to confirm interest and cooperation.
The site visit will focus on water conservation practices. The first step will entail
interviewing the customer regarding his/her water consumption. After providing
educational information to the customer, a staff person will install the devices i.e.
low -flow showerheads, toilet tank displacement device, leak detection tablets,
and inspect toilets for possible leaks. Educational brochures provided by CTUD
and SFWMD will be reviewed throughout the visit to reinforce the technical
information disseminated throughout the site visit. The customer will be
instructed of the potential benefit of each device installed, and of the need for
consistent application of the practices learned.
A review and analysis of actual consumption will be under taken at three and six
month intervals after installation of the devices. A final follow-up survey will be
undertaken one year after installation of the device to determine if a) the device
is in use and b) conservation practices were still being followed.
In summary, the project timeline is as follows:
August - September 1999

The applicant will report quarterly on the programmatic and fiscal progress of the
project. The proposed payment schedule for the project will be as follows:

The applicant will obtain the approval of SFWMD prior to the issuance of all
press releases, as well as for the distribution of all printed material. Further, the
agency name or logo will be affixed to all material purchased with grant funds to
establish the identity of the funding source.
Cost Effectiveness:
The principal expenses for this project are personnel ($5,764), water
conservation devices ($10,000) and other operating expenses ($3,236). This
effectively establishes a unit cost of approximately $47 per household. It is the
objective of CTUD to demonstrate that the audit is a cost effective opportunity to

the water conservation issues that affect the region.
Target Audience:
The target audience for this project are the senior citizens of the City of Tamarac.
The number of senior citizens living within the City is significant, with
approximately 48% of the population over the age of 65 (1990 Census). The
objective is to reach approximately four hundred senior households. Seniors are
likely to be more aware of living within one's means, whether it is the household
budget or water resources. Seniors in our community have typically reached
retirement status, facilitating the task of identifying and scheduling households for
site visits.
Geographic Area:
Tamarac, a city twelve (12) miles square, is one of twenty-nine municipalities in
Broward County. It lies between the Everglades Conservation area and the
Atlantic Coastal Ridge. Incorporated in 1963, Tamarac is a full service city with a
population of 51,400.
Experience/Qualifications/References
Although the department has never undertaken a project of this nature, it has
demonstrated experience in serving water consumers, and an extensive
knowledge of concerns voiced by Tamarac residents regarding water
consumption. The Utility Department utilizes community forums and
publications, neighborhood publications, and billing inserts to regularly inform its
customers on water issues ranging from backflow prevention to water quality.
