RESOLUTION NO. R-99�
A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF TAMARAC, FLORIDA, AUTHORIZING THE
APPROPRIATE CITY OFFICIALS TO SEEK GRANT
FUNDING FROM THE FLORIDA DEPARTMENT OF
TRANSPORTATION, IN THE AMOUNT OF $75,000 FOR A
TOTAL PROJECT COST OF $150,000 IN ORDER TO
PROVIDE LANDSCAPE AND IRRIGATION IMPROVEMENTS
ALONG COMMERCIAL BOULEVARD; AUTHORIZING THE
CITY CASH MATCH OF $75,000 TO BE ALLOCATED FROM
THE GRANTS MATCHING ACCOUNT; PROVIDING FOR
CONFLICTS; PROVIDING FOR SEVERABILITY; AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City of Tamarac maintains median strips within Florida Department
of Transportation sections of Commercial Boulevard between University Drive and
Prospect Road; and
WHEREAS, the existing landscaping within Commercial Boulevard medians need
to be enhanced from Rock Island Road to Prospect Road; and
WHEREAS, the Florida Department of Transportation can fund beautification
projects on Florida Department of Transportation owned roads with an equal match from
the City; and
WHEREAS, the City Commission of the City of Tamarac is willing to match the grant
request of $75,000 with local funds in the amount of $75,000; and
WHEREAS, the Public Works Director recommends that the City apply for the
Florida Department of Transportation Highway Beautification Grant, attached hereto as
Temp. Reso. #8508

WHEREAS, the City Commission of the City of Tamarac deems it to be in the best
interests of the of the citizens and residents of the City of Tamarac to apply for a Highway
Beautification Grant from the Florida Department of Transportation.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF TAMARAC, FLORIDA THAT:
SECTION 1: The foregoing "WHEREAS" clauses are HEREBY ratified
and confirmed as being true and correct and are HEREBY made a specific part of this
Resolution.
SECTION 2: The appropriate City officials are HEREBY authorized to seek grant
funding from the Florida Department of Transportation in the amount of $75,000 with a
cash match of $75,000 for a total project cost of $150,000 and complete all necessary
actions.
SECTION 3: All resolutions or parts of resolutions in conflict herewith are HEREBY
repealed to the extent of such conflict.
SECTION 4: If any clause, section, other part or application of this Resolution is
held by any court of competent jurisdiction to be unconstitutional or invalid, in part or
application, it shall not affect the validity of the remaining portions or applications of this
Resolution.
SECTION 5: This Resolution shall become effective immediately upon adoption.

General Instructions: Please complete all items in this application following specific
instructions carefully. All attached typed pages must be 8 1/2" X 11"; attached sketches, plans
and maps must be no larger than 2' X 3' and at an appropriate scale with appropriate legends.
When completed, 9 copies of the application form and 9 copies of all required sketches, plans,
cost estimates and resolutions should be delivered -to the appropriate District Maintenance
Engineer (addresses are on the last page) no later. than February 1 of each year. Please keep
at least 2 copies, with original signatures, of all materials in your files; these will be needed if
you are awarded a grant (to be attached to the Maintenance and Grant Agreements). If you have
any questions, please call the appropriate District Maintenance Engineer for assistance.

governmental body which will sign the Maintenance and Grant Agreements in the event the
project is awarded a Grant. The Florida Highway Beautification Council will review the data

APPLICANT ASSURANCES: The person preparing this Application should initial each of the
following to indicate that the Application is complete. Each of these items should be contained
in a resolution, passed by the local govermnent's governing body, which approves the
application and authorizes the chief executive officer of the local government to execute
agreements and documents associated with the grant.
If Applicant is a local Highway Beautification Council, evidence of local government
approval of this application is attached. (Resolution #1)
The Application is being transmitted to the District Maintenance Engineer who maintains
the state highway section for which the Project is planned.
All requested items (location map; a written project description; a conceptual perspective
sketch of the project; detailed list of plant materials and fertilizers; detailed cost information for
Eligible and Applicant costs; and detailed design and construction plans) are attached and
match the summary information contained in the application form.
The project meets all the Department of Transportation requirements for safety as related
to the placement of plant materials within the right-of-way, line of sight obstructions, and sight
distance (per Index 700 and the Department's Guidelines for Landscaping Along State

0 The local governing body agrees to execute the attached Maintenance and Grant
Agreements, modified only to include the details of the responsibilities of both the Department
and the local government appropriate to this project if a grant is awarded. (Resolution #2).
The local governing body understands the attributes to be used by the Highway
Beautification Council to prioritize all projects (listed in the last section of this form), and has
addressed all those attributed to the maximum extent possible.

SUFFICIENCY DETERMINATION: This ,section is to be completed by the appropriate
District Maintenance Engineer within 60 calendar days after receipt; then, S of the 9 copies
should be mailed to the Council's Staff Coordinator (see attached list). Agreement that the
Application is sufficient means that the Application and all attachments are complete and appear
accurate; all safety, sight obstruction, and sight distance criteria have been met; the Department
Landscaping Guidelines have been followed; and a proper resolution(s) is included. If the
Application must be sent back to the Applicant, please send a copy of the transmittal letter to
the Staff Coordinator; clearly stating why it is being returned.

Attached is an Application Form and all the related materials which are needed to
apply for a Florida Highway Beautification Council Grant. This application has
been revised in order to eliminate confusion experienced with the previous format. If
you have any questions after reviewing the following "hints" and Application, please
do not hesitate to contact the staff coordinator.

- Please give a complete address of the Contact Name (street number and name or
post office box, city, and zip code) and phone number on the lines provided.
- Please be sure the principal contact (Contact Name) signs the application at the
bottom of page 1.
Pave 2 of the Application Form:
- The more complete the information provided in the Project Desctiption, the better
the Council will understand your project. Photographs of the existing roadway will
certainly help!
- Please give both the. U.S. and S.R.(State Road) Numbers separated by a slash (n,
if both exist. if only one exists, please circle either "U.S." or "S.R.#" to indicate
which numbers you are giving.
- The "Total EligibletCosts" must be no greater than 50% of the Total Project
Cost.

The following information will help you in completing the page 2 cost summaries:
Step 1. Tabulate detailed cost information for all items you are including in your
beautification project. Take those costs which could be paid for with a grant (i.e., the
three items that are listed under "Summary of Eligible Costs") and write the total on
the line for "Total Eligible Costs."
510 2. From your detailed cost tabulations, prepare a listing of those costs which
cannot be paid for by a grant ("Summary of Applicant Matching Costs.") Do not
include design fees or any other expenditure incurred prior to the award of the
grants. State law does not allow payment or credit (for a match) for work performed
before a project is awarded and all agreements are signed.
Stp 3. Add the totals obtained from Steps 1 and 2. Place this total on the line
Tota�ieet Cost.
Step 4. Compare the totals from Steps 1 and 3. The "Total Eligible Costs" amount
should not be greater than the "Total Applicant Matching Costs" as this program
requires a 50/50 match or greater for the Applicant.
Labor costs should be detailed and include information on the type of labor
and the costs, if any. This should show what type of labor it is (i.e. government
forcers, contract, volunteer, etc.), with an appropriate cost breakdown (i.e., hourly
rates). You can count all volunteer labor (after the agreements are signed), no
matter what they contribute to the project. .
- Under "Estimate of Applicant annual Maintenance costs" enter the appropriate
figures for water, sprinkler/irrigation system, landscaped areas and safety. Enter
these total estimated maintenance costs on the "Total Estimated Costs" line. These
costs are unrelated to the costs calculated in Steps 1 through 4 and are used only as an
indication of how extensive the maintenance will be for the project. This should
provide the local government officials an idea of the expected maintenance costs if
they are awarded a grant for this project.
- The services of a Registered (Florida) Landscape Architect are not required. In
conformance with Section 481.329(7), Florida Statutes, "Persons who perform
landscape architectural services not for compensation, or in their capacity as
employees of municipal or county governments, shall not be required to be
licensed...."

note, two separate resolutions are not necessary. Both the Authorization for
Application and the Guarantee for Signing the Agreements by the local government
can be included together in a single resolution. The deadline for submitting your
project to the appropriate District Maintenance Engineer is February I each year.
You are encouraged to begin working Z& with your District Maintenance Engineer
on the proposed project. The Florida Department of Transportation is very
interested in beautifying the state highways and will assist you as much as possible to
help get your project "in the ground!"

Commission Meeting:
Application for Highway
Beautification Grant.
Recommendation:
The Director of Public Works requests that the City Manager place the application to the
Florida Department of Transportation seeking a Highway Beautification Grant for
Commercial Boulevard between Rock Island Road and Prospect Road on the Agenda
of the City Commission Meeting scheduled for January 27, 1999.
Issue:
To beautify and improve median landscaping and irrigation on Commercial Boulevard
with an appropriate, low maintenance, resource efficient landscape design that
• incorporates the use of wild flowers, native species and/or naturalized plant materials.
Background:
The City of Tamarac currently maintains the median strips on Commercial Boulevard.
The median strips abut Florida Department of Transportation rights -of way, making
them eligible for Highway Beautification Grant funding.
Commercial Boulevard has no irrigation from Rock Island Road east to Prospect Road
and landscaping is either poor or non-existent. The poor condition of the current
landscaping greatly reduces the overall aesthetic value.
This project is phase two of a two phase project that began last year when the City
applied for and received grant funding from the Florida Department of Transportation for
landscaping and irrigation improvements on University Drive from Southgate Boulevard
to Commercial Boulevard and on Commercial Boulevard from NW 64th Street to Rock
Island Road. This grant, along with the appropriate City match, will allow us to complete
the remaining portion of Commercial Boulevard.
