CITY OF TAMARAC, FLORIDA
RESOLUTION NO. JJ- a V3
A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF TAMARAC, FLORIDA, SUPPORTING THE KYOTO
PROTOCOL ON CLIMATE CHANGE AS A MEANS TO
REDUCE GREENHOUSE GAS EMISSIONS AND STABILIZE
THE GLOBAL ATMOSPHERE; DIRECTING THE CITY CLERK
TO SEND A COPY OF THE RESOLUTION TO SENATORS
BOB GRAHAM AND CONNIE MACK TO ASSIST IN
RATIFICATION OF THE KYOTO PROTOCOL AGREEMENT IN
THE U.S. SENATE; PROVIDING FOR CONFLICTS;
PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the United Nations' Intergovernmental Panel on Climate Change
("IPCC")
has concluded that the
global climate
is warming and
has
projected an
increase
in global mean surface
temperatures
possibly leading
to
an increased
incidence of hurricanes, heat waves, sea level rise and Tropical diseases in Florida; and
WHEREAS, Greenhouse Gas Emissions have a negative effect in the
environment and is anticipated to have a negative impact on the quality of life of future
generations; and
WHEREAS, on December 11, 1997, the United States, the European Union and
Japan entered into an agreement called "The Kyoto Protocol" to begin the process of
addressing climate change subject to ratification of the U.S. Senate; and

WHEREAS, the Kyoto Protocol provides for the United States to reduce carbon
emissions by 7 percent below the 1990 levels by the year 2012.
WHEREAS, the City Commission of the City of Tamarac, Florida deems it to be
in the best interest of the citizens and residents of the City of Tamarac to support the
Kyoto Protocol on climatic change.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF TAMARAC, FLORIDA:
SECTION 1: The foregoing "WHEREAS" clauses are hereby ratified and
confirmed as being true and correct and are hereby made a specific part of this
Resolution.
SECTION 2: The City Commission of the City of Tamarac supports the Kyoto
Protocol on climatic change as a means to reduce Greenhouse Gas Emissions and
stabilize the global atmosphere as a step towards maintaining the health and quality of
life for future generations.
SECTION 3: That the City Clerk is directed to send a copy of this resolution to
Senators Bob Graham and Connie Mack urging their assistance in ratifying the Kyoto
Protocol agreement in the U.S. Senate.

SECTION 4: All resolutions or parks of resolutions in conflict herewith are hereby
repealed to the extent of such conflict.
SECTION 5: If any clause, section, other part or application of this Resolution is
held by any court of competent jurisdiction to be unconstitutional or invalid, in part or
application, it shall not affect the validity of the remaining portions or applications of this
Resolution.
SECTION 6: This Resolution shall become effective immediately upon its
passage and adoption.
