R-99- � 44 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA, AUTHORIZING THE APPROPRIATE CITY OFFICIALS TO ACCEPT GRANT FUNDING FROM THE FLORIDA COMMITTEE ON GENERAL GOVERNMENT APPROPRIATIONS HOUSE BILL # 1789, SPECIFICALLY APPROPRIATION # 1746A FOR AN IN -KIND MATCHING GRANT IN THE AMOUNT OF $60,000 FOR A TOTAL PROJECT COST OF $95,000 FOR THE ADDITION OF A "TECHNICAL RESCUE SUPPORT TEAM", TO PROVIDE SPECIALIZED SUPPORT FOR TECHNICAL RESCUE INCIDENTS, AUTHORIZING THE CITY IN -KIND MATCH OF $35,000 TO BE ALLOCATED FROM THE EXISTING FIRE RESCUE EQUIPMENT; AMENDING THE GRANTS FUND ESTIMATED REVENUES AND EXPENDITURES IN THE AMOUNT OF $60,000; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY, AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the expansion of the City of Tamarac population, structures and facilities have increased the number of areas where specialized rescue technologies are needed; and. WHEREAS, the City of Tamarac has for some time experienced Confined Space and Technical Rescues in different locations throughout the city; and WHEREAS, the Tamarac Fire Rescue Department currently uses the Sunrise Technical Rescue Team and the Broward County Special Operations Team for technical rescues, causing a delay in patient care and a delay in the mitigation of the incident; and WHEREAS, the City Commission of the City of Tamarac desires to provide its residents a higher level of service by enhancing services provided by the Tamarac Fire Rescue Department through the creation of a Technical Rescue Support Team; and Temp.Reso. #99-8645 Page 2 09/21 /99 WHEREAS, the attached document (attachment A), describes the existing equipment the City of Tamarac will provide in order to satisfy the grant requirements; and WHEREAS, the City can use existing Tamarac Fire Rescue Department personnel and equipment for the in -kind matching portion of $35,000; and WHEREAS, the grant funding will allow the Tamarac Fire Rescue Department to provide technical rescue support for incidents such as Confined Space, Collapse, High Angle and Trench Rescues; and. WHEREAS, the Fire Chief recommends approval of this request; and WHEREAS, the City Commission of the City of Tamarac, Florida has deemed it to be in the best interests of the citizens and residents of the City of Tamarac to enhance the capabilities and services provided by the Tamarac Fire Rescue Department by authorizing the appropriate City officials to accept grant funding from the Florida Committee on General Government Appropriations for a total project cost of $95,000, with an in -kind matching grant in the amount of $35,000 provided by the City of Tamarac; and WHEREAS, available funds exist in the Fire Rescue Fund for said purpose. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA: SECTION 1: The foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this Resolution. 1 1 I 1 Temp.Reso. #99-8645 Page 3 09/21 /99 SECTION 2: The appropriate City officials are hereby authorized to accept in -kind grant funding in the amount of $60,000 from the Florida Committee on General Government Appropriations, and authorize the use of existing Fire Rescue Department equipment and personnel to provide $35,000 in matching funds for a total project cost of $95,000, and complete all necessary actions. SECTION 3: The City Commission authorizes the appropriate City Official to amend the Grants Fund budget of estimated revenues and expenditures in the amount of $60,000 and appropriate said funds including any and all subsequent budgetary transfers to be in accordance with proper accounting standards. SECTION 4: All resolutions or parts of resolutions in conflict herewith are hereby repealed to the extent of such conflict. SECTION 5: If any clause, section, other part or application of this Resolution is held by any court of competent jurisdiction to be unconstitutional or invalid, in part or application, it shall not affect the validity of the remaining portions or applications of this Resolution. f. 7 1 SECTION 6: passage and adoption.
