A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF TAMARAC, FLORIDA AUTHORIZING THE
APPROPRIATE CITY OFFICIALS TO EXECUTE THE
FLORIDA RECREATION DEVELOPMENT ASSISTANCE
PROGRAM GRANT APPLICATION TO THE FLORIDA
DEPARTMENT OF ENVIRONMENTAL PROTECTION IN THE
AMOUNT OF $102,500 FOR A TOTAL PROJECT COST OF
$205,000 IN ORDER TO PROVIDE THE RESIDENTS AND
VISITORS ENHANCED PARKS AND RECREATION
PROGRAMS AT CAPORELLA PARK; AUTHORIZING THE
CITY CASH MATCH OF $102,500 TO BE ALLOCATED
FROM THE GRANTS - MATCHING ACCOUNT; PROVIDING
FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City Commission of the City of Tamarac desires to provide its
residents and visitors a higher level of service by enhancing and improving its outdoor
recreation facilities and environment; and
WHEREAS, the Florida Department of Environmental Protection, through the Florida
Recreation Development Assistance Program (FRDAP), provides grants to local
governments to acquire or develop land for public outdoor recreation; and
WHEREAS, the City of Tamarac is submitting an application to the Florida
Department of Environmental Protection for the Florida Recreation Development Assistance
Program grant, attached hereto as Exhibit A; and
WHEREAS, the City Commission of the City of Tamarac has an on -going program of
public participation through the activities of the Tamarac Parks and Recreation Board; and

WHEREAS, the Tamarac Parks and Recreation Board recommends the
improvements that will be accomplished if the grant were awarded to the City of Tamarac;
and
WHEREAS, it is requirement of the grant program that a public meeting regarding
the proposed development of Caporella Park be held; and
WHEREAS, a public meeting regarding the proposed development of Caporella Park
is scheduled to be held on September 14, 1999; and
WHEREAS, the City Commission of the City of Tamarac, Florida is willing to match
the grant request of $102,500 with local funds in the amount of $102,500; and
WHEREAS, the enhancements of Caporella Park include a new parking area,
restrooms and a new bridge which are part of the Proposed FY 00 Five Year Capital
Improvement Program; and
WHEREAS, it is a requirement of the grant program that this Resolution be adopted
and become an official part of the application; and
WHEREAS, the City Manager and Director of Parks and Recreation recommend
approval; and
WHEREAS, the City Commission of the City of Tamarac, Florida deems it to be in
the best interests of the citizens and residents of the City of Tamarac to enhance recreation
and park facilities; and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF TAMARAC, FLORIDA:

Section 1: The foregoing "WHEREAS" clauses are hereby ratified and confirmed as
being true and correct and are hereby made a specific part of this resolution.
Section 2: The City Manager is hereby authorized to execute the Florida Recreation
Development Assistance Program grant application for $102,500 from the Florida
Department of Environmental Protection and a City match of $102,500 for a total project
cost of $205,000, attached hereto as Exhibit A.
Section 3: The appropriate City officials are hereby authorized to allocate the City cash
match of $102,500 from the Grants Matching Account.
Section 4: All resolutions or parts of resolutions in conflict herewith are hereby repealed
to the extent of such conflict.
Section 5: If any clause, section, other part of application of this Resolution is held by
any court of competent jurisdiction to be unconstitutional or invalid, in part or in application,
it shall not affect the validity of the remaining portion or applications of this Resolution.

E. Briefly describe the physical characteristics of the project. Include land resources, vegetation, fish
and wildlife, historical, archaeological resources, previous land usage and transportation access
as well as other pertinent infortnation.
Caporella Park is a 9-acre community park located in the most eastern and oldest section of
Tamarac. It contains a lake, 1-mile walkway, a paved parking lot, playground and a fishing pier.
The park is bordered by a housing development on the north, and an industrial park on the east.
The south border is Commercial Boulevard, one of the most traveled thoroughfares in the county.
The housing developments surrounding the Park are a mixture of senior citizens and families with
children.

Caporella Park is a 9-acre community park located in the most eastern and oldest section of
Tamarac. It contains a lake, 1-mile walkway, a payed parking lot, playground and a fishing pier.
The park is bordered by a housing development on the north, and an industrial park on the east.
The south border is Commercial Boulevard, one of the most traveled thoroughfares in the county.
The housing developments surrounding the Park are a mixture of senior citizens and families with
children.

Caporella Park's first phase is now in progress. Phase two includes the following:

These new amenities will enhance the use of the park, as well as improve its aesthetics. When these two phases are
completed the park will contain a fishing pier, playground, security lights, new bridge, new parking area and rest rooms.
The first phase was completed with the aid of a State Grant. The next phase will also include a State Grant application.

2. A. Explain how the proposed project would address one or more of the issues
or goals identified in the State Comprehensive Outdoor F;ecreation Plan.
The City of Tamarac is committed to providing residents with an adequate inventory of
parks and open space and a diversified program of recreational opportunities. The
Caporella Park Improvement Project is the latest example of that commitment to our
residents. This is consistent with several of the goals and their respective policies
outlined in the 1994 State Comprehensive Outdoor Recreation Plan (SCORP). The
state plan identifies seven major areas with goals relating to outdoor recreation;
Education, Water Resources, Coastal and Marine Resources, Natural Systems and
Recreation Lands, Land Use, Cultural and Historical Resources and Tourism.
Natural Systems and Recreational Lands and Land Use, two of the seven areas, further
enumerate goals and policies as they relate to recreation areas. (SCORP, Addendum
A9.1-A9.2) These policies have been incorporated into the City of Tamarac
Comprehensive Plan as goals, objectives and policies in the Recreation and Open
Space Element. (Exhibit B-2)
STATE COMPREHENSIVE OUTDOOR RECREATION PLAN
Acquire, retain, manage and inventory public lands to provide recreation, conservation,
and related public benefits.
Expand state and local efforts to provide recreational opportunities to urban areas,
including the development of activity -based parks. •
Encourage the use of public & private financial and other resources for the development
of recreational opportunities at the state and local levels.
Enhance the liveability and character of urban areas through the encouragement of an
attractive and functional mix of living, working, shopping and recreational activities.
Acquire & manage public lands to offer visitors and residents increased outdoor
recreational experiences.
CITY OF TAMARAC COMPREHENSIVE PLAN
Objective 1: The City will continue to develop a system of parks throughout the City.
Objective 2: The City will meet the open space needs of the citizens by providing for
passive recreation. These may consist of open space, road right-of-ways, power line
right-of-ways, and canal maintenance easements. The provision of resources shall be
coordinated between the public and private sectors.
The City of Tamarac has three community parks; Tamarac Park, Tamarac Sport
Complex, Caporella Park and one neighborhood park, Veteran's Park. Tamarac Park
and Tamarac Sports Complex are recreation and sport oriented with playing fields,
playgrounds and other amenities. Veteran's Park, a water oriented park located along

Cypress Creek Canal, has a boat ramp and picnic area. Caporella Park is a passive
park, the only park located in the east area of the City. (See Exhibit B-3, plan map)
Over the last year the Parks and Recreation Department has made considerable
improvements to Caporella Park with the assistance of Florida Recreation Development
Assistance Program (FRDAP) grant funds. A playground and fishing pier have been
installed, expanding the uses of the park. A majority of the park also has new security
lighting, again with the assistance of FRDAP grant monies. The City Manager has
recommended a Parks and Recreation Department Capital Improvement Project funding
request for FY 00 for further development of Caporella Park.
The proposed project will offer a larger variety of recreational opportunities to the
eastern area of Tamarac. The new bridge will complete a 1-mile path, making it one
continuous exercise trail. It may also be utilized for fishing in the 7-acre lake. The rest
room facilities will make the park available for usage for longer periods of time, as well
as allow the Parks and Recreation Department's approximately 200 youth summer
campers to use the park for various programs. The expanded parking area will allow
more people to use the park at one time.
The Caporella family donated the land for the park in 1979, stipulating that it should be
used for a public park or other recreational purposes. In the past few years, the family
donated some funds to erect a sign and keep the name of the park as Caporella Park
through 2019. The Parkas and Recreation Department is pursuing all options to finance
improvements to this park, including the Florida Recreation Development Assistance
Program grant.

VI. RECREATION AND OPEN SPACE ELEMENT
GOAL:
The City of Tamarac intends to meet the need for open space and recreation sites. The City will
continue to provide and maintain, for all residents of Tamarac, an adequate inventory of parks and
open space and a diversified program of recreation opportunities.
Objective 1 The City will continue to develop, through the Planning period, a system of parks
throughout the City.
Policy 1.1 The Parks and Recreation Land Level -of -Service Standard for improved recreation
sites in the City of Tamarac shall be the following:
Public Recreation Sites: 1997 - 1.3 acres per 1,000 population; 1999 - 2.3
acres/1000 population; 2003 - 3.0 acres/1000 population..
Private Recreation Sites: 3.5 acres per 1,000 population, exclusive of stormwater
management area; up to 30 percent of this requirement may be met by golf course
land.
Policy 1.2 Level of Service standards for recreational facilities for the City of Tamarac shall

Policy 1.3 The City will consider its public lands for joint use as recreational facilities during
the planning period. The City will continue with contracts agreements and leases
with applicable agencies and organizations for joint use.
Policy 1.4 In order to plan effectively for recreational facilities and programs, the Community
Development Department will monitor the population of Tamarac. Special surveys
of the characteristics for resident use of, and demand for, recreation and open
space sites and facilities will be conducted during the planning period by the Parks
and Recreation Department.
- Policy 1.5 The City's Parks and Recreation staff will work in conjunction with the Parks and
Recreation Board to develop new programs and facilities to meet the findings of
the survey needs during the planning period.
Policy 1.6: The City recognizes the need for diverse recreational facilities and will develop
prototypical community park designs for future planning to further this need.
Policy 1.7 Tamarac will plan, finance and construct improvements to the Veteran's Park,
Caporella Park, and a new Senior Center, as well as, facilities dedicated exclusively
for in -line skating.
Objective 2 The City will meet the open space needs of the citizens by providing for passive
recreation. These may consist of open space, road right--of—ways, power line
right —of --ways, and canal maintenance easements. The provision of resources shall

Policy 2.1 The City recognizes the need for open space for passive recreation and
conservation. Development is required to pay and supply its fair share of providing
parks, open space, and recreation facilities in accordance with the following
criteria:
Public Park Land and Facilities: 1997 - 1.3 acres/1,000 population; 1999 -
2.3 acres/1000 population; 2003 - 3.0 acres/1000 population.
Private Park Land: 3.5 acres of private park land and facilities per 1,000
population, exclusive of stormwater management areas, up to 30 percent of
this may be met by golf course land.
All cash payments in lieu of land dedication and for park development shall be
deposited and held in an appropriate trust account; and moneys shall be expended
therefrom by the city for the purpose of acquiring park land and developing parks
or other recreational facilities.
Policy 2.2 The Land Development Code in its landscaping and zoning chapters ensures that
open space and buffering of uses is are provided throughout the planning period
.for residential development, schools, churches, commercial development, utilities,
and industrial development.
Policy 2.3 The Land Development Code will continue to require the private sector provide
active recreation and open space in residential developments internal to its
projects.
Policy 2.4 Where Local Areas of Particular Concern exist, the City will encourage through its
Land Development Code, the conservation of the vegetative resource.
Objective 3 The City will demonstrate the quality of life and represent life as a celebration and
will annually provide to residents the opportunity to celebrate in Tamarac rather
than having to travel to other communities.

Policy 3.1 In order to provide events for the community for those special occasions where
special programming is appropriate, the City will continue to have adequate
recreation staff and budget to provide for special events such as: Fourth of July
and Tamarac Day.
Objective 4 The City of Tamarac will have a Parks and Recreation Board to recommend
recreational activities and needs for the City.
Policy 4.1 The Parks and Recreation Board will make recommendations at least annually
during the planning period concerning recreational needs, implementation, and
residents surveys.
Objective 5 The Parks and Recreation Department will maintain the parks and recreation
facilities and will be appropriately funded, staffed, and equipped during the
planning period.
Policy 5.1 The City will maintain a staff of qualified maintenance personnel on a continuous
basis during the planning period.
Objective 6 All recreational facilities, including water resources and events, shall be accessible
during the planning period to all citizens in accordance with federal and state
standards.
Policy 6.1 The Public Works Department will maintain and update its inventors and analysis
of accessibility of parks to all residents. Accessibility may include ramps,
sidewalks, parking, access easements, and water access. All new recreation
projects must meet ADA standards.

KEEP THE NAME OF "JOSEPH T. CAPORELLA MEMORIAL
PARK" THROUGH THE YEAR 2019; PROVIDING FOR
CONFLICTS; PROVIDING FOR SEVERABILITY; AND
AN
WHEREAS, a Warranty Deed from Nick A. Caporella, Trustee to the City of Tamarac
was executed and recorded on December 31,1979 donating land to the City of Tamarac, r
known as "Joseph T. Caporella Memorial Park"; and
• WHEREAS, as per the recorded Warranty Deed, the City of Tamarac was

responsible to maintain the name of the park sign for twenty years; and _
WHEREAS, the City of Tamarac agrees to accept a donation from the family of
Joseph T. Caporella in the amount of $2,500 for a new sign at Caporella Park; and
WHEREAS, the City of Tamarac agrees to keep the name of "Joseph T. Caporella
Memorial Park" through year 2019; and
WHEREAS, the City Commission of the City of Tamarac, Florida deems it to be in
the best interests of the citizens and residents of the City of Tamarac to accept a $2,500
donation from the family of Joseph T. Caporella and to keep the name of "Joseph T.
Caporella Memorial Park" through the year 2019.

SECTIQN 1: The foregoing "WHEREAS" clauses are hereby ratified and confirmed
as being true and correct and are hereby made a specific part of this Resolution.
SECT,IQN 2: The City of Tamarac accepts a donation of $2,500 from the family of
Joseph T. Caporella and agrees to erect a new sign and keep the name "Joseph T.
Caporella Memorial Park" through year 2019.
SECTION „3L All resolutions or parts of resolutions in conflict herewith are hereby
repealed to the extent of such conflict.
SECTION 4: If any. clause, section, other part or application of this Resolution is held
by any court of competent jurisdiction to be unconstitutional or invalid, in part or application,..
it shall not affect the validity of the remaining portions or applications of this Resolution.
