CITY OF TAMARAC, FLORIDA
RESOLUTION NO. R-99- I
A RESOLUTION OF THE CITY COMMISSION OF
THE CITY OF TAMARAC, FLORIDA, AUTHORIZING
THE APPROPRIATE CITY OFFICIALS TO APPROVE
AN 8% HMO AND 9.9% POS/PPO INCREASE IN
PREMIUM FOR THE RENEWAL OF THE CITY'S
HEALTH INSURANCE PROGRAM WITH HIP HEALTH
PLAN OF FLORIDA; PROVIDING FOR THE
CONTINUATION OF THE EXISTING COST
ALLOCATION OF THE HEALTH INSURANCE
PREMIUM BETWEEN THE CITY AND EMPLOYEES;
APPROVING THE APPROPRIATE BUDGETARY
TRANSFERS OF FUNDS; PROVIDING FOR
CONFLICTS; PROVIDING FOR SEVERABILITY; AND
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the medical coverage plan was awarded to HIP Health Plan of
Florida effective January 1, 1999 through an expression of interest process; and
WHEREAS, the rates for the group health insurance program have increased this
renewal period; and
WHEREAS, the rates for the group health insurance will increase approximately
8% HMO AND 9.9% POS/PPO effective January 1, 2000; based on trend within the
HMO industry, there is a 19% increase in prescription drug costs and an 8% increase in
medical costs; and
WHEREAS, the Risk Manager recommends approval of the group health
insurance program for employees medical insurance benefits effective January 1, 2000;

WHEREAS, the City Commission of the City of Tamarac, Florida deems it to be
in the best interest of the citizens and residents of the City of Tamarac to provide low
cost group health insurance benefits for City of Tamarac employees.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY
OF TAMARAC, FLORIDA;
SECTION 1: The foregoing "WHEREAS" clauses are hereby ratified and
confirmed as being true and correct and are hereby made a specific part of this
Resolution.
SECTION 2: That the appropriate City officials are hereby authorized to
execute Attachment A which approves an 8% HMO and 9.9% POS/PPO increase in the
monthly rate the City contributes for medical insurance coverage for City of Tamarac
employees. The monthly rates for single coverage shall be increased from $136.29 to
$147.19 for HMO, $199.62 to $219.58 for POS, and $229.23 to $252.15 for PPO. The
monthly rates for family coverage shall be increased from $379.82 to $410.20 for HMO,
$548.83 to $603.71 for POS, and $625.68 to $688.25 for PPO between the City of
Tamarac, Florida and HIP Health Plan of Florida to provide Health Insurance for the
employees of the City of Tamarac effective January 1, 2000.
Section 3: That the existing cost allocation of the Health Insurance
premium between the City and employees be continued.
Section 4: That all appropriate budget transfers required to fund the
provisions of this Resolution are hereby approved.
Section 5: That all resolutions or parts of resolutions in conflict herewith
are hereby repealed to the extent of such conflict.

Section 6: If any clause, sections, other part or application of this
Resolution is held by any court of competent jurisdiction to be unconstitutional or invalid,
in part or application, it shall not affect the validity of the remaining portions or
applications of this Resolution.
Section 7: This Resolution shall become effective immediately upon
adoption.
