R ? 30 I A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA AUTHORIZING THE APPROPRIATE CITY OFFICIALS TO SEEK ENVIRONMENTAL EDUCATION GRANT FUNDING FROM THE UNITED STATES ENVIRONMENTAL PROTECTION AGENCY (USEPA) IN THE AMOUNT OF $7,500; AUTHORIZING A CITY MATCH IN -KIND IN THE AMOUNT OF $4,511; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the U.S. Environmental Protection Agency provides grant funds to support environmental education projects; and WHEREAS, grant funds are available for the design and implementation of projects to educate the public about environmental issues faced by individual communities; and WHEREAS, the City of Tamarac wishes to provide educational programs regarding water resource issues of South Florida and of Tamarac in particular, including the interconnection between the Everglades and the Biscayne Aquifer, and the protection and the possible contamination of the Biscayne Aquifer, the groundwater source of the Tamarac drinking water supply; and WHEREAS, the City of Tamarac wishes to submit an application (attached hereto as Exhibit 1) to the U.S. Environmental Protection Agency for grant funding to construct a model of the Biscayne Aquifer which would be used in discussions of groundwater contamination and groundwater protection; and Temp. Reso. #8806, October 26, 1999 2 WHEREAS, the City of Tamarac is willing to match the grant request of $7,500 with in - kind funds in the amount of $4,511 for a total project cost of $12,011; and WHEREAS, the City Manager and the Director of Utilities recommend approval of the application; and WHEREAS, the City Commission of the City of Tamarac, Florida deems it to be in the best interest of the citizens and residents of the City of Tamarac to authorize the appropriate City Officials to seek grant funding from the Environmental Protection Agency in the amount of $7,500 to enhance public awareness of the issues surrounding water quality. NOW THEREFORE BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA: Section 1: The foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this resolution. Section 2: The City Manager is hereby authorized to seek grant funding from the United States Environmental Protection Agency in the amount of $7,500 with an in -kind match of $4,511 for a total project cost of $12,011 to educate the citizens about environmental issues related to water quality in our community. Section 3: All resolutions in conflict herewith are hereby repealed to the extent of such conflict. PJ Temp. Project Summary CITY OF TAMARAC CONSTRUCTION OF A BISCAYNE AQUIFER MODEL AND CORRESPONDING WATER RESOURCES PRESENTATION a) Organization Tamarac is a city of 52,413 residents located in the far western region of Broward County, adjacent to the Everglades. The City of Tamarac is the 11th largest of Broward County's 29 municipalities, and operates its own water treatment and distribution system. In the City, there are currently 72 homeowner associations organized under an oversight committee consisting of the presidents of each association. This oversight committee, or Presidents Council, serves as the City's key contact in coordinating community wide efforts and projects such as this one. b) Summary Statement The project will consist of the development of a model of the Biscayne Aquifer, to be used during presentations, which will emphasize the interconnection between surface activities and groundwater quality. Through the program outlined in the grant proposal, it is planned that City residents, the majority of whom are senior citizens, gain an understanding of the connection between surface activities, the Everglades and the Biscayne Aquifer, which is Tamarac's main source of drinking water. By educating them in regards to these components and their interaction, the residents will have the background necessary to enable them to make informed decisions and to better understand environmental laws, policies, and regulations. c) Educational Priority This project falls under Regional Priority #3, Community Issues. Tamarac's population has increased tenfold since 1970, making it one of the fastest growing cities in Broward County. As Tamarac continues to build, much of the development is on the west side of the City, in close proximity to the eastern edge of the Everglades. As development continues, it is imperative that residents understand that the impact of development and urbanization on the water resources of South Florida will compound. d) Delivery Method The City will use a workshop format to present the project to the residents via the homeowner associations. Presentations will be scheduled throughout the community using community association clubhouses. The presentation will also be made available to the local schools. The model and a corresponding information board will be on display in the City Hall atrium, the Utilities Administration Building atrium, or the Water Treatment Facility when not in the community. e) Audience The most recent census data (1990) indicates that 59% of the population is 55 or older with the median age being 63.5. The current population, according to the Bureau of Economic and Business Research, University of Florida (4/99) is 52,413. The target audience is the residents of the City of Tamarac via the homeowner associations (see section a). f) Costs EPA funding is being sought to offset the cost of construction of the model and display system. The City will fund the costs for the design of the model and display, as well as staff costs related to project development and presentations. City of Tamarac Project Proposal 40- Project Description a) Why The problem to be addressed by this grant is the lack of resident awareness of the relationship between the Everglades and the Biscayne Aquifer, and the impact of surface activities on both of these systems, which ultimately influence our drinking water supply. The majority of residents are senior citizens. Since 1970 the population of Tamarac has increased ten -fold from 5,074 to 52,413. Because the median age in Tamarac is 58, the frame of reference for many of our citizens is based on a time when land and resources were plentiful. In order for citizens to make informed decisions on conservation issues, they must understand the dynamics of our environment. The City of Tamarac has a number of issues and projects on the table at this time that illustrates the importance of citizens understanding the implications and impacts of the choices they make. The first involves an application to build a gas station in close proximity to a municipal well field. Although City staff continues to oppose the application, the developer is proceeding with the development through a public hearing process. The second item involves expenditure by the City for a 15-acre parcel of land near the Everglades. Approximately one half of this parcel is currently planned will be preserved as wetlands, with the remaining area to be used as a passive park. A third project that involves citizens and the interaction of the components of area water resources is a proposed project to replace the remaining seventy-five individual septic systems in the City with an extension of the municipal wastewater collection and treatment system. As the City continues to expand, more of these types of projects that could have detrimental environmental and water resource impacts will present themselves. If citizens do not understand the impacts and implications of the decisions that are made, the possibility of long lasting negative impacts to the environment and the water resources in the area is a reality. b) Who Michael Woika, Director of the Utilities Department for the City of Tamarac, will be primarily responsible for conducting the project. Mr. Woika has worked in the municipal utility industry since 1982 and in Tamarac since 1997. He has long been a proponent of environmental education programs and received the Environmental Educator Award from EPA Region 1 in 1997. During his tenure with the City of Tamarac, he has developed an excellent rapport with the Presidents Council and citizens of the City. Fran Oney, Laboratory Manager for the City of Tamarac, will be assisting him. Ms. Oney has eight years of experience in the water quality field and is responsible for the City's wellfield protection program. Although the majority of the target audience is aged 55 or older, the program will be offered via the Presidents Council to all homeowner associations throughout Tamarac. The local schools will also be advised of the availability of the presentation. c) How The City's in-house engineering staff will design the model of the Biscayne aquifer and the display. The model will incorporate the urban areas and the Everglades to demonstrate the effect that both have on groundwater quality and the environment. Proposals will then be solicited from companies having the capabilities of constructing the aquifer model. Mr. Woika will develop the oral presentation that accompanies the model and a presenter's manual will be produced to ensure accuracy and consistency with all presenters. Information packets will be K City of Tamarac Project Proposal developed for handout to participants using existing EPA, South Florida Water Management District (SFWMD), and Broward County Department of Planning and Environmental Protection (DPEP) literature, in addition to the specific information regarding the Tamarac system. When not being used for presentation purposes, the model will be on display in the City Hall atrium, the Utilities Administration Building atrium, or the Water Treatment Facility. The first presentation will be made to the Presidents Council, a group of representatives from all of the Homeowners Associations located throughout the City. This will be the same presentation to be offered to the individual Associations and will incorporate use of the model and distribution of information packets. Intended outcomes for each section of the presentation are addressed in section d. It is anticipated that the presentation will be 30 minutes long with 10 minutes reserved at the end for questions and answers (40 minutes total). From there, presentations will be scheduled at individual Associations. Most of these are senior communities that focus on scheduling activities for their residents and welcome visits from City representatives. In order to further market the project, the City's Public information office will publish articles offering the program in the Tam -a -Gram, a newsletter that is direct -mailed to every residence in the City on a bi- monthly basis. The program will be advertised on the city's web page as well as through the cable TV public access channel. In addition, press releases will be issued at the point of grant approval. All press releases and print items will acknowledge the EPA's support. d) With What The City will utilize the previously described model to illustrate the subject matter to be covered during the verbal presentation. Topics to be covered in the presentation include and intended outcomes include • What is Groundwater? Outcome: Audience will understand the concept of an aquifer, and that the Biscayne Aquifer that is that the source of water for Tamarac's nineteen wells. • What is Groundwater Recharge? Outcome: Audience will understand when and how groundwater recharge occurs as well as factors influencing the rate of recharge. • What is the Relationship between Groundwater and Surface Water? Outcome: Audience will understand the interdependence of ground water and surface water in the South Florida system, including the Everglades. • What is the Effect of Development and Urbanization on the Biscayne Aquifer? Outcome: Audience will understand the impact of population growth and how these impacts are of further complication to coastal communities. How Can Groundwater Become Contaminated? Outcome: Audience will understand that common causes of contamination including but not limited to: growth and development, septic systems, industrial activities, underground gasoline storage tanks, petroleum pollutants leaked from vehicles, stormwater, and air -borne contaminants. In all probability the time spent will exceed the projection. In that event, the City of Tamarac will absorb the additional cost. Administration This figure represents the anticipated administrative costs to be contributed by the City including; word processing, obtaining bids and quotes, ordering materials, processing payment of purchase orders, mailing costs and other incidental expenses. This figure also includes a prorated share of the expense related to production and distribution of the Citywide newsletter, Tam -a -Gram. (30,000 copies). Model This figure represents costs connected with having the actual model constructed based on the engineers drawings. Display System Awhen not being used by the community, the model will be displayed in the City Hall atrium, the Utilities dministration building atrium or the Water Treatment facility.
