CITY OF TAMARAC, FLORIDA
RESOLUTION NO. R-99 - 3 03
A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF TAMARAC, FLORIDA, AUTHORIZING THE
APPROPRIATE CITY OFFICIALS TO SEEK GRANT
FUNDING FROM THE FLORIDA DEPARTMENT OF
COMMUNITY AFFAIRS EMERGENCY MANAGEMENT
PREPAREDNESS AND ASSISTANCE COMPETITIVE
GRANT PROGRAM IN THE AMOUNT OF $150,000 FOR
THE CONSTRUCTION OF A PUBLIC WORKS ANNEX /
EMERGENCY OPERATIONS CENTER FOR A TOTAL
PROJECT COST OF $437,500; PROVIDING FOR
CONFLICTS; PROVIDING FOR SEVERABILITY; AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City of Tamarac Public Works Building is currently unable to
accommodate all of the Public Works management and supervisory staff; and
WHEREAS , the Public Works staff is currently in the process of designing an
annex that will be capable of properly accommodating Public Works management
and supervisory staff; and
WHEREAS, while investigating various design options to provide for adequate
office space, it was also determined that the City failed to possess any structures
capable of serving in the capacity of an Emergency Operations Center (EOC); and
WHEREAS, as a result the City is unable to guarantee the survivability of
emergency response capabilities and ensure continuity of vital lifeline services in
response to natural, technological, and/or man-made emergencies or catastrophes;
and
WHEREAS, The State of Florida Department of Community Affairs has
$3,475,030 in grant funding available under the Emergency Management

Competitive Grant Program for local governments to implement projects that will
further state and local emergency management objectives, a copy of said Notice of
Fund Availability is attached hereto as Exhibit "A"; and
WHEREAS, said funding would be used to enhance the proposed Public
Works Annex in a manner that allows the facility to operate as a City Emergency
Operations Center during emergencies or catastrophes and ensure continuity of vital
lifeline services; and
WHEREAS, Florida Statutes, Chapter 252.38 provides legislative authority to
the City for the establishment of an emergency operations center; and
WHEREAS, the Broward County Emergency Management Division has
expressed its support for a City of Tamarac Emergency Operations Center, a copy of
said letter of support is attached hereto as Exhibit "B"; and
WHEREAS, upon notification of award by the Florida Department of
Community Affairs subsequent legislative action by the City Commission will be
required in order to accept grant funding and to amend the Grants Fund budget, and
WHEREAS, the City Manager, the Director of Public Works, and the Fire Chief
recommend the submission of the grant application; and
WHEREAS, the City Commission of the City of Tamarac deems it to be in the
best interests of the of the citizens and residents of the City of Tamarac to apply for a
State of Florida Department of Community Affairs Emergency Management Grant.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF TAMARAC, FLORIDA THAT:
SECTION 1: The foregoing "WHEREAS" clauses are HEREBY ratified
and confirmed as being true and correct and are HEREBY made a specific part of
this Resolution.
SECTION 2: The appropriate City officials are HEREBY authorized to seek
grant funding from the State of Florida Department of Community Affairs Emergency
Management Competitive Grant Program in the amount of $150,000 with a cash
match of $287,500 for a total project cost of $437,500 and complete all necessary
actions.
SECTION 3: All resolutions or parts of resolutions in conflict herewith are
HEREBY repealed to the extent of such conflict.
SECTION 4: If any clause, section, other part or application of this Resolution
is held by any court of competent jurisdiction to be unconstitutional or invalid, in part
or application, it shall not affect the validity of the remaining portions or applications
of this Resolution.
SECTION 5: This Resolution shall become effective immediately upon
adoption.

Notice of Fund Availability
as Published in the Florida Administrative Weekly
on August 20,1999
DEPARTMENT OF COMMUNITY AFFAIRS
EMERGENCY MANAGEMENT PREPAREDNESS AND ASSISTANCE
COMPETITIVE GRANT PROGRAMS
The Department of Community Affairs is providing notification of its intent to open the
1999-2000 application cycle for competitive awards from the Emergency Management
Preparedness and Assistance (EMPA) Trust Fund as of August 20,1999, with a proposal
submission deadline of November 30,1999.
The Department encourages all interested and eligible parties with projects that will
enhance emergency management capabilities within the State of Florida to apply for an award
during this open period.
As provided for in Rule Chapter 9G-19, F.A.C., two programs offering competitive
awards encompassing four separate categories are available.

1) EMERGENCY MANAGEMENT COMPETITIVE GRANT PROGRAM - provides
competitive grants to state or regional agencies, local governments, and private non-profit
organizations to implement projects that will further state and local emergency
management objectives. Multiple proposals may be submitted, however, no single
application may request or receive more than $300,000 in grant funds.
Funds available under this program - $3,475,030
2) MUNICIPAL COMPETITIVE GRANT PROGRAM - provides competitive grants to
municipalities that are legally constituted, have an authorized, established, and
maintained emergency management program and have signed the Statewide Mutual Aid
Agreement (SMAA) and supplied all required information and documentation such that
the SMAA is ready to be signed by the Division of Emergency Management as of the
date of the application deadline. Each Municipal Emergency Management Program may
apply for one competitive grant under this program, not to exceed $50,000.
Funds available under this program - $1,251,010
CATEGORIES
1) Projects will promote public education on disaster preparedness and recovery issues.
2) Projects that will enhance coordination of relief efforts is statewide private sector
organizations, including public -private business partnerships efforts.
3) Projects that will improve the training and operations capabilities of agencies assigned
lead or support responsibilities in the Florida Comprehensive Emergency Management
Plan.
4) Other projects that will further state and local emergency management objectives which
have been designated by the State of Florida as priorities in the applicable Notice of Fund
Availability.

Priority Areas
A) Projects which implement the community's Local Hazard Mitigation Strategy. A
proposal will be considered as fulfilling this priority area if a statement is
provided with the proposal, signed by the designated chairperson of the county-
wide Local Mitigation Strategy (LMS) working group functioning for the
applicant's county and certifying that the proposal is identified on the LMS
priority mitigation initiative list.
B) Projects which will improve emergency management capabilities in any of the
following fundamental areas of response or recovery:
Citizen Warning
Damage Assessment
Damage Analysis
Debris Management
Community Neighborhood (Outreach)
Hurricane Evacuation Sheltering
Proposals must be clearly linked to all applicable Comprehensive Emergency
Management Plans and must contain appropriate implementation and operational
procedures.
C) Projects that will improve the training and operations capabilities of agencies
assigned lead or support responsibilities as identified on the ESF Matrix on page
38, figure 11 of the Florida Comprehensive Emergency Management Plan.
Proposals addressing the above (A through C) priorities should be submitted
under Project Category #4, "Other projects that will further state and local
emergency management objectives which have been designated by the State of
Florida as priorities in the applicable Notice of Fund Availability" listed in
Section I of the Competitive Grant Application Packet, June 1998 version, form
#005.
Application packets will be available following the August 20, 1999 NOFA, publication.

Please accept this letter as support for the City of Tamarac EOC project. This project has
been ranked and prioritized by Tamarac and is on the prioritized countywide mitigation list
submitted with the local mitigation strategy. Broward County's Mitigation Task Force, the
working group for the local mitigation strategy, approved this project as part of a prioritized
• list at it's August 11th meeting.
