R-99 26- A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA, AUTHORIZING THE APPROPRIATE CITY OFFICIALS TO EXECUTE ADDENDUM NO. 99-01 TO THE CONTRACT WITH HARTMAN & ASSOCIATES, INC. TO PROVIDE ENGINEERING SERVICES TO PREPARE A WATER AND WASTEWATER CONDITION AND HYDRAULIC ASSESSMENT STUDY, IN AN AMOUNT NOT TO EXCEED $39,900.00 IN ACCORDANCE WITH THE CITY'S CONSULTING ENGINEERING AGREEMENT AS AUTHORIZED BY RESOLUTION R-96-163 AND APPROVE FUNDING FROM THE APPROPRIATE UTILITIES OPERATIONAL AND CONTRIBUTION IN AID OF CONSTRUCTION (CIAC) ACCOUNTS; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Tamarac owns, operates and maintains water and wastewater utility systems; and WHEREAS, some portions of the water and wastewater utility systems serving Tamarac were built in the early 1970's and, due to age, condition and/or capacity, are in need of capital improvements; and WHEREAS, a comprehensive condition and hydraulic assessment of the existing water and wastewater systems should be undertaken to address the infrastructure needs of Tamarac prior to roadway improvement projects; and Temp. Reso. #8502, January 5, 1999 2 Revision 1, February 3, 1999 WHEREAS, in accordance with the Utilities Department's mandate to improve, renew and rehabilitate existing water and wastewater systems to ensure a safe, reliable and adequate water supply and wastewater systems to all residents and customers of the City, the City Commission in FY99 approved a budget to prepare a study to address the condition of the existing water and wastewater systems serving Tamarac; and WHEREAS, the City requires the service of a consulting firm knowledgeable in this matter and capable of providing recommendations whereby existing utilities can be improved and rehabilitated to meet hydraulic demands, provide reliable service, and comply with current environmental regulations; and WHEREAS, Hartman & Associates, Inc. possesses the required knowledge and experience to undertake condition and hydraulic assessments of water and wastewater systems; and WHEREAS, Hartman & Associates, Inc. has been prequalified as an approved consultant for engineering services by the City of Tamarac; and WHEREAS, Hartman & Associates, Inc. has submitted Addendum No. 99- 01 to the Consulting Engineering Agreement (attached hereto as Exhibit 1), to Temp. Reso. #8502, January 5, 1999 3 Revision 1, February 3, 1999 provide engineering services pertaining to existing water and wastewater systems in an amount not to exceed $39,900.00; and WHEREAS, the costs of engineering services for a water and wastewater condition and hydraulic assessment study are available and will be funded from the appropriate utilities operational and CIAC accounts; and WHEREAS, it is the recommendation of the Director of Utilities that Addendum No. 99-01 from Hartman & Associates, Inc. be approved, executed and funded; and WHEREAS, the City Commission of the City of Tamarac, Florida deems it to be in the best interest of the citizens and residents of the City of Tamarac to execute Addendum No. 99-01 to the Consulting Engineering Agreement with Hartman & Associates, Inc. to prepare an Engineering Study to address condition assessment and hydraulic issues pertaining to the water and wastewater systems for a proposed amount not to exceed $39,900.00, and to provide funding from the appropriate Utilities operational accounts. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA: 1 Temp. Reso. #8502, January 5, 1999 4 Revision 1, February 3, 1999 1 1 1-1 SECTION 1: The foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this resolution. SECTION 2: That the appropriate City officials are hereby authorized to accept and execute Addendum No. 99-01 to the Engineering Agreement with Hartman & Associates, Inc. to prepare a Water and Wastewater Assessment Study for a proposed amount not to exceed $39,900.00 in accordance with the City Consulting Engineering Agreement as authorized by Resolution No. R-96-163 on July 10, 1996. SECTION 3: That $39,900.00 is approved to be funded from the appropriate budgeted Utilities operational and CIAC accounts. SECTION 4: That the City Manager, or his designee, be authorized to make changes, issue change orders not to exceed $10,000 per Section 6-156 (b) of the City Code, and close the contract award including, but not limited to making final payment within the terms and conditions of the contract and within the contract price. SECTION 5: All Resolutions or parts of Resolutions in conflict herewith are hereby repealed to the extent of such conflict. 1.1 Temp. Reso. #8502, January 5, 1999 5 Revision 1, February 3, 1999 SECTION 6: If any clause, section, other part or application of this Resolution is held by any court of competent jurisdiction to be unconstitutional or invalid, in part or application, it shall not affect the validity of the remaining portions or applications of this Resolution. This letter, with Exhibits A, B, and C, references specifically and adopts in its entirety the City's Consulting Engineering Agreement as authorized by Resolution R-96-163 between the City of Tamarac and Hartman & Associates, Inc. This proposal constitutes a task authorization under the above -referenced 1996 agreement. We would perform the services as described herein for the not -to -exceed fee of $39,900.00. Regional Manager Date: • • • 0 EXHIBIT "A" CITY OF TAMARAC Water Distribution and Wastewater Collection Analysis and Coordination with Roadway Improvements SCOPE OF SERVICES 1. PROJECT OVERVIEW The City of Tamarac has undertaken a seven (7) year roadway re -surfacing program. This program will resurface or reconstruct all the public roadways within the City over the next seven years. The City's Utility Department wants to review the City water and sewer mains, which may need work over the next several years. This work may be needed to improve the hydraulic capacity of the mains or to replace older lines that have outlived their useful life. The purpose of this work is to coordinate Water and Sewer System improvements with the City's roadway resurfacing program. The project area covered by this proposal lies within the city limits, west of State Road 7. • 2. SCOPE OF SERVICES The professional services provided in this proposal consist of the following sub -tasks: A) Collection and Analysis of Existing Documents B) Staff Interviews C) Field InvestigationNerification D) Water System Hydraulic Analysis & Fire Hydrant testing E) Assessment and Planning F) Final Report A. Collection and Analysis of Existing Documents HAI will collect all the pertinent information related to the existing water and sewer mains within the project area. As -Built drawings, Water & Sewer Atlases, sewer line video reports, and work orders for the last five years will be obtained and reviewed to determine conditions of the existing system. B. Staff Interviews HAI will meet with the City utility staff to obtain information regarding problem areas within the system. The City's Atlases will be reviewed to review any updated information that may not be shown on the Atlases or information collected under Task A. APAg/wordproc/98 96-108.13/rabbat C. Field InvestigationNerif cation HAI will conduct field visits to verify the location of existing water mains, fire hydrants, sewer mains and manholes within the project area. Data collected will be utilized in Tasks D, E,and F. D. Water System Hydraulic Analysis and Fire Hydrant Testing HAI will obtain and update the City's hydraulic model of the water distribution system. Additional water mains will input. Current and projected buildout water demands will be utilized. Flows from certain areas will be verified by fire hydrant flow pressure testing. Any hydraulic deficiencies will be highlighted with corrective measures recommended. E. Assessment and Planning HAI will tabulate and evaluate all materials collected under the above tasks within the project area. HAI will develop a priority plan of improvements needed. The cost for each improvement will be determined. A schedule for improvements will be recommended. Project funding options will be evaluated. HAI will meet with the City to review the draft plan. The City's comments will be incorporated into the final plan. F. Final Report • HAI will prepare five (5) copies of the final report for the City's use.
