HomeMy WebLinkAboutCity of Tamarac Resolution R-98-101March 23, 1998 - Temp Reso #8187 Revision No. 1 - March 27, 1998 Revision No. 2 - April 8, 1998 CITY OF TAMARAC, FLORIDA RESOLUTION NO R-98 -_ 1_0_1 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA, APPOINTING TWELVE (12) MEMBERS TO THE AFFORDABLE HOUSING ADVISORY COMMITTEE AS REQUIRED BY CHAPTER 9, ARTICLE IV LOCAL HOUSING ASSISTANCE PROGRAM; WHOSE DUTY IT IS TO PREPARE LOCAL HOUSING INCENTIVE STRATEGIES RECOMMENDATIONS WITHIN TWELVE (12) MONTHS FOLLOWING THE ADOPTION OF THE LOCAL HOUSING ASSISTANCE PLAN; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITIES; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City Commission of the City of Tamarac has adopted Ordinance, 0-98-7, to prepare a Grant Application for the State Housing Initiatives Partnership (SHIP) Grant Program; and WHEREAS, the City Commission of the City of Tamarac established a "Local Housing Assistance Program" in Chapter 9, Article IV, to pursue SHIP Grant funds for housing initiatives; and WHEREAS, the SHIP Program requires the appointment of an Affordable Housing Advisory Committee (AHAC) to prepare recommendations for Affordable Housing Incentives Strategies; and March 23, 1998 — Temp Reso #8187 2 Revision No. 1 — March 27, 1998 Revision No. 2 — April 8, 1998 WHEREAS, the AHAC must submit their recommendations within twelve (12) months following the adoption of the City's Local Housing Assistance Plan to the City Commission for inclusion in the City's Local Housing Assistance Plan; and WHEREAS, the composition of the AHAC and the review criteria for Affordable Housing Incentives are expressly contained in Florida State Statute 420.9076 "Adoption of Affordable Housing Incentives Strategies; Committees"; and WHEREAS, the Community Development Director recommends the appointment of the Affordable Housing Advisory Committee to be consistent with SHIP Grant Application requirements; and WHEREAS, the City Commission of the City of Tamarac, Florida deems it to be in the best interests of the citizens and residents of the City of Tamarac to appoint twelve (12) members to the Affordable Housing Advisory Committee. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA: SECTION 1: The foregoing "WHEREAS' clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this Resolution. SECTION 2: The City Commission of the City of Tamarac, Florida must March 23, 1998 — Temp Reso #8187 3 Revision No. 1 — March 27, 1998 Revision No. 2 — April 8, 1998 appoint an Affordable Housing Advisory Committee as a requirement of its SHIP Grant Application. SECTION 3: The Affordable Housing Advisory Committee shall include the following: (a) One citizen who is actively engaged in the residential home building industry in connection with affordable housing. Appointee: Mr. Tim Hernandez (b) Two citizens who are actively engaged in the banking or mortgage banking industry in connection with affordable housing. Appointees: Mr. Tony Riggio Ms. Regina Jackson (c) One citizen who is a representative of those areas of labor (e.g., carpenter, plumber or electrician) actively engaged in home building in connection with affordable housing. Appointee: Mr. Sean McArdle (d) One citizen who is actively engaged as an advocate for low-income persons (e.g., representative of Community -based Organization or Legal Aid Attorney) in connection with affordable housing. Appointee: Ms. Janet Riley (e) One citizen who is actively engaged as a for -profit provider of affordable housing. Appointee: Mr. Tom Salanger (f) One citizen who is actively engaged as a not -for -profit provider of affordable housing. Appointee: Mr. Henry Magnuson (g) Two citizens who are actively engaged as a real estate professional in connection with affordable housing. Appointees: Mr. Saul Gass Mr. Milton Meyer (i) One citizen who resides within the jurisdiction of the local governing body making the appointments. Appointee: Mr. David Ofstein SECTION 4: All resolutions or parts of resolutions in conflict herewith are hereby repealed to the extent of such conflict. SECTION 5: If any clause, section, other part or application of this Resolution is held by any court of competent jurisdiction to be unconstitutional or invalid, in part or application, it shall not affect the validity of the remaining portions or applications of this Resolution. SECTION 6: passage and adoption.
