R-98 _ I 68 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA, AUTHORIZING THE APPROPRIATE CITY OFFICIALS TO EXECUTE ADDENDUM NO. 98-01 TO THE CONTRACT WITH HAZEN AND SAWYER TO PROVIDE ENGINEERING SERVICES TO PREPARE A WATER AND WASTEWATER CONDITION AND HYDRAULIC ASSESSMENT STUDY FOR TAMARAC EAST, IN AN AMOUNT NOT TO EXCEED $25,000.00 IN ACCORDANCE WITH THE CITY'S CONSULTING ENGINEERING AGREEMENT AS AUTHORIZED BY RESOLUTION R-96-163 AND APPROVE FUNDING FROM THE APPROPRIATE UTILITIES OPERATIONAL ACCOUNTS; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABLIITY; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Tamarac owns, operates and maintains water and wastewater utility systems serving Tamarac East and Tamarac West; and WHEREAS, the water and wastewater utility systems serving Tamarac East were built in the early 1960's; the systems have deteriorated and is now in need of capital improvements; and WHEREAS, some of the houses in Tamarac East are being served by individual septic systems which increase potential risk of ground water contamination; and Temp. Reso. #8263, May 13, 1998 2 WHEREAS, a comprehensive condition and hydraulic assessment of the existing water and wastewater systems must be undertaken to address the needs of Tamarac East; and WHEREAS, in accordance with the Utilities Department's mandate to improve, renew and rehabilitate existing water and wastewater systems to ensure a safe, reliable and adequate water supply and wastewater systems to all residents and customers of the City, the City Commission in FY97 approved a budget to permit the preparation of a study to address the existing water and wastewater systems serving Tamarac East; and WHEREAS, the City requires the service of a consulting firm knowledgeable in this matter and capable of providing recommendations whereby existing utilities can be improved and rehabilitated to meet hydraulic demands and comply with current environmental regulations; and WHEREAS, Hazen and Sawyer possesses the required knowledge and experience to undertake condition and hydraulic assessment of water and wastewater systems; and WHEREAS, Hazen and Sawyer has been prequalified as an approved consultant for engineering services by the City of Tamarac; and Temp. Reso. #8263, May 13, 1998 3 WHEREAS, Hazen and Sawyer has submitted Addendum No. 98-01 to the Consulting Engineering Agreement (attached hereto as Exhibit 1), to provide engineering services pertaining to existing water and wastewater systems serving Tamarac East in an amount not to exceed $25,000.00; and WHEREAS, it is the recommendation of the Director of Utilities that Addendum No. 98-01 from Hazen and Sawyer be approved, executed and funded; and WHEREAS, the City Commission of the City of Tamarac, Florida deems it to be in the best interest of the citizens and residents of the City of Tamarac to execute Addendum No. 98-01 to the Consulting Engineering Agreement with Hazen and Sawyer to prepare an Engineering Study to address condition assessment and hydraulic issues pertaining to the water and wastewater system serving Tamarac East for a proposed amount not to exceed $25,000.00, and to provide funding from the appropriate Utilities operational accounts. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA: 1 Temp. Reso. #8263, May 13, 1998 4 SECTION 1: The foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this resolution. SECTION 2: That the appropriate City officials are hereby authorized to accept and execute Addendum No. 98-01 to the Engineering Agreement with Hazen and Sawyer to prepare a Water and Wastewater Assessment Study for a proposed amount not to exceed $25,000.00 in accordance with the City Consulting Engineering Agreement as authorized by Resolution No. R-96-163 on July 10, 1996. SECTION 3: That $25,000.00 is approved to be funded from the appropriate budgeted Utilities operational account. SECTION 4: That the City Manager, or his designee, be authorized to make changes, issue change orders not to exceed $10,000 per Section 6-156 (b) of the City Code, and close the contract award including, but not limited to making final payment within the terms and conditions of the contract and within the contract price. SECTION 5: All Resolutions or parts of Resolutions in conflict herewith are hereby repealed to the extent of such conflict. Temp. Reso. #8263, May 13, 1998 5 C 1 SECTION 6: If any clause, section, other part or application of this Resolution is held by any court of competent jurisdiction to be unconstitutional or invalid, in part or application, it shall not affect the validity of the remaining portions or applications of this Resolution. SECTION 7: This Resolution shall become effective immediately upon its passage and adoption. Woika May 14, 1998 CITY OF TAMARAC UTILITIES STUDY - TAMARAC EAST TASK—IJE121JLE Task Time of Order General Description Performance(l) C m ensation(2) PREAMBLE The City of Tamarac (City) has identified the need to evaluate the condition of the existing water and wastewater system of the area formally known as Tamarac Utilities East (TUE). In this portion of the City, potable water is supplied by the Fort Lauderdale and distributed through pipelines owned and operated by the City. Also in this area, sewage is collected in a system owned and operated by the City. After collection, the sewage is pumped into a separate system (Fort Lauderdale's) for treatment. The City has requested that Hazen and Sawyer, P.C. (H&S) evaluate the system and coordinate recommendations with roadway improvements being planned by the City's Public Works Department. For all of the tasks identified hereinafter, H&S shall phase the construction recommendations to be complete prior to the proposed roadway improvements. H&S shall present the final submittal of the information in a single document. SEWER CONDITION ASSESSMENT H&S shall review video tapes of the sanitary sewers made for the City by others. Review the pipe size, depth, and age of the sewer lines based on information provided by the City. Evaluate the condition of the pipe, quantify the size of the leaks in pipes, recommend specific types of repairs to the pipes, and prepare a prioritized table of improvements to be made to the sewers. Field investigative work is limited to one man - day of an engineer to review the alignment of the sewers. Included in the prioritization table will phasing to coordinate with proposed roadway improvement projects. The basin to be evaluated consists of approximately 29,500 linear feet of sewers. 60 Days $9,500 Page 2 of 5 Hwd.8640C003 HAZEN AND SAWYER Mr. M. Woika May 14, 1998 Task Order General Description Included in this task a meeting to be held prior to reviewing the tapes to discuss the system with the City and a meeting after the prioritization to discuss the recommend repairs. A budget level cost estimate will be prepared of the proposed improvements. Preparation of construction documents for the repairs are not included in the scope of this project. 2 EVALUATE SEPTIC TANK REMOVAL H&S shall evaluate the removal of septic tanks and the installation of gravity sewers in the area. Evaluation shall take into consideration the City's on going pavement restoration plan for the area. H&S shall identify grants that may be available to private homeowners to assistance. In the evaluation, H&S shall identify streets requiring new sewers and perform a preliminary design of the sewers. H&S shall be identify the additional flow into the sewer system. H&S shall perform a field visit of the area to determine construction constraints in the right-of-way. Included in the preliminary design will be phasing of the construction to coordinate with proposed roadway improvement projects. A budget level cost estimate will be prepared of the proposed sewers. Attendance at public hearings or homeowner association meetings is not included in the scope of this project. It is assumed that sewers will be located in the roadway right-of-way and that no new easements will be required. Easement and right-of-way searching and identification is not included in the scope of this project. Evaluation of existing pump stations (including the capacity of the stations) is not included in this project. Determination of the impacts on the Fort Lauderdale system and coordination with potential changes in the Fort Lauderdale system are not included in the scope of this project. The City will provide drawings identifying the location of the existing sewers in TUE and identify houses not connected to the sewer system. Woika May 14, 1998 Task Time of Order General Descritation Performance(') Compensation(2) 3 EVALUATE SEWER CAPACITY 60 Days $4,500 H&S shall review the hydraulic capacity of the sewers. Slopes of the existing sanitary sewers in the area shall be compared to the "Ten States Standards" for adequacy. H&S shall evaluate the hydraulic capacity of the sewers. H&S shall field check as -built drawings by measuring the depth of up to ten randomly selected manholes. H&S shall identify sewers of inadequate capacity. 4 WATER SYSTEM IMPROVEMENTS 60 Days $6,000 H&S shall evaluate the hydraulic capacity of the water distribution system in the TUE area. H&S shall recommend additional points of interconnection to the Fort Lauderdale system so the City can provide a more reliable source of potable water to the area. H&S shall check the system for fire flow protection using the existing hydraulic model. Changes to the existing model will be limited to adding additional connection points to the Fort Lauderdale system. H&S shall identify improvements to the water mains to upgrade the area to current City standards. H&S shall make recommendations to the replace water mains based on the City's pavement restoration plan for the area. Included in this task a meeting to discuss the system and problem areas with the City and a meeting after the identification of improvements. A budget level cost estimate will be prepared of the proposed Improvements. A physical evaluation of the pipe condition is not included in the scope of services of this project. Determination of the impacts on the Fort Lauderdale system and coordinating the interconnection with Fort Lauderdale is not included in the scope of the project.
