R-98- A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA, ACCEPTING THE FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION FLORIDA RECREATION DEVELOPMENT ASSISTANCE PROGRAM (FRDAP) GRANT OF $90,975 AND AUTHORIZING A MATCH FROM THE CITY IN THE AMOUNT OF $30,325, FOR A TOTAL PROJECT COST OF $121,300 TO PROVIDE THE RESIDENTS AND VISITORS OF TAMARAC ENHANCED PARKS AND RECREATION PROGRAMS AT CAPORELLA PARK; APPROVING AN INTERFUND TRANSFER FROM THE GENERAL FUND TO THE GRANTS FUND IN THE AMOUNT OF $30,325; AMENDING THE ANNUAL GRANTS FUND BUDGET OF ESTIMATED REVENUES AND EXPENDITURES IN THE AMOUNT OF $121,300; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City Commission of the City of Tamarac desires to provide its residents and visitors a higher level of service by enhancing and improving its outdoor recreation facilities and environment; and WHEREAS, the Florida Department of Environmental Protection, through the Florida Recreation Development Assistance Program (FRDAP), provides grants to local governments to acquire or develop land for public outdoor recreation; and WHEREAS, the application submitted to the Florida Department of Environmental Protection for the Florida Recreation Development Assistance Program (FRDAP) grant in the amount of $90,975 on September 10, 1997 (Resolution No. R-97-205), has been approved; and Temp. Reso. # 8295 June 3, 1998 Revision #1, 6/4/98 Revision #2, 6/4/98 Page 2 WHEREAS, the acceptance of these funds requires the amending of estimated revenues and expenditures funds within the Grants Fund budget; and and WHEREAS, available funds exist in the General Fund budget for said purpose; WHEREAS, it is the recommendation of the City Manager and Director of Parks and Recreation that the grant from the Florida Department of Environmental Protection be accepted, and the match of $30,325 from the City be approved; and WHEREAS, the City Commission of the City of Tamarac, Florida deems it to be in the best interests of the citizens and residents of the City of Tamarac to accept the Florida Department of Environmental Protection grant in the amount of $90,975 and approve the City match in the amount of $30,325 to enhance recreation and park facilities at Caporella Park. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA: SECTION 1: The foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this resolution. SECTION 2: The City of Tamarac hereby accepts the Florida Department of Environmental Protection, Florida Recreation Development Assistance Program (FRDAP) grant of $90,971. SECTION 3: The City of Tamarac will match $30,325 to the grant for a total project cost of $121,300 that will fund enhanced parks and recreation programs at Caporella Park. Temp. Reso. # 8295 June 3, 1998 Revision #1, 6/4/98 Revision #2, 6/4/98 Page 3 SECTION 4: An interfund budget transfer in the amount of $30,325 from General Fund account entitled, "Grants — Matching Funds" to Grants Fund account entitled, "Construction" is HEREBY APPROVED for correct accounting standards. SECTION 5: The City Commission authorizes the appropriate City Official to amend the Grants Fund budget in the amount of $121,300 and appropriate said funds including any and all subsequent budgetary transfers to be in accordance with proper accounting standards. SECTION 6: Following approval of this resolution accepting the Florida Department of Environmental Protection, Florida Recreation Development Assistance Program (FRDAP) grant funds, an agreement between the City and the Florida Department of Environmental Protection will be prepared and brought before the City Commission for approval. SECTION 7: If any clause, section, other part or application of this Resolution is held by any court of competent jurisdiction to be unconstitutional or invalid, in part or in application, it shall not affect the validity of the remaining portion or applications of this Resolution. 1 Temp.
