A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF TAMARAC, FLORIDA, AUTHORIZING THE
APPROPRIATE CITY OFFICIALS TO EXECUTE ADDENDUM
NO. 98-02 TO THE CONTRACT WITH HAZEN AND SAWYER
TO PROVIDE DESIGN, BIDDING, PERMITTING AND
CONSTRUCTION DOCUMENTS FOR THE REHABILITATION
OF FOUR WASTEWATER PUMP STATIONS ASSOCIATED
WITH CAPITAL IMPROVEMENT PROJECTS AS APPROVED
PREVIOUSLY, IN AN AMOUNT NOT TO EXCEED
$85,000.00, IN ACCORDANCE WITH THE CITY'S
CONSULTING ENGINEERING AGREEMENT AS
AUTHORIZED BY RESOLUTION R-96-163 AND APPROVE
FUNDING FROM THE APPROPRIATE UTILITIES
OPERATIONAL AND CIAC ACCOUNTS; PROVIDING FOR
CONFLICTS; PROVIDING FOR SEVERABILITY; AND
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City of Tamarac owns, operates and maintains 73 wastewater
pump stations; and
WHEREAS, Wastewater Pump Stations 9, 13, 25 and 34 were constructed in the
early 1970's; and
WHEREAS, the deteriorated condition of these stations has reduced their operating
efficiency; and
WHEREAS, in accordance with the Utilities Department's mandate to improve,
renew and rehabilitate existing water and wastewater systems to ensure a safe, reliable
and adequate water supply and wastewater systems to all residents and customers of the

City, the City Commission previously approved a budget to permit the rehabilitation of
Wastewater Pump Stations 9, 13, 25 and 34; and
WHEREAS, the City requires the service of a consulting firm knowledgeable in this
matter and capable of providing recommendations whereby existing utilities can be
improved and rehabilitated to meet hydraulic demands and comply with current
environmental regulations; and
WHEREAS, Hazen and Sawyer possesses the required knowledge and experience
to undertake the rehabilitation of four wastewater pump stations; and
WHEREAS, Hazen and Sawyer has been pre -qualified as an approved consultant
for engineering services by the City of Tamarac; and
WHEREAS, it is the recommendation of the Director of Utilities that Addendum No.
98-02 from Hazen and Sawyer be approved, executed and funded; and
WHEREAS, the City Commission of the City of Tamarac, Florida, deems it to be in
the best interest of the citizens and residents of the City of Tamarac to accept and execute
Addendum No. 98-02 (attached hereto as Exhibit 1) to the Consulting Engineering
Agreement with Hazen and Sawyer to provide Engineering Services to rehabilitate
Wastewater Pump Stations 9, 13, 25 and 34, serving Tamarac for a proposed amount not
to exceed $85,000.00 and to provide funding from the appropriate Utilities Operational and
CIAC accounts.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF TAMARAC, FLORIDA:

SECTION 1: The foregoing "WHEREAS" clauses are hereby ratified and
confirmed as being true and correct and are hereby made a specific part of this resolution.
SECTION 2: That the appropriate City Officials are hereby authorized to
accept and execute Addendum No. 98-02 to the Engineering Agreement with Hazen and
Sawyer to provide engineering services to rehabilitate Wastewater Pump Stations 9, 13,
25 and 34, a proposed amount not to exceed $85,000.00 in accordance with the City
Consulting Engineering Agreement as authorized by Resolution No. R-96-163 on July 10,
1996.
SECTION 3: That $85,000.00 is approved to be funded from the appropriate
budgeted Utilities Operational and CIAC accounts.
SECTION 4: That the City Manager, or his designee, be authorized to make
changes, issue change orders not to exceed $10,000 per Section 6-156 (b) of the City
Code, and close the contract award including, but not limited to making final payment
within the terms and conditions of the contract and within the contract price.
SECTION 5: That the City Clerk is hereby authorized and directed to record
said Agreement in the Public Records of Broward County.
SECTION 6: All resolutions or parts of resolutions in conflict herewith are
hereby repealed to the extent of such conflict.
SECTION 7: If any clause, section, other part or application of this
Resolution is held by any court of competent jurisdiction to be unconstitutional or invalid,
in part or application, it shall not affect the validity of the remaining portions or applications
of this Resolution.

In accordance with staff instruction, we are pleased to submit this Task Order Authorization
(Addendum No. 98-02) to provide engineering services as described hereinafter. It is
understood that said services will be provided in accordance with our City Consulting
Engineering Services Agreement with the City, as authorized by the City on July 10, 1996.
Except as may be explicitly revised or amended below for application specifically to this
Addendum, all provisions of said Agreement shall apply. In accordance with Section I of the
Agreement, ENGINEER has assigned Job Number 8641 to the task(s) included under this
Addendum.

PUMP STATIONS 9, 13, 25 AND 34 REHABILITATION
TASK SCHEDULE
Task
Order General Description
PREAMBLE
The City of Tamarac (City) has reviewed the condition of
the pump stations within the City's wastewater collection
area. Four sewage Pump Stations (PS), PS 9, 13, 25 and
34, were determined to be in a deteriorated condition and
require rehabilitation. The City has requested that Hazen
and Sawyer, P.C. (H&S) prepare construction contract
documents for the rehabilitation of these pump stations.
The project will be issued as one construction contract.
Hazen and Sawyer shall prepare a review set of contract
documents to the City at the 30 and 70 percent stages of
each design. A third and final review submittal shall also be
utilized as the permitting submittal and the City Plan /
Specification Review Committee submittal. H&S shall
incorporate the City standard electrical panel into each of
the pump stations. The City will provide design flow and
pressures for the pump stations, front-end specifications on
disk and existing as -built drawings of pump stations.
H&S shall perform site surveys of four pump stations.
Surveys shall identify property boundaries and all physical
improvements on each site. The City will provide plats for
each site as available.
2 DESIGN
H&S shall design the required improvements for the four
pump stations and prepare Contract Documents for
bidding. Also included in the rehabilitation is the fencing of
the easement around the pump stations.
The rehabilitation of PS 9, 13 and 25 includes the
conversion of existing wet (concrete) / dry pit (steel) type
stations to a submersible type pump stations. The existing
dry pits will be filled with sand and abandoned as
appropriate. PS 25 also includes relocating the electrical
disconnect to a location adjacent to the pump station.
The rehabilitation of PS 34 includes the replacement of the
existing submersible type pumps.

3 COORDINATION AT PS 25 120 Days $ 1,000
H&S shall meet with the homeowner adjacent to PS 25 for
the purposes of informing the homeowner of the elements
of the project. Included in this task is up to two meetings in
the field with the homeowner and attendance at a
homeowners association meeting by both the H&S project
manager and project engineer. Preparation of project
exhibits, brochures or other documents for public
information is not included in the scope of this project.
BCDNRP PERMIT APPLICATION 120 Days $ 3,000
H&S shall prepare and submit a permit application to
Broward County Department of Natural Resources
Protection (BCDNRP) for the rehabilitation of the pump
stations, attend one meeting with City / BCDNRP to discuss
the application and respond to BCDNRP questions. Permit
fees will be paid directly by the City.
5 BIDDING AND AWARD 150 Days $ 5,000
H&S shall prepare and print bidding documents, address
questions from bidders, conduct a prebid conference,
prepare addenda as required, and prepare a bid tabulation.
H&S shall print and transmit to the City thirty copies of the
bidding documents. The City will distribute bidding
documents (and addenda as required) to prospective
bidders and suppliers. The City will review the bid proposals
and check bidder responsiveness. H&S shall check the
references of the lowest responsive bidder and prepare a
recommendation for award.
After the bidding of the projects, H&S shall transmit to the
City the construction bid documents (plans and
specifications) on computer disk and one set of original
prints.
6 GENERAL CONSTRUCTION SERVICES 360 Days $ 20,000
H&S shall perform general construction for the rehabilitation
of the pump stations. The intent of this Task is to review
shop drawings and to certify completion for the regulatory
agencies. The City will perform day to day construction
administration activities including site visits, pay request
review, contract interpretation, etc.

Task
Order General Description
H&S shall perform the following tasks:
• Attend the preconstruction conference.
• Review construction progress by visiting each pump
station a limited number (up to two visits per station) of
times during construction to verify construction for
project completion certifications.
• Participate in a site visit (one site visit per station) for
the preparation of the list construction deficiencies
(punch list).
• Prepare as -built drawings using information
(dimensions, elevations and changes) provided by the
City and the construction contractor.
• Certify the project completion and complete appropriate
application forms on the City's behalf required by the
regulatory agencies. Fee associated with filing of such
forms shall be paid for directly by the City.

dates under each signature. CITY OF TAMARAC, through its Mayor and Hazen and Sawyer
