RESOLUTION NO. R-98- go
A RESOLUTION OF THE CITY COMMISSION TO
AUTHORIZE THE APPROPRIATE CITY OFFICIALS TO
EXECUTE ADDENDUM NO. 98-01 TO THE CONTRACT
WITH HARTMAN AND ASSOCIATES, INC. TO PROVIDE ALL
NECESSARY HYDROGEOLOGICAL AND ENGINEERING
SERVICES TO RENEW THE CURRENT SOUTH FLORIDA
WATER MANAGEMENT DISTRICT WATER WITHDRAWAL
PERMIT FOR THE WATER TREATMENT PLANT OF THE
CITY OF TAMARAC, IN AN AMOUNT NOT TO EXCEED
$19,000, IN ACCORDANCE WITH THE CITY'S CONSULTING
ENGINEERING AGREEMENT AS AUTHORIZED BY
RESOLUTION R-96-163 AND APPROVE FUNDING FROM
THE APPROPRIATE UTILITIES OPERATIONAL
ACCOUNTS; PROVIDING FOR CONFLICTS; PROVIDING
FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE
DATE.
WHEREAS, the City of Tamarac relies on the South Florida Water Management
Division permit for allocation of water, drawn from the underground aquifer, to treat and
produce high -quality potable water for all users in the City of Tamarac service area; and
WHEREAS, the City of Tamarac's current water withdrawal permit will soon
expire and the renewal process requires a high degree of expertise from professional
geologists and hydrogeologists, unavailable within City of Tamarac staff; and
WHEREAS, the City requires the service of a consulting firm knowledgeable and
successful in obtaining this permit; and

WHEREAS, Hartman and Associates, Inc. possesses the required knowledge to
prepare, submit, and secure the water use allocation permit renewal; and
WHEREAS, Hartman and Associates, Inc. has been prequalified as an approved
consultant for hydrogeological and engineering services by the City of Tamarac; and
WHEREAS, Hartman and Associates, Inc. has submitted Addendum No. 98-01
to the Consulting Engineering Agreement (Attached hereto as Exhibit 1) to provide
hydrogeological and engineering services pertaining to the required permit renewal at
an amount not to exceed $19,000; and
WHEREAS, it is the recommendation of the Director of Utilities that Addendum
No. 98-01 from Hartman and Associates, Inc. be approved, executed and funded; and
WHEREAS, the City Commission of the City of Tamarac, Florida deems it to be
in the best interest of the citizens and residents of the City of Tamarac to execute
Addendum No. 98-01 to the Consulting Engineering Agreement with Hartman and
Associates, Inc. to prepare and obtain renewal of the current South Florida Water
Management District water withdrawal permit for the Water Treatment Plant of the City
of Tamarac for a proposed amount not to exceed $19,000 and to provide funding from
the appropriate Utilities operational account.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF TAMARAC, FLORIDA:

SECTION 1: The foregoing "WHEREAS" clauses are hereby ratified and
confirmed as being true and correct and are hereby made a specific part of this
resolution.
SECTION 2: That the appropriate City Officials are hereby authorized to
accept and execute Addendum No. 98-01 to the Engineering Agreement with Hartman
and Associates, Inc. (Attached hereto as Exhibit 1) to obtain a water withdrawal permit
renewal to be in force for not less than five years from the South Florida Water
Management Division for a proposed amount not to exceed $19,000 in accordance with
the City Consulting Engineering Agreement as authorized by Resolution No. R-96-163
on July 10, 1996.
SECTION 3: That $19,000 is approved to be funded from the appropriate
budgeted Utilities operational accounts.
SECTION 4: That the City Manager, or his designee, be authorized to
make changes, issue change orders not to exceed $10,000 per Section 6-156 (b) of the
City Code, and close the contract award including, but not limited to making final
payment within the terms and conditions of the contract and within the contract price.
SECTION 5: All resolutions or parts of resolutions in conflict herewith are
hereby repealed to the extent of such conflict.
SECTION 6: If any clause, section, other part or application of this

Resolution is held by any court of competent jurisdiction to be unconstitutional or
invalid, in part or application, it shall not affect the validity of the remaining portions or
applications of this Resolution.
SECTION 7: This Resolution shall become effective immediately upon its
passage and adoption.

Subject: Proposal to Provide Hydrogeological Services to Renew the Water Use
Permit for the City of Tamarac, Florida - Amendment #98-01
Dear Mr. Rabbat:
Hartman & Associates, Inc. (HAI) is pleased to provide this cost proposal to the City of Tamarac in
order to provide the necessary hydrogeological and engineering services to prepare, submit, and a
water use permit from the South Florida Water Management District (SFWMD). It is the intent to
renew the quantity allocated and the period for a 5 year period, although the initial application will
be for a 10 year period. The City of Tamarac's current water withdrawal permit from the South
Florida Water Management District is expiring January 12, 1999. This consumptive use permit
usually requires about a year of constant communication with (SFWMD) before an acceptable
application has been processed. Due to the highly technical and delicate issues, this permit renewal
is obtained by professional geologists and engineers. The City does not have on staff, Florida
registered professional geologists. Hartman & Associates, Inc. has the unique blend of P.G.'s and
P.E.'s and has the track record in obtaining water withdrawal permits such that a continuation of
potable supply water to the City is attained. This letter constitutes our proposal and we propose the
following scope of services to complete this project:
Task 1 - Data Collection
This task involves collection of current and historical water use amounts on both an average and
maximum daily basis. Collection of City service area maps, wastewater plant locations, aerial
photographs, water quality data, water level data, water use permit compliance data, water
conservation data, and other information relevant to the water use permit.
Task 2 - Water Use Projections
HAI will use existing water use projections for the next 10-year period, or if lacking that data, will
prepare a set of water use projection data to be used in the water use permit as supporting

documentation for the requested allocation. A separate proposal for the preparation of water use
projection data will be provided, if necessary.
Task 3 - Hydrology/Hydrogeology
HAI will describe and present the data on the hydrologic and hydrogeologic conditions of the
surficial aquifer system or Biscayne aquifer in the regional area of the wellfield and water treatment
plant, as well as site -specific data. We will utilize information from the SFWMD, U.S. Geological
Survey (USGS), Florida Geological Survey, and existing consultants reports as appropriate in order
to fully describe these conditions.
Task 4 - Impact Analysis
HAI will conduct a general analysis documenting that no adverse impacts will occur to existing legal
users or the City at the requested withdrawal rates. We will utilize the criteria established by the
South Florida Water Management District (SFWMD). We will also prepare, as part of this analysis,
a summary of how each of the permit condition criteria will be met. We will utilize in part any
information prepared by others with regard to wellfield characteristics and impacts
Task 5 - Permit Condition Compliance
HAI will compile a listing of the required permit compliance issues and submit copies to the
SFWMD demonstrating that all permit conditions are in compliance.
Task 6 - SuRporting Technical Documentation
HAI will prepare a supporting technical document that will be submitted with the necessary water
use permit application forms that fully describes the City's current and future use of water, and
which will justify the requested allocations. The report will fully describe the water treatment
facilities as well as the water withdrawal facilities, and provide sufficient data for the SFWMD to
review and issue the water use permit.
Task 7 - Meeting Attendance
HAI will attend up to five (5) meetings with the SFWMD and the City staff, as required, in order to
complete this permit application. If additional meetings are required, they will be billed on a time
and materials basis, and the hourly rates will be as provided in our existing contract.

Task 8 - Request for Additional Information Resl2onse
In the event that HAI receives a Request for Additional Information (RAI) from the SFWMD, we
will review the RAI and will provide to the City a cost estimate to provide the requested information.
HAI will begin work on preparing the permit application supporting documents as soon as notice to
proceed is received from the City. We will be prepared to meet with the SFWMD and hold a pre -
application conference meeting within two (2) weeks of the notice to proceed. This will allow us
adequate time to collect preliminary data to take to the District for their review. Based upon the
results of that meeting and other information, we will have the application prepared within twelve
(12) weeks of the pre -application meeting with the SFWMD. Then the SFWMD will review the
application in the next 120 days. Thereafter, in the last 120 days, HAI will work with the SFWMD
regarding the agency action and the permit.
We would perform the above described services subject to the terms and conditions specified in the
contract for CITY CONSULTING ENGINEERING SERVICES between the City of Tamarac and
Hartman & Associates, Inc. (HAI), dated July 10, 1996. HAI will pay the permit fee and the other
direct costs estimated to be $3,500 within the upset to a limit of $19,000. HAI's professional
services fees will be $15,500 for this assignment.
