R-98- 7 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA AUTHORIZING THE APPROPRIATE CITY OFFICIALS TO APPROVE THE PURCHASE OF HAND HELD METER READING DEVICES AND RELATED EQUIPMENT FROM ITRON, INC. AND DISTRIBUTED BY SOFTWARE INSTALLED, AT A TOTAL COST NOT TO EXCEED $29,240; APPROVING FUNDING FROM THE APPROPRIATE UTILITIES OPERATING ACCOUNTS; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Accountability Division of the Utilities Department currently has a meter reading system that utilizes Telxon hand held meter reading devices for the recording and transfer of water meter readings used in the utility billing system; and WHEREAS, the Telxon units have become unreliable; and WHEREAS, the current implementation of the HTE utility billing system requires a software link between the meter reading devices and the HTE data base; and WHEREAS, the City of Tamarac issued a Request for Proposals for Meter Reading Systems (RFP 98-06R) in October, 1997; and Temp. Reso.#8086 December 17, 1997 2 Revision #1, January 6, 1998 WHEREAS, an evaluation team comprised of staff members from the Utilities Department, the MIS Department and the Purchasing Division reviewed the three proposals submitted in response to the RFP with regard to functionality, product quality, initial cost, annual cost, hardware and software support and the number and size of other installations; and WHEREAS, the evaluation team selected the system manufactured by Itron, Inc. and distributed by Software Installed as the system that ranked the highest based on the evaluation criteria; and IWHEREAS, the total initial cost of purchasing the meter reading system is not to exceed $29,240, which includes a "trade-in" credit of $700 for the existing units; and WHEREAS, the funds for this system were budgeted and currently exist in the Utilities Operating Funds; and WHEREAS, it is the recommendation of the Director of Utilities and the Purchasing and Contracts Manager that this purchase be awarded to Software Installed; and Temp. Reso.#8086 December 17,1997 3 Revision #1, January 6, 1998 WHEREAS, the City Commission of the City of Tamarac, Florida deems it to be in the best interest of the City of Tamarac to approve the purchase of a meter reading system from Software Installed for an amount not to exceed $29, 240 and provide funding from the appropriate Utilities Operating Fund. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA: SECTION 1: The foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this resolution. SECTION 2: That the appropriate City Officials are hereby authorized to purchase a meter reading system manufactured by Itron, Inc. and distributed by Software Installed at a cost not to exceed $29,240 . SECTION 3: Funding is approved from the appropriate Utilities Operating Account. SECTION 4: All resolutions or parts of resolutions in conflict herewith are hereby repealed to the extent of such conflict. SECTION 5: If any clause, section, other part or application of this Resolution is held by any court of competent jurisdiction to be unconstitutional or invalid, in part or application, it shall not affect the validity of the remaining portions or Temp. Reso.#8086 December 17, 1997 4 Revision #1, January 6, 1998 applications of this Resolution. SECTION 6: This Resolution shall become effective immediately upon its passage and adoption.
