R-98-7/ A RESOLUTION O�HE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA, APPROVING THE AMENDMENT TO CURRENT CLASSIFICATION AND PAY PLAN; APPROVING IMPLEMENTATION OF NEW PAY STRUCTURE FOR BUILDING INSPECTORS; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, in 1995 the State Legislature amended FSS chapter 468, part XIII mandating that Building Inspectors must pass a state test to receive certification, and these changes were adopted into the 1996 South Florida Building Code by the Building Code Administrators & Inspectors; and WHEREAS, the law grandfathered existing inspectors employed in that capacity, but decreed that any person newly hired as a Building Inspector is required to pass an exam to obtain the required state certification; and WHEREAS, said changes to the South Florida Building Code, in addition to the local experience restrictions, has made recruitment from outside the Dade - Broward area unfeasible; and WHEREAS, Cities within the Broward County area have aggressively modified their pay plans to attract the limited number of existing inspectors; and WHEREAS, the City of Tamarac recognizes the need to retain the certified inspectors currently working for the City, and attract new well qualified recruits; and Temp. Reso. # 8184 March 25, 1998 WHEREAS, the City of Tamarac wishes to implement pay plan changes encompassing the consolidation of the existing inspector and plans examiner pay grades 20 and 22 into one Broadband, with established milestones corresponding to a skill based progression plan and to modify the classification of the chief inspectors to make it more competitive with the market; and WHEREAS, the City of Tamarac will be able to hire a non -certified but otherwise qualified individual, and said individual will be able to progress through the range as they achieve the established milestones; and WHEREAS, the City of Tamarac will be able to competitively hire a state certified inspector by offering a starting salary commensurable with the milestones the individual has already accomplished, and providing the individual with a path to continue to progress through the range as they achieve higher established milestones; and WHEREAS, individuals will be allowed to progress through the range as they achieve established milestones up to the plans examiner level without the need of a specific vacancy in that position; and WHEREAS, current employees of the Building Department, in the classifications affected by mentioned plan changes, will be adjusted in grade and pay according to the milestones achieved, and thereafter will be allowed to progress through the range as they achieve established milestones following the same rules as established by the amendment; and WHEREAS, the Federation of Public Employees supports this amendment and its implementation; and 2 Temp. Reso. # 8184 March 25, 1998 WHEREAS, the total cost of implementation for current employees is approximately $9,860 for the balance of FY 98 with the funds available in the FY 98 Budget to fund these changes, at an annualized cost of approximately $16,900; and WHEREAS, the Director of Personnel and the Chief Building Official recommend approval. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA: SECTION 1: That the foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this Resolution. SECTION 2: That the City Commission approves the amendment to the City's current Bargaining Unit Pay Plan attached as "Exhibit A", and grants the City Manager authority to make such changes to the pay plan, as necessary. SECTION 3: That the City Commission approves application of the Pay Plan Amendment to current employees of the Building Department - attached as "Exhibit B", effective March 2, 1998, SECTION 4: All resolutions or parts of resolutions in conflict herewith are hereby repealed to the extent of such conflict. SECTION 5: If any clause, section, other part or application of this Resolution is held by any court of competent jurisdiction to be unconstitutional or invalid, in part or application, it shall not affect the validity of the remaining portions or applications of this Resolution. 3 1 1 Temp.
