R-96 L)'7 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA, AUTHORIZING THE APPROPRIATE CITY OFFICIALS TO ACCEPT AND AWARD BID NUMBER 96-04 TO THE LOWEST RESPONSIVE AND RESPONSIBLE BIDDER, LAYNE, INC., FOR THE PURCHASE AND INSTALLATION OF A NEW WELL PUMP AND MOTOR FOR RAW WATER WELL NO. 1 LOCATED AT 7803 N.W. 61ST STREET, AT A COST OF $11,415 AND TO AUTHORIZE THE FINANCE DEPARTMENT TO TRANSFER $11,415 FROM ACCOUNT NUMBER 425-371-588-975 ENTITLED "UTILITIES WEST CONTINGENCY" TO ACCOUNT NUMBER 425-363-533-643, ENTITLED "MACHINERY AND EQUIPMENT" FOR FUNDING THIS PROJECT; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Tamarac Water Treatment Plant has six (6) raw water wells connected to an emergency power source for use during any Florida Power and Light (FPL) source failure; and WHEREAS, Well No. 1, located at 7803 N.W. 61 Street, had suffered an underground collapse, which required rehabilitation, rather than abandonment and replacement by a new well; and WHEREAS, the City Consultant, Hazen and Sawyer, P.C., and Geraghty & Miller, Inc., recommended the replacement of the existing pump to maximize efficiency and to maintain the integrity of the well by lowering the pumping rate; and 1 Temp. Reso. #7396 - April 15, 1996 WHEREAS, this purchase and installation will allow the City of Tamarac to continue withdrawing the allocated water from the Biscayne Aquifer to meet the demands of our customers and future residents; and WHEREAS, on April 1, 1996 the following two bids were opened: 1) Layne, Inc. Bid Offer $11,415. 2) Florida Design Contractors Bid Offer $21,650; and WHEREAS, Layne, Inc., was the lowest responsive and responsible bidder for the purchase and installation of a new pump and motor at $11,415; and WHEREAS, funds in the amount of $11,415 need to be transferred from Account Number 425-371-588-975, entitled "Utilities West Contingency" to Account Number 425-363-533-643 entitled "Machinery and Equipment" to fully fund the award of Bid Number 96-04; and WHEREAS, it is the recommendation of the Director of Utilities that Bid Number 96-04 be awarded to Layne, Inc., and $11,415. be transferred from "Utilities West Contingency" account to the appropriate operating account; and WHEREAS, the City Commission of the City of Tamarac, Florida deems it to be in the best interest of the citizens and residents of the City of Tamarac to approve a budget transfer of $11,415 from Account Number 425-371-588-975, entitled "Utilities West Contingency" to Account Number 425-363-533-643, entitled "Machinery and Equipment", and to approve the award of Bid Number 96-04 to Layne, Inc., as the lowest responsive and responsible bidder for the purchase and installation of a pump and motor for the 2 Temp. Reso. #7396 - April 15, 1996 rehabilitation of Raw Water Well No. 1. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA: -EQTION 1: The foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this resolution. -QECTION 2: The appropriate City Officials are hereby authorized to accept and approve transfer of $11,415 from Account Number 425-371-588-975, entitled "Utilities West Contingency" to Account Number 425-363-533-643, entitled "Machinery and Equipment". SECTION 3: The appropriate City Officials are hereby authorized to accept and execute Bid Number 96-04 with Layne, Inc., providing for the purchase and installation of a new pump and motor for the rehabilitation and repair of Raw Water Well No. 1, located at 7803 N.W. 61 Street, at a cost of $11,415 to be funded from Account Number 425-363- 533-643, entitled "Machinery and Equipment". All resolutions or parts of resolutions in conflict herewith are hereby repealed to the extent of such conflict. SECTION 5: If any clause, section, other part or application of this Resolution is held by any court of competent jurisdiction to be unconstitutional or invalid, in part or application, it shall not affect the validity of the remaining portions or applications of this Resolution. 3 1 1 Temp.
