A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF TAMARAC, FLORIDA APPROVING THE CITY'S GRANT
APPLICATION TO BROWARD COUNTY OFFICE OF
INTEGRATED WASTE MANAGEMENT FOR A GRANT IN
THE AMOUNT OF $9,870 FOR AN ADA APPROVED SAFETY
PLAY SURFACE OF RECYCLED WASTE TIRE GRANULES
AT CAPORELLA PARK; PROVIDING FOR CONFLICTS,
PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the State of Florida Department of Environmental Protection (FDEP),
has provided Broward County with grant funding; and
WHEREAS, Broward County has established a 9th Year Recycling Waste Tire
Grant Program for municipalities; and
WHEREAS, the City Commission of the City of Tamarac desires to provide
enhanced outdoor recreation opportunities for its physically challenged residents and
visitors; and
WHEREAS, the City Commission of the City of Tamarac wishes to provide an
educational waste tire recycling demonstration project at Caporella Park; and
WHEREAS, the demonstration project would consist of an approved ADA safety
play surface of recycled waste tire granules; and
WHEREAS, the Parks and Recreation Department will be able to provide annual
maintenance without hiring additional staff; and
WHEREAS, the Assistant City Manager, Parks and Recreation Operations Manager
and City Engineer recommend approval of this request; and

WHEREAS, no matching funds are required; and
WHEREAS, on September 5, 1996, the City Manager submitted a grant application
to Broward County; and
WHEREAS, the City Commission of the City of Tamarac, Florida deems it to be in
the best interests of the citizens and residents of the City of Tamarac to approve the grant
application submitted to Broward County, Office of Integrated Waste Management in the
amount of $9,870 for an ADA approved safety play surface, "Sportsturf', of recycled
waste tire granules at Caporella Park.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF TAMARAC, FLORIDA:
SECTION 1: That the foregoing "WHEREAS" clauses are hereby ratified and
confirmed as being true and correct and are hereby made a specific part of this Resolution.
SECTION 2: The City Commission hereby approves the grant application submitted
to Broward County Office of Integrated Waste Management in the amount of $9,870
to install an ADA approved safety play surface of recycled waste tire granules at Caporella
Park.
SECTION 3; Upon approval of the grant received from the Broward County Office
of Integrated Waste Management a resolution accepting the grant and Memorandum of
Agreement will be proposed at that time.
SECTION 4: All resolutions or parts of resolutions in conflict herewith are hereby
repealed to the extent of such conflict.
SECTION 5: If any clause, section, other part or application of this Resolution is
held by any court of competent jurisdiction to be unconstitutional or invalid, in part or
application, it shall not affect the validity of the remaining portions or applications of this

Resolution.
SECTION 6: This Resolution shall become effective immediately upon its passage
and adoption.

Executive Summary
The City of Tamarac will provide an educational promotional campaign geared to
residents and visitors of Caporella Park.
The purpose of this demonstration project is to educate the public on the use and re-
use of waste tires as a safe alternative to sand or mulch ground protection installed
under playground equipment.
The Consumer Product Safety Commission reported that a six inch deep recycled
waste tire granule surface," SportsTurf' absorbs more impact from a fall than other
tested surfaces.
The shock absorption rate from a fall from 13 feet into six inches of SportsTurf is
equivalent to a fall from eight feet onto sand and only three feet in packed dirt.
Introduction
The City of Tamarac will install 2,000 Square feet of an ADA approved safety play
surface of recycled waste tire granules at our Caporella Park, located on Prospect Road
and Commercial Boulevard in East Tamarac.
Caporella Park is a neighborhood park with high visibility to residents in east Tamarac.
Tamarac currently is developing a Master Plan to further develop and expand the
existing park. Caporella Park is on the Master Plan development list.
Goal
Tamarac's primary goal is to establish a demonstration project that would help promote
the advancement of education and research designed to facilitate waste tire recycling.
One of our objectives to meet this goal is to increase the awareness of using recycled
waste tire products as an alternative and substitute to traditional products (sand and
mulch). -
A second objective is to install the recycled waste tire product to increase the safety of
children at play - using the playground equipment.
Tamarac's secondary goal is to continue to promote recycling, volume reduction, the
proper disposal of solid wastes and assist market development of recycled materials.
Our CQmmlt_ment
The City of Tamarac participates on the Resource Recovery Technical Advisory
Committee JAC) and will continue to do so.
In 1995, Tamarac received grant funding to install two playground safety surfaces using

VitriTurf at Tamarac Park and Tamarac Sports Complex. The play at both playground
areas have increased significantly and received public favorable responses from the
parents and children.
Tamarac's emphasis is to develop an awareness of the different applications and uses
of recycled waste tire products.
Tamarac Parks and Recreation Operations Manager will be the project manager and
will provide quarterly and final construction progress reports. The TAC representative
and Public Works staff will lend assistance as needed.
Tamarac will include this project in its educational promotional campaign for residents.
Our campaign includes press releases, monthly citywide newsletters and updates on
Channel 19 and Seflin.
Reguirements;
Prepare land base, lay and compact 4" of soil, install recycled plastic framing and install
1/4" recycled tire granules - 6" in depth.
Conclusion
Tamarac will work closely with Broward County Waste Tire Grant Representative to
monitor durability of project to weather elements including, drainage and play, and
provide a written report of its findings within six (6) months of installation.

Recommendation:
Approval of resolution authorizing the City's grant application to Broward County Office
of Integrated Waste Management.
Issue:
A grant application requesting $9,870 from Broward County Office of Integrated Waste
Management for an ADA approved safety play surface of recycled waste tire granules
at Caporella Park,
Background:
On September 5, 1996, the City Manager submitted a grant application to Broward
County Office of Integrated Waste Management requesting $9,870 for an ADA
approved safety playground surface demonstration project (recycled waste tire granules
product) to be installed at Caporella Park.
The County grant program is funded by the State of Florida Department of
Environmental Protection. There is no match required by the City. The project uses a
different type of recycled waste tire product (granules instead of pour -in -place) that was
used at Tamarac Park and Tamarac Sport Complex. The grant guidelines recommend
that a new or unique application of the recycled waste tire products would receive
greater consideration. The grant application was submitted in anticipation of
playground equipment being installed at Caporella Park in FY97.
