R-96 / 99 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA, AUTHORIZING THE APPROPRIATE CITY OFFICIALS TO EXECUTE ADDENDUM NUMBER 96-03 TO THE CONTRACT WITH CRAIG A. SMITH & ASSOCIATES TO PROVIDE DESIGN, PERMITTING, BIDDING SERVICES AND CONSTRUCTION ADMINISTRATION FOR THE INSTALLATION OF WATER MAIN ASSOCIATED WITH THE GRANT'S PLAZA STORAGE TANK 12" WATER MAIN CONNECTION PROJECT FOR A PROPOSED AMOUNT NOT TO EXCEED $30,100 IN ACCORDANCE WITH THE CITY CONSULTING ENGINEERING AGREEMENT AS AUTHORIZED BY RESOLUTION NO. R-96-163 AND APPROVE FUNDING FROM THE APPROPRIATE UTILITIES OPERATIONAL AND CONTRIBUTION IN AID OF CONSTRUCTION ACCOUNTS; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Grant's Plaza tank supplies water services to residences located between State Road 7 and Rock Island Road and holds one million gallons of potable water; and WHEREAS, the remote storage tank provides potable water for residential use and fire protection; and WHEREAS, the current water main installation, an 8" waterline, restricts the flow and pressure of water supplied to the system and increases the time required to fill the storage tank; and WHEREAS, the 8" existing water main located on the north side of Commercial 1 I Temp. Reso. #7491 - September 11, 1996 2 Boulevard is proposed to be replaced with a 12" ductile iron pipe to increase flow capacity and pressure; and WHEREAS, on September 27, 1995, the City Commission approved the installation of a new waterline for the Grant's Plaza Storage Tank as a Capital Improvement Project in the FY96 Budget; and WHEREAS, the FY96 Budget contains Utilities Capital Improvement Projects that require the service of the City's consulting engineers; and WHEREAS, the Utilities Department has requested Craig A. Smith and Associates, one of the City's consulting engineers, to provide the design, permitting, bidding services and construction administration in accordance with the City's Consulting Engineering Agreement as authorized by the City on July 10, 1996, Resolution No. R-96-163; and WHEREAS, Craig A. Smith & Associates, has submitted the following Addendum to the Agreement: 1) Addendum No. 96-03, Grant's Plaza Storage Tank Water Main Connection, (design, permitting, bidding services and construction administration) (Attached hereto as "Exhibit 1" and in map form as "Exhibit 2") (Utilities Project No. 96-07) TOTAL COMPENSATION Compensation $30,100 $30,100; and WHEREAS, the costs of the engineering services for the water main will be funded Temp. Reso. #7491 - September 11, 1996 3 from the appropriate Utilities Operational and Contribution in Aid of Construction (CIAC) Accounts; and WHEREAS, it is the recommendation of the Director of Utilities that Addendum Number 96-03 providing for the design, permitting, bidding services and construction administration associated with the FY96 CIP of Grant's Plaza Storage Tank 12" Water Main Connection be approved, executed and funded; and WHEREAS, the City Commission of the City of Tamarac, Florida deems it to be in the best interest of the citizens and residents of the City of Tamarac to execute Addendum Number 96-03 to the Engineering Agreement with Craig A. Smith & Associates, to provide for the design, permitting, bidding services and construction administration for the installation of a water main associated with the Grant's Plaza Storage Tank for a proposed amount not to exceed $30,100 and to provide for funding from the appropriate Utilities Operational and CIAC Accounts. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA: SECTION 1: The foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this resolution. SECTION 2: The appropriate City Officials are hereby authorized to accept and execute Addendum Number 96-03 to the Engineering Agreement with Craig A. Smith & Associates, to provide design, permitting, bidding services and construction administration for the installation of a water main associated with Grant's Plaza Storage Tank 12" Water Main Connection, for a proposed amount not to exceed $30,100 in accordance with the City Consulting Engineering Agreement as authorized by Resolution No. R-96-163 on July 10, 1996. 1 a Temp. Reso. #7491 - September 11, 1996 5 SECTION 3: That $30,100 is approved to be funded from the appropriate budgeted Utilities Operational and CIAC Accounts. SECTION 4: All resolutions or parts of resolutions in conflict herewith are hereby repealed to the extent of such conflict. SECTION 5: If any clause, section, other part or application of this Resolution is held by any court of competent jurisdiction to be unconstitutional or invalid, in part or application, it shall not affect the validity of the remaining portions or applications of this Resolution. It is understood that said services will be provided in accordance with our City Consulting Engineering Services Agreement with the City, as authorized by the City on July 10, 1996. Except as may be explicitly revised or amended below for application specifically to this Addendum, all provisions of said Agreement shall apply. In accordance with Section I of the Agreement, ENGINEER has assigned Project Number 96-0301 to the task(s) included under this Addendum. A 700 foot easement is required to increase flow capacity to and from Grant's Plaza storage tank which is now connected by an 8" main. This project will provide adequate response to fire emergencies and re -charge of water storage. 1. DESIGN SURVEY Necessary to obtain field data for design purposes. Visible topographic features and utility information such as valve boxes, meter boxes, manholes, catch basins and meter pits shall be identified. This work does not include title search or easements of record. 2. DESIGN Engineering design for replacement of 6/8/10" AC watermain with 12" DIP watermain from Commercial Boulevard to Grant Plaza Storage Tank. 12" DIP watermain shall be placed in the existing 19' easement or a newly provided easement on adjacent land. A set of preliminary plans will be reviewed with the City prior to final design as well as at the 70% stage. The final review submittal shall also be utilized as the permitting submittal and the City Plan/Specification Review Committee submittal. PERMITTING Prepare and submit the Florida Department of Environmental Protection (FDEP) permit application to the local reviewing agency, the Broward County Public Health Unit (BCPHU), for the installation of the new watermain, attend one meeting with City/BCPHU to discuss application and respond to BCPHU questions. Permit application fees will be paid directly by the City. Operational permits and associated fees and as- builts are not part of this Task Schedule. 4. BIDDING AND AWARD Prepare and print bidding documents, entertain questions from bidders, conduct a pre -bid conference, prepare addenda as required and prepare a bid tabulation for the City. Sell and distribute bidding documents to prospective bidders and suppliers. The City will review the bid proposals and check bidder responsiveness. Check the references of the lowest responsive bidder and prepare a recommendation for award. Transmit to the City the plans and specifications on computer disk and one set of printing originals of the plans and specifications to the City. 5. CONSTRUCTION ADMINISTRATION Coordinate receipt of payment and performance bond, insurance, contract execution, notice of award, notice to proceed, review of shop drawings, process monthly pay requisitions, periodic inspection, review of record drawings, project certification and close out package. 15 Days 60 Days 120 Days $500.00 $1,700.00 $16,300.00 NOTE: (1) Time of performance is measured subsequent to the notice to proceed.
