CITY OF TAMARAC, FLORIDA
RESOLUTION NO. R 96- Z/D
A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF TAMARAC, FLORIDA AUTHORIZING THE
APPROPRIATE CITY OFFICIALS TO NEGOTIATE AN
AGREEMENT FOR A COMPREHENSIVE MUNICIPAL
INFORMATION SYSTEM BY AND BETWEEN THE CITY OF
TAMARAC AND HARWARD TECHNICAL ENTERPRISES,
INC., (HTE), A FLORIDA CORPORATION; PROVIDING FOR
CONFLICTS; PROVIDING FOR SEVERABILITY; AND
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the existing municipal applications have been in service for over fifteen
(15) years and they are not meeting the needs of the users in serving the citizens of the
City of Tamarac; and
WHEREAS, the City conducted an internal information systems needs analysis and
completed an information systems implementation plan and based on that developed a
request for proposal; and
WHEREAS, the City of Tamarac issued request for proposals to acquire a
Comprehensive Municipal Information System and three vendors, HTE, Inc., Pentamation,
and Continental Pacific Corporation, responded; and
WHEREAS, after evaluations of the proposals, HTE, Inc. and Pentamation were
selected to provide on -site presentations; and
WHEREAS, based on the presentations, vendor reference checks, and site visits,
HTE, Inc. was recommended unanimously by the MIS Advisory Committee and the Staff
Users Group to supply the City with the new Municipal Information Systems; and
WHEREAS, funding for financing this project was proposed by the City Manager
and approved by the City Commission in the FY96 adopted budget and the FY97 adopted
budget; and
WHEREAS, implementation of this project requires a financing plan to be submitted
by the City Manager and the Director of Finance to the City Commission for approval upon
successful conclusion of negotiations on the financial terms of the agreement; and
WHEREAS, it is the recommendation of the City Manager and the Director of
Management Information Services to negotiate an agreement with HTE, Inc. for new
Municipal Information Systems; and

WHEREAS, a negotiated agreement with HTE, Inc. will be submitted by the City
Manager and the Director of Management Information Services to the City Commission for
review and approval; and
WHEREAS, the City Commission of the City of Tamarac, Florida deems it to be in
the best interest of the citizens and residents of the City of Tamarac to negotiate an
agreement with HTE, Inc.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF TAMARAC, FLORIDA:
Section 1: The foregoing "WHEREAS" clauses are hereby ratified and confirmed
as being true and correct and are hereby made a specific part of this resolution.
Section 2. The appropriate City Officials are hereby authorized to negotiate an
agreement with HTE, Inc.
Section-3: All resolutions or parts of resolutions in conflict herewith are hereby
repealed to the extent of such conflict.
Sections If any clause, section, other part or application of this Resolution is
held by any court of competent jurisdiction to be unconstitutional or invalid, in part or in
application, it shall not affect the validity of the remaining portion or applications of this
Resolution.
Section 5: This Resolution shall become effective immediately
