R-96 2 y9 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA, AUTHORIZING THE APPROPRIATE CITY OFFICIALS TO EXECUTE ADDENDUM NUMBER 96-1 TO THE CONTRACT WITH METCALF & EDDY TO PROVIDE ENGINEERING, DESIGN, PERMITTING, BIDDING SERVICES AND CONSTRUCTION ADMINISTRATION FOR THE INSTALLATION OF WASTEWATER UTILITIES ASSOCIATED WITH THE WIDENING OF MCNAB ROAD FOR A PROPOSED AMOUNT NOT TO EXCEED $49,589 IN ACCORDANCE WITH THE CITY CONSULTING ENGINEERING AGREEMENT AS AUTHORIZED BY RESOLUTION NO. R-96-163 AND APPROVE FUNDING IN THE AMOUNT OF $49,589 FROM THE APPROPRIATE UTILITIES OPERATING AND CONTRIBUTION IN AID OF CONSTRUCTION ACCOUNTS; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, Broward County Engineering Division advised the Director of Utilities of the proposed widening of Sections of Pine Island Road and McNab Road; and WHEREAS, Broward County has advised that asbestos concrete pipes (ACP) within those sections of the roadways being widened are required to be replaced in accordance with Broward County road construction standards: and WHEREAS, the sewer force main installed at the intersection of 80th Street and McNab Road lies within the construction boundaries of Broward County's McNab Road; and WHEREAS, the 70th Street Force Main, 80th Avenue/Pine Island Road Project was budget in the FY97 Utilities Capital Improvement Projects (C.I.P.'s) by City Commission to address the construction required to meet the County road widening schedules and standards; and Temp. Reso. 7492 - October 8 1996 2 WHEREAS, construction to replace the asbestos cement pipes must be designed and bid so the replacement can start before the road construction begins the first part of 1997; and WHEREAS, funds are available for the costs of the engineering services from the appropriate Utilities Operational and Contribution in Aid of Construction (CIAC) Accounts; and WHEREAS, the Utilities Department has requested Metcalf & Eddy , one of the City's Consulting Engineers, to present proposals to provide the engineering, design, permitting, bidding services and construction administration in accordance with the City Consulting Engineering Agreement as authorized by the City on July 10, 1996, Resolution No. R-96-163; and WHEREAS, Metcalf & Eddy has submitted the following Addendum to the Agreement: Description Compensation 1) Addendum No. 96-1, 70th Street Force Main, $49,589 80th Avenue/Pine Island Road, (engineering, design, permitting, bidding services and construction administration) (Attached hereto as "Exhibit 1" and in map form as "Exhibit 2") (Utilities Project No. 97-06) TOTAL_ COMPENSATION $49,589; and WHEREAS, the costs of the engineering services for the construction documents of the wastewater utilities will be funded from the appropriate Utilities Operational and CIAC Accounts; and WHEREAS, it is the recommendation of the Director of Utilities that Addendum Number 96-01 providing for the engineering, design, permitting, bidding services and construction administration for the 70th Street Force Main, 80th Avenue/Pine Island Road project be approved, executed and funded; and Temp. Reso. 7492 - October 8 1996 3 WHEREAS, the City Commission of the City of Tamarac, Florida deems it to be in the best interest of the citizens and residents of the City of Tamarac to execute Addendum Number 96-1 to the Engineering Agreement with Metcalf & Eddy to provide engineering, design, permitting, bidding services and construction administration for the installation of a sewer force main associated with the 70th Street Force Main, 80th Avenue/Pine Island Road Project for a proposed amount not to exceed $49, 589 and to provide for funding in the amount of $49,589 from the appropriate Utilities Operational and CIAC Accounts. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA: SECTIOU 1; The foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this resolution. SE _TIC The appropriate City Officials are hereby authorized to accept and execute Addendum Number 96-1 for $49,589 to the Engineering Agreement with Metcalf & Eddy to provide engineering, design, permitting, bidding services and construction administration for the installation of a sewer force main associated with the 70th Street Force Main, 80th Avenue/Pine Island Road Project for a proposed total amount not to exceed $49,589 in accordance with the City Consulting Engineering Agreement as authorized by Resolution No. R-96-163 on July 10, 1996. SECTIQN 3: That $49,589 is approved to be funded from the appropriate budgeted Utilities Operational and CIAC Accounts. SECTION 4: That the City Manager or his designee be authorized to make changes, issue change orders not to exceed $10,000 per Section 6-156 (b) of the City Code, and close the contract award including but not limited to making final payment and releasing bonds when the work has been successfully completed within the terms and conditions of the contract and within the contract price. SECTION 5: All resolutions or parts of resolutions in conflict herewith are hereby repealed to the extent of such conflict. SECTION 6: If any clause, section, other part or application of this Resolution is 1 1 Temp. Reso. 7492 - October 8 1996 4 held by any court of competent jurisdiction to be unconstitutional or invalid, in part or application, it shall not affect the validity of the remaining portions or applications of this Resolution. Page 1 of 14 3740 Executive Way, Miramar, Florida 33025 TEL:954-450-7770 FAX:954-450-5100 ��� F @Cydad Paper PROPOSAL to City of Tamarac for Proposed 12 inch Force Main from University Dr. to Pine Island Road SCOPE OF SERVICES As part of the McNab Road Utility Adjustment, the City of Tamarac is implementing improvements to its sewage transmission network by replacing and existing 12 inch Asbestos Concrete Pipe (ACP), currently servicing several sewage pump stations in the area, to conform to Broward County's requirement for the removal of asbestos cement pipe within the County. The proposed 12 inch force main will be located along McNab Road from Pine Island Road to University Dr, and will connect and existing 16 inch, 8 inch and 24 inch force mains at Pine Island, 80th Avenue and University Drive respectively. This work is proposed to be integrated with the McNab Road Utility Improvements and will be coordinated through the designated project manager for the City of Tamarac in order to maximize the use of available information. This includes soil borings, Maintenance of Traffic Plan and required pavement restoration, which will consequently minimize the design and construction cost of the proposed force main. The proposed scope of services are divided in Tasks from 1 through 6 as described in this proposal. They include: Project Management, Preliminary Design, Final Design, Permitting Services, Bid Documents and Construction Phase Services. It is important to notice that the scope of work is for limited construction services and consists of shop drawing review and preparation of record drawings. If these services are not required, M&E will credit the associated cost to the City. is Metcalf & Eddy's M&E work will include preliminary engineering and final design services to prepare Y ( ) P rY 9 9 9 p p contract documents, including engineering drawings and technical specifications necessary to construct improvements to the proposed 12 inch force main along McNab Road. The proposed work will also include services to assist the City in applying for the necessary permits and approvals from regulatory agencies and departments and limited engineering services during the construction phase of the project. The Design Phase services will not include topographic, boundary and right-of-way surveys and geotechnical subsurface investigations. M&E proposes to utilize the existing survey and soil boring information from the already designed McNab Road Utility Adjustment Project (to be provided by the City in digital farm►. Page 2 of 14 � -9 � -,::)- q q ADDENDUM NO. 96-1 August 8, 1996 CITY OF TAMARAC 70TH STREET FORCE MAIN - 80TH AVENUE/PINE ISLAND ROAD TASK SCHEDULE Task Time of Order General Description Performance 1 PROJECT MANAGEMENT 15 Days Metcalf & Eddy will manage the efforts of its project staff and subconsultants, develop staffing assignments, review work progress, monitor conformance to the scope of services with regards to the budget and schedule, and otherwise direct the progress of the work. Metcalf & Eddy will promote communications through frequent contact with the City. Metcalf & Eddy will communicate through a single point of contact who will be the Program Manager or his designated Project Manager at the City. M&E wiil attend up to 3 meetings with the City for project review and coordination. Metcalf & Eddy will prepare and deliver meeting minutes to the City within one week of each meeting. 2 PRELIMINARY DESIGN 10 Days The purpose of preliminary design is to establish the basis on which the final design will proceed. Metcalf & Eddy will: 1. Define the character and extent of the project within the guidelines established by the City. 2. Review previous reports and designs provided by the City, if applicable; collect available existing data, and cooperate with appropriate utilities and agencies to determine locations and requirements for existing utilities. 3. Obtain from the City of Tamarac: a. Geotechnical investigations and testing necessary, as determined by Metcalf & Eddy. These services may include: field and lab testing, sail borings, geotechnical analysis, corrosion investigations, and other testing that may be appropriate. b. Surveys necessary to indicate the location of the new construction. Prepare and submit a draft report to the City for review and comments. The report will include: a. Final design criteria, major equipment listing and sizing for the project elements. b A list of permits or approvals required. C. A schedule for completing remaining project tasks. d. A description of specific information required from the City to complete the project, including record drawings, and other required data. e. Preliminary route alignment and connections. 5. Furnish three copies of the preliminary design report to The City for review. 3 FINAL DESIGN 45 Days $ 19,885.00 The purpose of final design is to prepare construction contract documents for a complete and functional project which meets the needs and objectives of the City, and which can be approved by the regulatory agencies. Page 4 of 14 Subtask 3.1 Prepare Construction Contract Documents. Metcalf & Eddy will prepare construction contract documents in accordance with the existing (July 1996) City and 8roward County rules, regulation and requirements. Documents will include bidding documents, general and supplementary conditions, technical specifications and engineering drawings for the projects. Metcalf & Eddy will not furnish survey or geothecnical investigations necessary to complete the design, but will obtain from the City a digital copy of the McNab Road Utility Adjustment Project to be used as the base map for the proposed 12 inch force main. Subtask 3.2 Construction Cost Estimate. Metcalf & Eddy will prepare an engineer's estimate of total project cost, which will be submitted with the 90% design submittal. Metcalf & Eddy will submit construction contract documents for review at fifty percent complete, and ninety percent complete. Metcalf & Eddy will meet with the City following review of documents to discuss all comments. Metcalf & Eddy will address all comments by either making noted changes or by providing a written explanation for why a change was not made. The following materials will be furnished for the respective submittal: a. Fifty Percent Submittal: Three (3) copies of progress prints of drawings for all major construction elements, existing and proposed structures and equipment, with elevations and location. b. Ninety Percent Submittal: Three (3) copies of completed construction contract documents (drawings and specifications) C. Final Submittal: Incorporating all the City review comments of 90% review: 1) Three (3) copies of final construction contract documents . 2) Engineer's estimate of project construction cost. 3) Major equipment schedule. 4 PERMITTING Metcalf & Eddy will prepare permit application forms, the required technical support information and will assist the City in applying for approvals from the following agencies, as necessary: 1. Broward County Department of Natural Resources Protection (SCONRP) 2. Broward County Transportation Department (BCTD) 3. Florida Department of Environmental Protection (FO EP) 4. Florida Department of Transportation (FOOT) 5. The City of Tamarac Page 5 of 14 Time of Performance 60 Days Compensation S 3,260.00 e- � � -,.I)- �-[ � ADDENDUM NO. 96-1 August 8, 1996 Task Time of Order General Description Performance Metcalf & Eddy will assist in obtaining such approvals by participating in one meeting with each agency to review applications and supporting material and respond to agency comments on the project work. Metcalf & Eddy will transmit, on behalf of the City (the applicant) the permit applications and supporting material to the respective agencies for approval. All permit and application fees and expenses required by reviewing agencies will be paid directly by the City to the reviewing agency or department. 5 BIDDING 15 Days Various groups within the City (Purchasing, Attorney, Risk Manager, etc.) have review responsibility of the construction contract documents during procurement of a construction contractor, Subtask 5.1 Document Review. Metcalf & Eddy will assist The City in this process by participating in two (2) meetings or discussions with these groups as requested by the City. Metcalf & Eddy will respond to the comments, through the City designated Project Manager, within ten (10) working days of receipt of comments. Subtask 5.2 Construction Documents. M&E will furnish thirteen (13) sets of complete construction drawings and specifications. 6 CONSTRUCTION PHASE SERVICES The City, will provide overall construction management services for the projects. The City will be the primary and sole aoint of contact with construction contractors during the construction phase. Metcalf & Eddy will provide limited services during construction as follows. Subtask 6.1 Preconstruction Conference. Metcalf & Eddy will attend one preconstruction conference for each construction project. Subtask 6.2 Shop Drawing and Technical Submittal. The City will receive and record shop drawings and technical submittals required by the Contractor and will transmit to Metcalf & Eddy for review and approval or other appropriate action to be taken. The review will be for conformance with the design concept and compliance with the construction contract documents. Review of submitted material will not extend to means, methods, techniques, sequences or procedures of construction or to safety precautions. This proposal is priced based of reviewing up to six (6) shop drawing submittals and resubmissions in the manner specified and required by the contract documents. Subtask 6.3 Requests for Information/Plan Clarification. Metcalf & Eddy will prepare necessary technical interpretations and clarifications of the construction contract drawings and specifications , when requested by the City. This proposal is priced based on ten (10) RFI's. These interpretations will be submitted to the City within one (1) week of :he City's request for information. Non- technical administrative interpretations will be issued directly to the Contractor by the City. Subtask 6.4 Site Visits. Metcalf & Eddy will make visits to the project site at intervals appropriate to the various stages of construction to observe the progress of work and general conformance with contract documents. Metcalf & Eddy will provide a written report after each site visit. A maximum of 30 hours of staff time (for meetings and visits to the project site during construction) will be provided under this subtask. Additional services wiil be furnished at the rate of $8CC per day if requested by the City. Metcalf & Eddy mil not be responsible for and will not have control or charge of the construction methods, means, techniques, sequence or procedures selected by the contractor, or the safety precautions and programs incident thereto. Such visits will not make Metcalf & Eddy responsible for ;ne contractor's failure to perform the work in accordance with the contract documents. Subtask 6.5 Special Inspections. Metcalf & Eddy, when requested by the City, will witness major off -site and on - site equipment -esting. The limit of 30 hours of staff time and effort under Task 6.4 includes services provided under this subtask as ,veil. Metcalf & Eddy will prepare and submit to the City within thirty (30) days of the date of final completion of the project, one (1) set of prints of full size record drawings, and one set of Mylar reproducible full size record drawings, based on "As -Built" prints marked by the Contractor and the City's on -site inspector, showing those changes made during the construction process and which Metcalf & Eddy considers significant. The City will provide to Metcalf & Eddy, the Contractor's marked -up as -built drawings and other data within two (2) weeks of completion of the Project(s). Subtask 6.7 Project Close -Out. Metcalf & Eddy will prepare and submit to FDEP the Certification of Completion of Construction for the project. • • C q(,-,-,?-qJ ADDENDUM NO. 96-1 August $, 1996 RESPONSIBILITIES OR THE CITY The following will be provided and all costs incident thereto will be paid for by others with the resultant information furnished to and for use by Metcalf & Eddy. 1. Respond to requests for information and review submittal in a timely manner so as not to delay the completion of services provided by Metcalf & Eddy. 3. Provide survey (in digital format for the McNab Road Improvement Project) to be used as the base map for the proposed 12 inch force main. 4. Provide a hard copy of the soil borings and approximate location for the McNab Improvement Project.
