A RESOLUTION OF THE CITY COMMISSION
OF THE CITY OF TAMARAC, FLORIDA,
ACCEPTING THE GRANT AWARD FROM THE
U.S. DEPARTMENT OF JUSTICE UNDER THE
LOCAL LAW ENFORCEMENT BLOCK GRANT
PROGRAM IN THE AMOUNT OF $37,577 WITH
A CITY CASH MATCH OF $4,175 TO BE
ALLOCATED FROM THE LAW
ENFORCEMENT TRUST FUND (MAINTAINED
BY BROWARD COUNTY) FOR THE TOTAL
PROJECT COST OF $41,752; AMENDING THE
GRANTS FUND BUDGET; PROVIDING FOR
CONFLICTS; PROVIDING FOR
SEVERABILITY; AND PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the City Commission of the City of Tamarac desires the joint
partnership between the City, the law enforcement agency, citizens and businesses; and
WHEREAS, the City Commission of the City of Tamarac wishes to enhance the
existing crime prevention and law enforcement programs; and
WHEREAS, the City Commission of the City of Tamarac wishes to provide signage
and printing for neighborhood watch communities, and the business crime watch program;
and law enforcement equipment to enhance speeding and tinting enforcement; and

WHEREAS, Resolution R-96-162 of the City Commission of the City of Tamarac
authorized the appropriate City Officials to apply to the U.S. Department of Justice
requesting grant funds in the amount of $37,577 with a City cash match of $4,175 from the
Law Enforcement Trust Fund maintained by Broward County; and
WHEREAS, the U.S. Department of Justice has approved the City of Tamarac's
application for funding under the Local Law Enforcement Block Grants Program in the
amount of $37,577; and
WHEREAS, in accordance with special condition #15 of the grant award, a public
hearing was held on December 11, 1996; and
WHEREAS, the City Manager and Tamarac BSO District VII Chief recommend
acceptance of the grant award; and
WHEREAS, the City Commission of the City of Tamarac, Florida deems it to be in
the best interests of the citizens and residents of the City of Tamarac to accept the grant
award in the amount of $37,577 and authorize the City's match of $4,175 from the Law
Enforcement Trust Fund with a total project cost of $41,752 for the enhancement to
Tamarac crime prevention and law enforcement programs.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF TAMARAC, FLORIDA:

SECTION 1: The foregoing "WHEREAS" clauses are hereby ratified and
confirmed as being true and correct and is hereby made a specific part of this Resolution.
SECTION 2: The City Commission hereby accepts the U.S. Department of
Justice, Office of Justice Programs, Bureau of Justice Assistance's grant application
approval in the amount of $37,577 for enhancement to the Tamarac Crime Prevention and
Law Enforcement Programs,
SECTION 3: The City Manager or his designee is hereby authorized to
accept the grant and its conditions, and fulfill all obligations including but not limited to the
signing of applicable documents and the designation of a City official to participate in the
BSO Advisory Review Committee to review Law Enforcement Block Grant Programs.
SECTION 4: The City Commission authorizes the appropriate City Officials
to amend the Grants Fund budget in the amount of $41,752 and appropriate said funds
including any and all subsequent budgetary transfers to be in accordance with proper
accounting procedures.
SECTION 5: All resolutions or parts of resolutions in conflict herewith are
hereby repealed to the extent of such conflict.
SECTION 6: If any clause, section, other part or application of this Resolution
is held by any court of competent jurisdiction to be unconstitutional or invalid, in part or
application, it shall not affect the validity of the remaining portions or applications of this
Resolution.

The Local Law Enforcement Block Grants Program
A Federal Program administered by the Bureau of Justice Assistance (BJA) U.S. Department of Justice.
Program provides local government with funds to underwrite projects to reduce crime and improve public
safety. Program criteria include training and employing additional law enforcement officers, and
necessary support personnel; enhancing security measures in and around schools, and in and around any
other locations for incidents of crime; establishing or supporting drug courts; enhancing the adjudication of
cases involving violent offenders (including juveniles); establishing a multi jurisdictional task force;
establishing crime prevention programs involving cooperation between community residents and law
enforcement personnel to control, direct, or investigate crime or the prosecution of criminals; defraying the
cost of indemnification insurance for law enforcement officers. Grant funding is based on the number of
UCR Crimes Part I- Violent Crimes (committed in Tamarac) Funding Cycle for FY 97
On July 10, 1996 the City Commission approved the grant application to the BJA in the amount of $41,762
for Tamarac's Crime Prevention and Law Enforcement Programs. The BJA grant provided $37,577 and
the City was required to match $4,175 from the Law Enforcement Trust Fund (maintained by Broward
County). Grant Deadline: August 9, 1996.
The Grant Application Program includes:
Crime -Prevention:
• Neighborhood Crime Watch
• Signage - installed throughout neighborhoods
• Program printing costs for crime watch committees
• Polaroid Kidprint ID System with fingerprint kit
• Portable Radio Walkie/Talkies for Citizens on Patrol
Business Crime Watch
• Signage for businesses
• Magnets, Cards, Decals
• Program printing costs for all business crime watch program
All Crime Prevention Programs include:
• Integrated TVS with VCR/Cart
• Canopy for Outside Demonstrations
• Mini Van (BSO/Tamarac) for demos
• PC Computer/Tower for Data Base & Global Fax
Law Enforcement:
• Radar Guns (speed enforcement)
• Tint Meters (tinting enforcement)
The program would enhance our crime prevention efforts serving the City, law enforcement, citizens, and
businesses. All equipment purchased from this grant will be inventoried as Tamarac equipment. Signage
to be installed by BSO volunteers with site approval by City.
