CITY OF TAMARAC, FLORIDA
RESOLUTION NO. R-96-
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
TAMARAC, FLORIDA, AUTHORIZING THE APPROPRIATE CITY
OFFICIALS TO EXECUTE A SUPPLEMENTAL AGREEMENT
WITH THE INTERNATIONAL ASSOCIATION OF
FIREFIGHTERS, LOCAL 3080; PROVIDING FOR CONFLICTS;
PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, on May 9, 1995, the City of Tamarac obtained a license from Broward
County to provide Advanced Life Support (ALS) Non -Transport Service to the citizens of
Tamarac; and
WHEREAS, on February 28, 1996, the City of Tamarac obtained a license from the
State of Florida to provide ALS Non -Transport Service to the citizens of the City; and
WHEREAS, on March 1, 1996, the City of Tamarac initiated the Paramedic level (ALS)
Service; and
WHEREAS, the City of Tamarac created a negotiating team to negotiate Paramedic pay
upon initiation of Paramedic level (ALS) Service for the bargaining unit represented by the
International Association of Firefighters; and
WHEREAS, the negotiating team consisted of the Special Counsel for Labor, Director
of Personnel, Fire Chief, Assistant Fire Chief, Assistant City Manager and the Budget Analyst;
and
WHEREAS, the City of Tamarac and the International Association of Firefighters have
collectively bargained in good faith and have reduced said bargaining to a Supplemental
Agreement; and
WHEREAS, on March 18, 1996, the members of the International Association of
Firefighters ratified the Supplemental Agreement; and
WHEREAS, the cost of the implementation of the 10% Paramedic Incentive Supplement
is approximately $35,000 per year, with an estimated cost of $20,000 for FY 96; and
WHEREAS, funding is available in the Regular Salaries/Fire Department account, #001-
223-522-120; and
WHEREAS, the City Commission of the City of Tamarac, Florida, deems it in the best
interests of the citizens and residents of the City of Tamarac to approve the agreement and
provide for its proper execution.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY
OF TAMARAC, FLORIDA:
SECTION 1: That the foregoing "WHEREAS" clauses are hereby ratified and
confirmed as being true and correct and hereby made a specific part of this Resolution.
ECTION 2: That the City Commission approves the Supplemental Agreement
attached as "Exhibit A", providing for a paramedic incentive supplement at the initiation of
paramedic level (ALS) service, by and between the City of Tamarac and the International
Association of Firefighters for the period March 1, 1996 through September 30, 1997 and
authorizes City Officials to execute the Supplemental Agreement.
SECTION 3: All resolutions or parts of resolutions in conflict herewith are hereby
repealed to the extent of such conflict.
SECTION: If any clause, section, other part or application of this Resolution -is
held by any court of competent jurisdiction to be unconstitutional or invalid, in part or
application, it shall not affect the validity of the remaining portions or applications of this
Resolution.
SECTIONS This Resolution shall become effective on immediately upon its
passage and adoption.

SUPPLEMENTAL AGREEMENT
BETWEEN
THE CITY OF TAMARAC
AND
THE INTERNATIONAL ASSOCIATION OF FIREFIGHTERS,
LOCAL 3080
The City of Tamarac and the International Association of Firefighters, Local 3080
hereby amends the collective bargaining agreement entered into between the City of
Tamarac and the International Association of Firefighters on September 29, 1995, for the
period from October 1, 1994 through September 30, 1997, as follows:

Longevity Pay - Article 9:
9.1 Full-time employees will receive a lump sum longevity payment annually on the
first pay period in December in accordance with either longevity scale listed below.
Longevity is based on the number of years with the Fire Department. Longevity pay shall be
based on the base rate of pay effective November 30 of each contract year.
Overtime Pay - Article 10:
10.1 In the event that the need for overtime should occur in the Fire Department
because of vacations, sickness, or other unforeseen conditions, overtime shall be paid at the
rate of one -and -a -half (1 Y2) times the basie hourly rate of pay for time in excess of the
Ffirefighter's average work week.
Educational Incentives - Article 24
• 24.1 The Educational Incentive will be paid in the first pay period of December so
long as an employee has been j.1 certified. The Educational Incentive Pay shall be based on
the employee's base rate of pay on November 30 of each contract year.
24.2 Educational Incentive will be given in one (1) lump -sum payment for the
following educational achievements:
1. EMT I - 5% (only for persons hired prior to October 1, 1994)
-3 2,, A.S. FIRE SCIENCE DEGREE - 3%
4. 3. FIRE SCIENCE CERTIFICATE, OR STATE CERTIFIED FIRE
OFFICER 1 OR 33 CREDITS TOWARD A FIRE SCIENCE
